About CARE:
CARE is an International NGO working in Somalia. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance. CARE is looking for suitable candidates to fill the position of Senior Protection Officer, based in Bossaso Puntland with frequent travels to Somaliland and South Central part of the country.
- Job Summary
Under the overall guidance of the Protection Manager, the Senior Protection Officer will be responsible for the technical leadership related to implementation of the GBV/CP and entire Protection program, ensure timely and quality implementation of the work plan in coordination with protection teams.
The SPO will ensure essential and life-saving GBV services, including comprehensive case management and psychosocial support, is available in line with international standards and closely monitored with a view of gathering information to inform programming priorities, attend cluster meetings and other coordination forums, and liaise with government and non-governmental agencies.
- Key responsibilities
R2.1: PLANNING AND IMPLEMENTATION OF PROTECTION
- Ensure all protection activities are conducted in line with the line ministries and CARE Somalia priorities and implement in a timely manner in accordance with the sector work plan.
- Participate in planning, implementation and monitoring of protection sector activitiesin accordance with the sector work plan and overall program plans.
- Respond promptly to any protection risk or violation of the rights of women and children in assigned geographic areas
- Establish positive and constructive relations with local communities, IDPs and other relevant stakeholders to ensureprotection of vulnerable groups
- Assist GBV survivors with a complete set of services mainly psychosocial first aid services, Case Management services, material supports and other available mandatory supports through survivor centered approach
- Provide oversite and ensure proper targeting of vulnerable individual/ households to have equal access to assistance and services. Providing the right leadership in identifying families and/or individuals, who can benefit from Protection assistance
- Contribute to the organization and implementation of awareness campaigns on GBV and establish collaboration with all program relevant stakeholders and community representatives
- Assist in training of communities, partners and other stakeholders to further capacitate and strengthen their understanding of international protection principles and practice
- Provide day to day mentoring and coaching exercise to the psychosocial counselors, case managers, Psychological First Aid Volunteers, school teachers, safe space mentors, CP and GBV Focal Points to ensure the success and quality of protection activities and improve the community based psychosocial support activities
- Identify program supplies needs at the most appropriate time and coordinating with the relent departments in CARE
- Represent CARE in relevant protection forums (CPWG, GBVWG, Protection Cluster, etc…) as needed from time to time.
- Promote the understanding and adherence to internationally accepted or legally binding standards throughout CARE interventions
- Conduct quarterly Protection and Gender mainstreaming exercise with MEAL unit across all humanitarian sectors i.e, Cash Programming, Health/Nutrition, Protection, Education in Emergency and WASH projects.
R2.2 PROGRAM REPORTING
- Draft monthly/quarterly/ annual reports and other internal reports as required and share it with the Protection and Humanitarian Program Manager
- Ensure relevant tools for protection reporting are in place and provide detailed statistical report on protection sector through online ITT in compliance with the MEAL guidance
- Ensure timely submission of cluster and coordination reports to the respective lead agencies
- Liaises with government authorities, key humanitarian actors and UN agencies, as appropriate, to obtain maximum benefit and efficient use of resources in the implementation of assistance programs
R2.3 MONITORING AND Field visits
- Support the emergency program to conduct initial needs/gaps and capacity assessments on protection in close coordination with other sector teams through joint multi-sectoral assessment.
- Collaborate closely with government NGOs, Health Facilities and General Hospitals to promote the clinical care for sexual assault survivors in line with WHO protocols.
- Ensure safe and ethical data collection, storage, analysis, and maintain confidential / accurate monitoring records of GBV survivors such as using standard forms and GBVIMS database and monitoring adherence to inter-agency information sharing protocols.
- Lead the documentation of protection sector methodologies, lessons learned, and gather case studies
R2.4 STAFF MANAGEMENT AND CAPACITY DEVELOPMENT
- The Senior Protection Officer will technically provide the necessary support to the protection team, including CARE staff and community protection Focal points, CMR Nurses, caseworkers, female mentors and other part-time staff of protection.
- On regular bases plan and execute capacity building trainings to program staff protection ensure they have good understanding on protection in Humanitarian program.
- Supervise and coach counsellors to conduct surveys, participatory assessments and/or community consultations focused on protection concerns and the identification of protection gaps.
R2.5. OTHER DUTIES
- Notify to Protection Manager any discrepancy, serious incident or any urgent information that may need immediate consideration regarding day-to-day project activities.
- Fulfill any additional assignments as deemed necessary by the organization.
- KEY RELATIONSHIP /CONTACTS
The Senior Protection Officer will work in close collaboration with CARE sub–office staffs, Emergency Program team members, Protection Manager, Counsellors, Case Workers, PFAVs, GBV/CP focal points, CMR Nurses and doctors, HPMs, Protection cluster members and Sub-Cluster AoRs, Government agencies and community members and leaders.
- REQUIRED QUALIFICATIONS AND COMPETENCIES
- Bachelor’s degree in Human Rights, Law, Psychosocial Counseling, Women’s studies or other related field
- Minimum of 6-7 years’ professional work experience in protection, preferably targeting IDPs/refugees in Somalia
- Experience in provision of psychosocial counseling services to displaced and vulnerable communities.
- Knowledge of GBV case management in line with donor priorities and IASC minimum standards
- Skills of behavior change communication to the protection peer leaders is very essential
- Experience in psychological first aid with different target beneficiaries at different onset of situations
- Knowledge of child protection, child safeguarding, management and control of child safe spaces, and protection/ gender mainstreaming in to other sectors is very essential
- Demonstrated capacity in conducting needs and situation analysis
- Proven record of providing trainings and workshops on protection topics
- Good analytical and communication skills
- Ability to establish effective working relations with local staff and other stakeholders
- Ability to work under pressure and with minimal supervision
- Experience working in insecure environments and on “sensitive” issues
- Ability to produce timely and quality reports
- Ability to meet time-sensitive deadlines
- Fluency in written and spoken English and Somali languages
- Knowledge of GBVIMS/CPIMS will be an added value
- Working Conditions
This position will be based in Bossaso and will travel to Somaliland and parts of South Central regions when needed.
