Overall purpose of the role:

The Shelter and Settlement Specialist will provide technical assistance to Somalia Crisis Recovery Project funded by the World Bank. He/she will be based in in Mogadishu with regular visits to the project locations of Balcad, Mahaday Jalalaqsi,and Jowhar. This post will play a critical role in supporting the delivery of quality program implementation through sustained quality assurance advice. The specialist will work closely with SCRP Project Manager to develop detailed implementation plan, craft SOPs for various WASH and Infrastructure activities and playing technical role in implementing, CFW infrastructural activities, household hygiene and sanitation, water trucking among other project components. The specialist is expected to review and improve existing process and identify opportunities for new and innovative WASH intervention. He/she should promote DRC’s values through various entry points in the project and preserve staff moral and enthusiasm for the project work.

Responsibilities:

  • Coordinate and lead all the technical designs of all WASH and infrastructure activities in a timely manner, including preparation of technical specifications, Terms of References, design drawings, BoQs and the tender documents.
  • Under the supervision of the Project Manager, lead the community Cash for Work (CFW) activities by mobilizing the community and agree on the work norms and units of measurement.
  • Identify community infrastructure priority for CFW and productive assets to be rehabilitated with the view to upgrade (at a later stage) with the aim of where appropriate: (a) enhance community capacity to withstand flood and other shocks; and (b) strengthen agricultural production.
  • Following the WASH cluster and SPEHERE guidelines, lead and plan the water trucking activities, assessments and reporting in all project locations.
  • Lead the assessment needs regarding WASH/Shelter and infrastructures in Jowhar and Balcad and other areas as advised by the project manager.
  • Support the Team Leader/Project Manager for the WASH and Infrastructures expenditure budget against the budget and provide timely feedback on budget follow ups of all the WASH and infrastructure activities in the targeted location and other areas as designated.
  • Plan the weekly and monthly activities for the team ensuring they are in accordance with overall project objectives, identified outputs and timeframes.
  • Community mobilization, registration, Organizing the distribution of CFW activities, NFIs, WASH and Emergency Shelter Kits: receiving the kits, preparing lists, identifying distribution centers, informing beneficiaries.
  • Conduct frequent field visits to check progress in the field, and to maintain a rapport with beneficiaries, contractors, owners and local authorities.
  • Provide technical advice and lead the water, sanitation & hygiene promotion campaigns including the development and distribution of printed Information, Education and Communication (IEC) materials to the flood affected / water borne diseases prone communities on safe water use and good hygiene practices to safeguard the communities from risk of disease outbreaks.
  • Prepare action plan, PRs, market price for all materials, list of WASH activities in consultation with the project team manager.
  • Ensure that the marginalized/ vulnerable communities, including women, participate in each of the project cycle related to shelter and WASH.
  • Plan and design the installation and maintenance of farmer Micro irrigations kits of the riverine communities.
  • Ensure improved access to emergency WASH/Shelter and Settlement materials
  • Prepare regular reports, success stories, and document lessons learned.
  • Liaise with relevant actors/NGOs, local administrators and IDP leadership for collaborative efforts, amongst others participate to the cluster coordination meetings on Shelter within DRC other sectors like WASH, food security and livelihood, protection for proper coordination of activities.
  • Ensuring that all relevant stakeholders have information about the organization’s background, program, objectives, working areas, duration of programs and activities in the field.
  • Ensure proper filing of all project documents and tenders – confirm accuracy in project documents, contracts and reports
  • Contributing to contingency planning for possible Shelter and WASH emergency response if required
  • Assist in the identification and selection of beneficiaries with the help of local authority and community elders.
  • Provide regular activity, monthly, quarterly and annual reporting as per agreed
  • In the absence of the team leader, will in close coordination with the project officers and the respective Area Manager, act as the first point of contact for the Shelter sector in Hirshabelle.
  • Follow up on complaints, supervision of the WASH constructions with the guidance of the WASH team leader.
  • Perform any other relevant duties at the request of the line manager.

Experience and technical competencies:

  • Strong understanding of WASH and infrastructure issues in remote areas including IDP settlements
  • Minimum five years’ experience within the field of WASH and Infrastructure in Somalia especially South-Central Somalia
  • Experience in CFW programming, community mobilization and networking with an NGO
  • Experience with gender mainstreaming and working with marginalized groups
  • Experience in working with local construction materials and any other local resource
  • Strong team leadership skills
  • Demonstrated ability to establish effective and working relations with WASH cluster and other stakeholders
  •  Fluent in English and Somali language
  • expressions.

Education:

  • University degree in Water Engineer, Civil Engineering, or Construction Management or related field from a recognized university.
  • Diploma in Water Resource Management.
  • Computer literacy and statistical data.

Languages:

  • Fluency in English, both written and verbal.
  • Local languages appropriate to the target population.
