Background:

The DRC Somalia Programme is the largest programmes in East Africa region and has been providing relief and development services since 1997. DRC is among the INGOs with the largest presence in Somalia, with country-wide programmes implemented through six main sub offices in Somaliland, Puntland, Hiran Region, Gedo Region, Bay Region and Banadir Region. Using a human rights framework, the DRC Somalia operations focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrant.

Overall Purpose of the role:

The Shelter and Settlement Assistant distributer will be responsible for conducting shelter NFIs, ESK and Cash distribution, assessments, and supervision & monitoring during the execution of Program Team leaders, CCCM, Shelter and Settlement and Economic recovery. He/She will Under the supervision of the Shelter NFIs, ESK and Cash Shelter Settlement Team Leader, and contributes to the planning, implementation and follow up of Shelter activities in his/her assigned area.
Under the supervision of the Camp Management Coordination Team Leader, He/She will provide support to emergency shelters and collective centers, light rehabilitations, NFI and WASH and Cash distributions
Responsibilities:
•    Carry out basic tasks within shelter/NFI area (e.g. data collection)
•    Carry out administrative tasks
•    Follow given work plans and guidelines Programming & Operations
•    Support efficient and effective program implementation
•    Conduct joint targeting, selection, and registration of clients and independent or joint verification to ensure impartiality.
•    Ensuring that cash/voucher assistance is delivered to targeted households as per predetermined targeting criteria and in a safe manner.
•    Make sure the distribution of NFI, Cash, and voucher assistants done as per the DRC, ES-NFI cluster distribution guidelines.
•    Ensure the confidentiality and the support of targeted households during the cash assistance, by working with their families, community committees’ local government, and community leaders in supervising how the assistance is used and any other issue that might arise from the project.
•    Actively participate in Rapid Assessments, market assessments, capacity assessment of Financial Service Providers (FSP), and other digital cash transfer.
•    Ensure that the program resources are implemented in an open and accountable manner and handed over or ended in a way that promotes local capacities and sustainable operations.
•    In collaboration with MEAL team conduct post-distribution monitoring (PDM) for both cash and in kind to ensure the program quality and collect lesson findings.
•    Implement appropriate monitoring and evaluation systems including client feedback handling mechanism; ensure consistent reporting, documentation, and analysis of results to improve program efficiency and quality.
•    Assist in sensitization of local government structures, communities, and opinion leaders on the targeting criteria.
•    Collect, register, and report client’s feedback and complaints in weekly basis to for client adaptable team and supervisor also give response based on the level of the feedback.
•    Ensure client adaptable mechanisms are in place at all project areas in collaboration with client’s adaptable team
•    Works closely with shelter and Settlement/CCCM/Economic recovery efficient and effective implementation of the response and emergency hygiene promotion activities.
Education, experience & technical competencies. (include years of experience)
Essential:

•    Diploma in Social work, Agricultural Economics, Rural Development, Public Health, Environmental Health, social science, and related relevant field
•    Diploma or equivalent professional qualification
•    At least a basic understanding of humanitarian aid or development programming
•    Self-motivated, positive attitude, flexible and adaptable to the needs of team and organization
•    Computer literacy and statistical data
•    Strong understanding of WASH/Shelter and Settlement, CCCM and Economic recovery issues in remote areas including IDP settlement
•    To be successful in this role we expect you to have 1 year of relevant work experience, preferably in humanitarian sphere. Field experience will be an asset.
•    Experience in administrative tasks
•    Excellent IT skills
•    Experience with following standard procedures and guidelines
•    Fluency in Somali language
•    English will be an asset.

Languages:
•Fluency in written and spoken Somali & English.

Conditions

Availability:    July 2022

Duty station:    Dolow

Reporting to:   CCCM Team Leader/Site Management Team Leader

Duration:       9 Months with possibility of extension based on performance and funding

Contract:      This position is graded as Band I2-Non-Management for qualified national staff and the terms of employment will be in accordance with DRC terms for national staff.
