Action Against Hunger-USA has over $100 million in programs, and approximately 1,800 permanent staff based in New York City, Washington D.C, Nairobi, and country offices. Additional growth is anticipated.
- Job Summary
Action Against Hunger – Somalia seeks an experienced Social / Gender Based Violence (GBV) Specialist for the anticipated Damal Caafimaad Program. The purpose of the Damal Cafimaad call is to deliver the Essential Package of Health Services in Bakool Region for better health outcomes through strengthened essential health services provision. The project is funded by World Bank through the Federal Republic of Somalia. The GBV Specialist will work closely with the Regional Health Office to more effectively advocate for GBV prevention and responses in the program.
Purpose:
The GBV Specialist will be responsible for developing the capacity of CSOs and local stakeholders to more effectively advocate for GBV prevention and responses. S/he will design and provide a comprehensive package of GBV advocacy activities that support the technical and institutional development of partners on this project. Action Against Hunger anticipates that the GBV Specialist will be based Baidoa District but with project-funded travel to Bakool region This position is contingent on project funding.
Engagement:
Internally the GBV Specialist will collaborate closely with Project Manager and Technical team lead to he GBV Specialist will be responsible for developing the capacity of CSOs and local stakeholders to more effectively advocate for GBV prevention and response. Externally, he/she will closely liaise with the Regional Health Office, staff at health facility and partners.
Delivery:
The Social / Gender Based Violence (GBV) Specialist will work towards reducing gender-based violence (GBV) in targeted districts in Bakool region by generating demand for more and better services to combat GBV. Illustrative activities could include capacity building of NGOs and women’s groups to better advocate for services; increasing the awareness of the problem of GBV and improving the ability of service providers and duty bearers to assist victims of GBV.
- Essential Job Duties
· Based on Global and Somalia-specific guidelines, ensure all GBV and FGM/C services are delivered in a technically accurate and safe manner
· Take steps to mitigate risks in delivering GBV and FGM/C services
· Train health service providers in GBV and FGM/C service provision
· Conduct ongoing supervision of GBV and FGM/C services
· Develop materials to ensure delivery of safe and effective GBV and FGM/C services · Work with facilities to organize and execute GBV and FBM/C community consultation, stakeholder trainings, and awareness campaigns
· Closely collaborate with Regional and State level Government to support a multi-sectoral response to GBV and FGM/C
· Oversee the implementation of environmental and social standard documents, ESMF, LMP, SEP, SEAH Prevention and Response Action Plan, prepared for the project
· Be the grievance management focal point person and coordinate receipt, resolution, closure and reporting on grievances.
III. Supervisory Responsibilities
- No supervisory responsibilities for the position. However, it requires strong collaborative and partnership skills to enable working with equivalent or senior level Regional Health Office focal persons.

- While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with interruptions.
- To travel to the field, the employee must attest to a level of physical fitness capable of enduring physically difficult, highly stressful situations which may include the necessity to walk long distances, to eat a limited diet and/or to reside in potentially uncomfortable housing or tents.

- Working Conditions, Travel and Environment
- The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required by contact with the missions, mission security, or other obligations.
- Must be able to travel as required for standard domestic and international business travel as well as to the missions if appropriate. While visiting the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well is to infectious diseases.

Skills and Qualifications
- A Master’s degree in sociology, anthropology or community development, population studies or gender
- Required Skills & Experience
- At least eight years of general professional experience
- At least five years of specific experience in supervising GBV and FGM/C prevention and response activities; GBV and FGM/C awareness in a healthcare setting is required
- At least three years of demonstrable experience in GBV legal frameworks, principles of medical care of GBV and FGM/C, data collection and analysis on GBV and FGM/C.
- Excellent knowledge of the guiding and ethical principles that govern work with survivors of GBV and FGM/C and good practices in the implementation of activities to prevent and address GBV and FGM/C.
- Excellent command of Somali and strong ability to write reports;
