- BACKGROUND
The Federal Government of Somalia (FGS) and Federal Member States (FMS) through the Ministry of Finance, Ministry of Health and Ministry of Education is implementing the Somalia Recurrent Cost Reform Finance (RCRF) Project funded by the World Bank. The project is supporting the Federal Government of Somalia and the Federal Member States to strengthen resource management systems, inter-governmental fiscal framework and service delivery systems in health and education.
RCRF Project 1 became effective in 2014 and focused on FGS and Puntland State. RCRF Project 2 expanded to all Federal Member States of Somalia from 2015 onwards; and RCRF Project 3 is further continuing and has scaled up project activities across all Somalia. The project closes in June 2024.
The project Components are: i) Recurrent cost financing to reform resource management systems
– This component includes financing of eligible civil service salaries in non-security sectors in FGS, financing of salaries and allowances for government staff and graduates recruited under the capacity injection mechanism (CIM), and eligible non-salary recurrent costs; ii) strengthen inter-governmental fiscal relations and improve intergovernmental coordination between FGS and FMS; and iii) Transfers for core government functions and foundational education and health service delivery mechanisms in the FMSs. Additional components that have been allocated under RCRF Phase 3 are: Contingent Emergency Response (CERC) sub-component that will provide a fiscal shock buffer for FGS and FMSs; Performance Based Conditions (PBCs) to incentivize reforms and associated funding within the FMSs for improved governance, education and health service delivery; Inter-governmental system strengthening, Recurrent cost financing in the education sector; and Transparency and Citizen Engagement for Improved Service Delivery.
The Federal and State Ministry of Health is responsible for implementing the health activities under the various components of the RCRF Project.
The Ministry of Finance/Ministry of Health intends to use a portion of the grant to recruit a Senior RCRF Health Focal Point (Individual Consultant) to provide technical leadership in the administration and coordination of health sector RCRF project activities.
- Scope of Work and Responsibilities:
The Senior RCRF Health Focal Point (“Consultant”) will work in close coordination with RCRF PIU at the Ministry of Finance, Ministries of health at federal member states and technical managers and directors at the Federal Ministry of Health and the World Bank Health team to achieve the objective of the assignment. The Consultant will perform the following key functions:
- Liaison Function: Act as a liaison among the ministry of health, ministry of finance (RCRF PIU) and World Bank health team to ensure an integrated and joint approach of planning, implementation, monitoring and evaluation of health activities.
- RCRF Health Planning and Management: Support the management; planning, implementation, review, monitoring and reporting of the RCRF Health component.
- Strengthening the stewardship capacity of the Ministry of Health: Provide technical support to assess the capacity gaps of the ministry of health and support the capacity development initiative to improve institutional and stewardship capacity of the ministry
- Implementation support and monitoring: Work in close collaboration with relevant technical units and departments within MoH and with participating FMS to provide implementation support and guidance to the RCRF project.
- Knowledge management and learning: Document and record project achievements and promote information sharing and learning especially state-level interventions and disseminate lessons learned.
- Supervision and performance improvement: Supervise all the technical specialists, consultants, including the Health Technical Partner, and operation staff to be recruited for the RCRF health project.
- Strengthen the use of health information in decision making: Support and strengthen the use of technology, including mobile phones, in monitoring, supervision and reporting the female health workers’ data, Community health workers’ data and other data received from the primary health care and hospitals.
- Procurement and contract management: Work closely with the procurement team to ensure that each procurement will satisfy technical requirements from MoH, processes and procedures as well as fiduciary requirements of the RCRF health component.
- Environmental and social safeguards: Work with the relevant teams to ensure that health activities under RCRF conform to Environmental and Social Framework and associated guidelines.
- Annual Work plan and budget estimates: Lead annual program planning through consultations with the Federal Government and participating FMS, and other key beneficiaries of the project to develop consolidated annual work plans, M&E Framework and budget estimates.
- Support stakeholder engagement of program cycle management and enhance feedback mechanism to the community.
- Perform other tasks and submit deliverables as listed in the terms of reference.
- Selection Criteria:
Selection will be based on qualification and experience of the candidate and followed by an interview.
The minimum qualification, experience and skills should include:
Master’s degree in Public Health, Social Science, Management, Public Administration or in a relevant field; ii. A Minimum of eight years’ field experience within Somalia with a minimum of three years in the public sector; iii. Minimum of three years of experience in managing development projects and hands on experience in implementing complex development projects;
- Knowledge of the Somalia health sector and political economy of the federal and state government of Somalia; v. Record of work in or on low-income fragile and conflict-affected states is a distinct advantage; vi. Experience in working with World Bank funded projects and international agencies will be a great addition; vii. Fluency in English and Somali is essential and report writing and presentation skills; and viii. Other relevant competences and skills as listed in the terms of reference.
- Duration & Duty Station: One (1) year with possibility for extension depending on performance and availability of funding. The duty station is Mogadishu Somalia with travels to the FMSs

- The attention of interested Consultants is drawn to paragraphs 3.14 and 3.21 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and current edition (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest and eligibility.
- A Consultant will be selected in accordance with the Individual Consultants selection method set out in the “Procurement Regulations”.
