The Senior WASH Officer will be responsible for the overall planning, implementation, and monitoring of the Water, Sanitation, and Hygiene (WASH) program in the assigned location. This position reports to the WASH manager. The Senior WASH Officer will be responsible for supporting the field-based WASH team for the successful implementation of WASH project activities, including WASH infrastructure constructions and renovations in the project area, through the capacity advancement of WASH team members. The senior WASH officer will be supporting the WASH manager in all aspects of oversight, technical supervision, and management and providing input for the development of project technical proposals and reporting. He or she will represent the IRC’s WASH team in all the coordination during the absence of the WASH manager.

KEY RESPONSIBILITIES

Program Management and Implementation

•  Develop annual and quarterly WASH program implementation plans and ensure timely implementation of activities in line with IRC and donor requirements.
•  Ensure the quality implementation of WASH activities in accordance with international standards and best practices.
•  Ensure that all WASH activities are implemented in a participatory and community-led manner with the active engagement of beneficiaries and local stakeholders.
•  Work with the WASH manager to identify opportunities for expanding WASH programs and services in the assigned locations.
•  Ensure timely and accurate reporting on WASH program activities, including data collection and analysis and the compilation of regular progress reports.

Technical Support and Capacity Building

•  Provide technical support and guidance to IRC staff, partners, and community members on WASH program activities, including water supply, sanitation, and hygiene promotion.
•  Develop and deliver training programs on WASH topics, as needed, for IRC staff, partners, and community members.
•  Conduct regular field visits to monitor and support the implementation of WASH activities and provide technical advice and guidance to field staff and partners.
•  Ensure that all WASH activities are conducted in accordance with IRC and donor guidelines, policies, and procedures.

Coordination and Partnership

•  Represent IRC in WASH-related meetings with donors, government officials, and other stakeholders, as needed.
•  Develop and maintain effective partnerships with relevant government agencies, non-governmental organizations, IRC partners, and other stakeholders working in the WASH sector.
•  Work closely with other IRC sectors to ensure integrated programming and effective coordination of activities.

Budget and resource management

•  Monitor WASH program budgets and expenditures and ensure that all activities are implemented in accordance with budgetary and financial guidelines.
•  Support the development of WASH program budgets and proposals for new funding opportunities.
•  Ensure that all WASH program assets and resources are utilized effectively and efficiently, and that inventory and asset records are maintained.
