Job Description

  • Provide to the supervisor the technical oversight and input to manage staff support to, delivery of, and implementation of, all procurement support systems according to Bank Procurement policies and procedures.
  • Provide planning support and advice to those making a procurement request, then process and manage the procurement process in accordance with Bank policies and procedures, in a transparent, accountable, efficient and cost-effective manner.
  • Organizing procurement tracking system and support program and management team up-to-date and reliable information on the procurement status.
  • Prepares and submit to daily, weekly, monthly, quarterly and annual procurement reports to the supervisor.

  • Perform buying duties when necessary.
  • Prepare purchase orders and send copies to suppliers and to departments originating requests.
  • Compare suppliers’ bills with bids and purchase orders to verify accuracy.
  • Prepare, maintain, and review purchasing files, reports and price lists.
  • Work with supervisor to ensure that local market surveys are regularly carried out, to ensure a full knowledge of the availability and price of local items.
  • Determine if inventory quantities are enough for needs, ordering more materials when necessary.
  • Ensure that all procurements are managed, tracked and recorded.
  • Contact suppliers to schedule or expedite deliveries and to resolve shortages, missed or late deliveries, and other problems.
  • Respond to customer and supplier inquiries about order status, changes, or cancellations.
  • Maintain sufficient stock levels of all items for unhindered operations
  • identify, and suggest items that should be part of a pre-approved tender process and ensure that open and free competition for procurements is adhered too.
  • Manage the maintenance of accurate filing systems, with documented and supported records of actions for audit purposes.
  • Update inventory and ensure that stock levels are kept at appropriate levels.
  • Analyze quotations and prepare bid analysis.
  • Follow up with suppliers to ensure prompt delivery.
  • Provide regular support to staff under the supervision of the procurement.
  • Perform related tasks as instructed by supervisor.
  • Establishing professional relationships with clients as well as vendors and suppliers.
  • Ensuring all stock is packaged appropriately and delivered to the correct location in a timely manner.
  • Review field office procurement records to ensure compliance, maintain appropriate purchase documentation and obtain the necessary approvals.
  • Collects Performa invoices in sealed envelope upon receiving purchase requisitions
  • Prepare bids documents according to the detail specification;
  • Prepare the quarterly and annual   report regarding goods purchased locally, goods received from donors as well as goods on transit

Skills and Qualifications

  • Degree in Accounting, Purchasing & Supply management, Business management /Marketing or related preferred field.
  • A minimum of 5 years progressive practical experience in logistics, Procurement within NGO in the field of supply chain management
  • Excellent command of written and spoken English, Somali and Amharic
  • Proficiency of Microsoft Office including MS Word and Excel, as well as email communications and other computer programs.
  • Good analytical and strategic thinking skills.

Required Skills and Competencies:

    • Good organizational and problem-solving skills, with an analytical approach, interpersonal, management and leadership skills.
    • Excellent communication, negotiation, interpersonal, organizational and customer relations skills, Ability to coordinate with others and work under pressure of tight and conflicting deadlines and handle concurrent activities.
    • Basic computer skill in; word, excel, email, access and related software required.
    • Excellent communication and customer relations skills.
    • Ability to communicate both orally and in writing in English.
    • Ability to work well with management and staff at all levels
