Short term Supply Chain Officer (5 Months ) – Baidoa, Somalia

Temporary Supply Chain officer is a key position to the success and delivery of quality programs. IRC defines Supply Chain as those systems and functions necessary to implement programs effectively, inclusive of planning, procurement, logistics, inventory management, property and asset management as well as vehicle and fleet management. The Temporary Senior Supply Chain officer is responsible for planning, implementing and monitoring of supply chain activities with special to Enterprise Resource Planning (ERP).

Under the direct supervision of the Supply Chain Coordinator, the Temporary Supply Chain officer will be responsible for managing the Supply Chain functions to ensure efficient procurement and delivery of supply chain functions.

KEY RESPONSIBILITIES

1.  Supply Chain Planning

The Temporary Supply Chain officer is responsible for supporting the Country Supply Chain team in implementing Emergency Response in all locations in support to the program implementation. Supply chain planning includes procurement, warehousing and asset management.

• Provide support in developing procurement plans for active grants in collaboration with program teams.
• Provide support on in developing and implementing transport & distribution plan for program supplies and assets.
• Attend meetings to set priorities and provide update on implementation on weekly basis
• Ensure procurement done are in procurement plans and focus to emergency interventions

2.  Procurement Management

The Temporary Supply Chain officer is accountable for implementation of procurement activities, ensures all program procurement needs and plans are met on time in accordance with GSC and donors’ standards

• Carry out procurement in effective and compliance manner
• Liaise program leads and ensure item forecasts are shared for all new grants.
• Carry out procurement through integra (distribution of RFQ, and Preparation of Purchase Orders and Organizing Delivery of goods)
• Prepare procurement process on integra system up the final stage of ward
• Keep database of vendors, create new vendors and upload to the integra system as required
• Ensure vendor contracts are updated with all supporting documents in the system
• keep the integra workflow caches clear from old procurements.
• Maintain procurement document filing orderly and auditable.
• Compile procurement tracking sheet and share on weekly basis.
• File and document Supplier performance and carry out due diligence.

3.  Asset and Inventory Management

The Temporary Senior Supply Chain officer will be responsible for  maintain and update asset and inventory records in the Emergency Response Grants supporting the field teams.

• Provides support on implementation of IRC Asset policies.
• Maintain updated register of assets per grant and reported on monthly basis.
• Maintain up to date inventory of all grants and report on monthly basis.
• Actively participate integra system trainings and discussions.
• Participate quarterly asset verifications.

4.  Compliance and Ethics

The Temporary Supply Chain officer will be responsible for identifying and reporting compliance risk in supply chain processes, implementing procurement controls, identifying procurement red flags, implementing internal and external audit corrective action plans and ensuring all supply chain activities are conducted ethically.

5.  Reporting

The Temporary Supply Chain officer is responsible for compiling Country office supply chain reports and forwarding to the Senior supply chain manager.

• Prepare and share weekly procurement activity tracking including procurement update
• Prepare and share consolidated month asset reports
• Prepare and share monthly consolidated vendor data and contract tracking reports
• Prepare and submit ad hoc reports as required
• Perform any other duties assigned by the supervisor.
