Overview of position
Our client is recruiting a Senior Programme Assistant, under the overall supervision of the RDS Program Manager and the direct supervision of the RDS Community Stabilization Officer, to support the Daryeel Program activities in Hirshabelle State. The successful candidate will coordinate and monitor programmatic and administrative tasks to facilitate the successful implementation of stabilization activities in HS, in coordination with MOIFAR and relevant administrations. The candidate will be required to work directly with communities and local government officials to prioritize, oversee, and monitor stabilization activities in the region. This position will require frequent travel within Hirshabelle State (security permitting)
Role objectives
Programme Coordination and Implementation:

  1. Support and contribute to the design and development of RDS community-based recovery and stabilization programming in Mogadishu and Hirshabelle State to respond to the needs and priorities of the communities and contribute to creating a stable environment where communities can live together peacefully and enhance social contract Conduct community-based planning sessions, support the development of community action plans (CAPs), capacitate community teams and government authorities to better respond to the community needs and to improve service delivery.
  2. Manage and organize the implementation of RDS Community-based recovery and stabilization programming to support the activities of RDS and ensure that projects activities are implemented effectively and timely. Supervise local implementing partners and Programme monitors, and continuously monitor the progress of the implementation, conduct context analysis, field assessments, provide inputs to procurement unit, track the financial spending, and recommend viable actions to the Community Stabilization Officer
  3. Coordinate with relevant government authorities and ministries in support of RDS community-based recovery and stabilization interventions with aim of improving the coordination between the client and government counterparts to enhance service delivery and government’s accountability to citizens and restore trust towards government. Through planning together, setting communication channels, and having regular coordination meetings and drafting implementation plans together to restore government’s legitimacy as the government takes the lead in the recovery and community stabilization interventions.
  4. Assist in preparing community-based recovery and stabilization Programme reports to support RDS timely submission of Programme reports to donors, government officials, and implementing partners through preparing activity reports, providing inputs for concept notes and proposals, and contributing to the semiannual, and annual reports concerning the ongoing community-based recovery and stabilization interventions.

Research & Analysis:

  1. Provide support to data management, research design and analysis, and production of  new knowledge products in support of RDS Community Stabilization programming; to aim identifying similarities, patterns and gaps and feed into strengthening RDS programming and ensuring documentation of lessons learned to strengthen RDS adaptive management approach, and to support development of an objective and factual summary and recommendations. In close liaison with the Knowledge Management and Research Officer and Community Stabilization Officer, carry out desk reviews, context analysis, systematically following through, retrieving and compiling information to draft working papers, research reports, data visualization media, and establishing internal data management practices relevant to the scope of programmatic objectives.
  2. Provide support to the development of new programmatic strategies as needed, particularly with regards to the interconnections between community stabilization and durable solutions and leveraging other client units to deliver in hard-to-reach areas in order to generate new programmatic opportunities for the RDS Unit and the client. Facilitate workshops with key stakeholders, participate in technical meetings and discussions with key partners, donors, and communities of practice, and draft summary reports with key messages on lessons learned based on research findings.

Communications and Reporting:

  1. Produce regular, high quality donor reports, Programme updates, sitreps, and external reports, and provide support to developing factsheets, case studies, briefs in both English and Somali as required to ensure timely dissemination of information and products which are appropriate to target audiences, and in accordance to donor compliance and project communications plans. Work in close coordination with Community Stabilization Officer and Knowledge Management and Research officer.
  2. Support developing visibility and communications products in accordance with communications plan and donor compliance for dissemination to increase the client’s RDS visibility. Write press notes, thematic features, and success stories with accompanying photographs of RDS Community Stabilization Programme activities, and support via graphic design, and reviewing content of project level visibility products such as short brochures, fact sheets, photo products and activity booklets.
  3. Undertake duty travels to provide technical support for activity implementation as needed.
  4. Perform any other duties as may be assigned, based on needs and the capacity of the candidate.

Further information
Education
  • Completed University degree in Social Sciences, Development Studies, International Relation or Business Administration or a related field with relevant 5 years’ work experience or
  • High School Degree/Certificate with relevant 7 years’ work experience
Experience

  • Five years of relevant professional experience in reintegration and community driven development initiatives
  • Demonstrated knowledge in durable solutions, stabilization, and peacebuilding concepts. Previous work experience in coordinating with local and state government authorities and civil society organizations.
  • Demonstrated proficiency and knowledge of information technology in Microsoft Office applications especially Excel, Word, and PowerPoint
Skills
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
  • Knowledge of UN and bilateral donor programming.
  • Working experience with Adobe Could (particularly, InDesign, Illustrator, Photoshop), producing quality graphic design outputs and with GIS software.
