Job Title: Social Protection Field Coordinator

Reports to:

The Social Protection Field Coordinator will report directly to the Social Transfers Programme Manager (PM)

Liaises with:

The Social Protection Field Coordinator will collaborate with other programme and systems staff as necessary.

Job Location:

This position will be based in Odweyne office with regular travels to programme locations in Somaliland.

Job Purpose:

 This is a central position in the Social Protection programme, responsible to undertake Child Sensitive Social Protection (CSSP) programme implementation, administrative and management tasks. He/she will help in the planning and implementation of CSSP programme activities in compliance with both donor and Concern’s requirements. The Field Coordinator will assume specific responsibilities for the development, implementation and field monitoring of the CSSP programme activities in Odweyne.  The Coordinator will collaborate with key Social Protection actors, and ensure relationships with these actors is strengthened. This position will also assist in compiling all reports and proposals relating to Social CSSP programme.

Main duties &

Responsibilities:

Programme Management:

·         Work closely with the PM to ensure that the CSSP programme is managed and implemented in line with the proposal, approved budget and donor requirements.

·         Support coordination of the project at regional and district levels to ensure effective project implementation.

·         Ensure the achievement of the project results according to the submitted plans, budget allocations and time frames as outlined in the project log frame

·         Actively contribute to and assist the PM in the development of annual, quarterly, and monthly implementation plans and ensure timely and quality implementation of activities

·         Ensure meaningful and active participation of key line ministries, authorities and other stakeholders in the programme planning and implementation.

·         Ensure synergy and facilitate the integration of the Social Protection programme activities with other Concern programmes.

·         In collaboration with the PM, develop and maintain close relationships with Ministry of Employment, Social and Family Affairs, Ministry of Health, local Government and regional governor office in Somaliland and develop strategic relationships with other actors/stakeholders in Somaliland.

·         Contribute to the development of procurement plans, initiate timely procurement processes through SRs, and closely follow up procurement of programme items and inputs.

Contribute to the development of appropriate CSSP tools and materials

·         Work with the PM in exploring new Social Protection programming opportunities in Somaliland.

·         Identify and facilitate technical support needed by the Social Protection programme in Somaliland.

·         In addition to the above tasks, the Coordinator is expected to actively participate in emergency responses and carry out other appropriate duties as assigned by the PM and Somaliland Coordinator (SC).

·         Ensures the operationalization of CSSP designed programme ensuring district level operational linkages and referral between the programme and relevant social protection sectors/actors

·         Promotes the strengthening of a shock-responsive social protection system by applying evidence and appropriate advocacy messaging across the entire spectrum of social protection from a risk perspective, including inter alia: evidence and analysis; contingency planning; strengthening horizontal and vertical coordination between social protection, emergency response; and humanitarian principles, commitments and links between social protection and Humanitarian Cash Transfers

Coordination:

·         Represent Concern at relevant coordination meetings/fora as and when assigned by the Programme Manager and/or Somaliland Coordinator.

·         Maintain good collaboration and working relationship with government bodies such MESAF, Ministry of Health, as well as regional and districts authorities, communities and other relevant stakeholders/actors.

·         Provide regular programme updates to the Social Protection Unit at MESAF and maintain close working relationship with Ministry DG, MESAF regional staff including Social Affairs Department Focal Point in Odweyne.

Reporting

·         Contribute to the production of good quality, accurate and timely reports for both donor and internal use.

·         In collaboration with the PM, contribute inputs to concept notes, proposals and reports.

·         Coordinate the development and sharing of quality case studies and lessons learned from the Social Transfers programme.

Monitoring, Evaluation and Accountability

·         Work with Social Protection M&E Officer and M&E Manager on baselines and end line surveys, and development of monitoring tools.

·         Conduct frequent monitoring and supervision visits to the target programme locations and communities.

·         Undertake periodic beneficiary discussions and engagements to keep up to date with community perceptions of the project, changing needs and opinions, and to disseminate information on Concern’s Code of Conduct and Associated Policies and the Complaints and Response Mechanism.

·         Ensure monthly/weekly data collection from supported health facilities through the HMIS reports

·         Keep the PM up to date and informed of programme progress with any developments which may require action or a change of plan in the area of responsibility.

·         Facilitate beneficiaries to timely access feedback and response to issues raised.

·         Ensure integration and mainstreaming of cross-cutting issues, such as gender, SRGBV, DRR, equality, and other protection concerns are mainstreamed in Somaliland Social Transfers Programme Component.

·         Encourage innovation and learning and ensure that lessons learned are documented shared (within and outside of Concern), and encourage wider application of such learning where appropriate

and organize periodical joint monitoring with the relevant authorities.

Financial Management

·         Responsible for CSSP budget management and contribute to the preparation of activity budgets.

·         In collaboration with PM, take active role in budget monitoring, budget revision and timely feedback on monthly management accounts.

·         Ensure budget utilisation is in compliance to donor guidelines and Concern financial policy and procedures, while ensuring accountability, transparency and value for money.

General

·         Responsible for administration and management of Field Office

·         In the absence of the PM, the SFC will be in full charge of programme responsibilities.

·         Ensure staff members under your reporting strictly comply with programme security management plan and SOPs.

·         Ensure that all staff reporting to this position receive annual Performance Development Reviews (PDRs) in accordance with Concern’s HR policy, along with follow up throughout the year to ensure movement forward on objectives.

·         Ensure that staff, contractors, consultants, community workers working in and from Odweyne office are aware of and follow Concern’s Code of Conduct and associated policies

·         Undertake any other and duties as may be assigned by the PM or the Somaliland Coordinator that is consistent with the nature of Concern’s operations.

Other:

·         Any other tasks as may be reasonably assigned by line manager.

·         Be willing to play a role in any emergency response activities Concern may implement at request of line manager.

Accountability

·         In line with Concern’s commitments under the Core Humanitarian Standard (CHS):

·         Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);

·         Work with relevant colleagues  to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;

·         Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.

Concern’s Code of Conduct (CCoC) and its associated policies

·         Adhere to the standards of conduct outlined in the (1) Programme Participant Protection Policy; (2) Child Safeguarding Policy; and (3) Anti-Trafficking in Persons Policy.

Skills and Qualifications

Essentials:

•          Minimum 5 to 7 years’ experience working in Social Protection programming and / or cash transfer programs. Experience with community driven development, emergency, and/or multi-sectoral programming,

•          Direct experience working on activities that centrally employ community-based approaches to community driven development and community contribution.

•          Experience working with displacement affected communities, as well as other related or vulnerable populations

•          Minimum of Bachelor’s degree in social studies, or a related discipline

•          At least 4 years professional experience with an international humanitarian/development agency

•          Demonstrated commitment to gender responsive and inclusive programming.

•          Good leadership skills, ability to work effectively with people.

•          Fluency in English and Somali language

•          Ability to balance multiple high priorities at the same time

•          Must be well organized.
