What will you do?

  • Supervise staff and ensure that all staff are adequately trained in shipping and port operations to achieve high working standards.
  • Engage in partnership building with internal and external stakeholders to support efficient shipping operations.
  • Scrutinizing risk implications of declarable discharge terms of In-Kind bulk and break-bulk carriers calling selected Somalia ports before to officially declaring the least risky terms.
  • Managing and tasking of WFP’s Time charter vessel with optimal utilization, avoiding dead-freight, coordination with Mombasa and Djibouti ports, Pipeline unit, Area officer Logistics and Programme staff for allocation of cargo, producing the required documents at POL and sharing with POD for tax exemption formalities.
  • Analyse port vendors dashboards, implement rates of key performance indicators, and evaluate root causes of challenges with a view of establishing workable solutions
  • Monitor the performance of WFP contractors related to Port operations and report on their performance as well as build their capacity.
  • Coordinate with WFP Vessel Agents, Port operator, port authority and stevedore for prompt berthing and smooth load/discharge operations and mitigate any risks.
  • Ensure that proper documents are received and submitted to local Authorities prior to vessel arrival. Ascertain logistics reporting and monitoring of dispatches and deliveries and quality control.
  • Review and verifying port storage, demurrage and detention claims and take necessary actions to avoid such penalties.
  • Provide comprehensive analyses of operational pipeline and contribute to assessments and operational planning for all delivery modalities.
  • Provide recommendations and analyses in support of process reviews, and improvements in methods and practices used within shipping.
  • Report immediately about loss and damages. Intervene in cases of damaged cargo and arrange for adequate inspections, sampling, testing and final settlement of disputed cargo.
  • Ensure that all required documentation, such as Statement of Facts, Notice of Readiness, and Letters of Protest etc. are submitted/accepted correctly as per Charter Party, and communicated to HQ Shipping Unit in timely manner.
  • Perform other duties as required.

Standard Minimum Qualifications

Education: Advanced University degree in Transport Economics, Supply Chain, Shipping, Logistics or First University degree with additional logistics experience in port, freight forwarding and shipping operations.

Experience: Five years of postgraduate professional experience in shipping or ocean transport.

Language: Proficiency in oral and written communication in English is a must.

Knowledge & Skills:

  • Experience in analyzing and supporting the implementation of end-to-end supply chain operations.
  • Experience conducting analytical and conceptual work in support of strategy design and implementation in shipping.
  • Ability to plan and coordinate supply chain activities with different function units and partners.
  • Experience in implementing supply chain improvement initiatives.
  • Experience in leading and coaching teams.

Terms and Conditions

Contract Duration:  11 months
