Role Purpose

The primary purpose of the Social Protection Program Manager (Food Security and Livelihoods – FSL) is to assist the FSL team in both Puntland and Southern States to implement the SAGAL project (EU ILED funded social protection programme). The post-holder will support the Project Director in planning, implementation and coordination for SAGAL project(s). S/he will contribute to programme strategy, ensure close co-ordination and integration with other projects and foster good working relationships MOLSA at state and federal level. The post-holder will work between all sections of the team and with communities, local leaders and counterparts. S/he will work closely with the Puntland and Southern States FSL Deputy/Program Manager, Field Managers, Head of Child Poverty Reduction, FSL TSs, Finance, Human Resource and Logistics staff.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

SCOPE OF ROLE:

Reports to: Project Director

Staff reporting to this post: N/A

Budget Responsibilities: 2,000,000 USD per year

Role Dimensions : This role will work closely with members of the Child Poverty Reduction team in Mogadishu, Adado, Garowe and Gardho (among other locations), and provide support to the team for the successful implementation of the SAGAL project.

External: Communities, Elders, local authorities and line ministries (MOLSA).

KEY AREAS OF ACCOUNTABILITY:

Program Management & Support:

Provide managerial support to SAGAL project in Galmudug, Puntland and Banadir under the guidance of the Project Director and Social Protection Technical Specialist

In collaboration with the Project Director and Area FSL P/DPMs, develop Monthly/quarterly/annual work plan, phased budget, cash forecasts and procurement plans for all SAGAL project and should submit it to the project director in a timely manner

Work closely with MOLSA at state level, through leadership provided by the Social Protection Technical Specialist, for smooth coordination and implementation of activities, ensuring consultation and understanding on important interventions

Work closely with the Consortium Management Unit to represent Save the Children at consortium forums as a key focal point

With close consultation with the Project Director, ensure all SAGAL staff adheres to the security protocol and are sensitized to child safeguarding policy, child protection and code of conduct

Lead implementation of project activities ensuring that resources transfers are delivered on time and on budget

Manage program budget lines and ensure proper and effective use of program resources

In coordination with the MEAL staff, monitor program progress against both programmatic and budgetary targets

Identify SAGAL program supply needs and coordinate with the logistics team to put in place a sensible phased procurement plan

Assist the Project Director in the development of new concepts thorough analysis of the food security and livelihoods situation through primary and secondary assessment and with due consideration for child rights and objective of the programme

Work closely with target communities to ensure activities are implemented in a way that puts their needs, health and safety first, and ensures understanding and ownership of activities

Contribute to the development of further project proposals for Save the Children’s FSL response in

Somalia/Somaliland to develop the programme to more appropriately mitigate against the causes of child poverty vis-à-vis food insecurity and livelihoods failure

As delegated act as Project Director and ensure smooth implementation of the SAGAL project activities.

Budget Management & Monitoring:

Monitor expenditures related to the SAGAL project budget

Lead in developing phased budgets and cash forecasts

Participate in monthly BVA meetings to identify underspent/overspent project budget lines and draw up comprehensive plan to utilize allocated budget as per the project work plan.

Staff Capacity building:

Develop staff capacity to ensure that all SAGAL staff can:

Target the most vulnerable beneficiary children/households

Design, implement, monitor and report on all SAGAL, especially the different safety net modalities

Identify learning and training opportunities for SAGAL Project staff and work as a mentor and role model for less experienced staff

Research, Evaluation, Accountability, Learning and Monitoring (REALM):

In collaboration with the MEAL staff, create M&E and accountability plans; put in place accountability activities for the SAGAL project, ensuring that feedback from all relevant stakeholders is considered in program design

Monitor project performance against the protocols designed for the program and ensure action points are addressed in their respective timeframe

Coordinate with the consortium for research findings.

Reporting & Documentation:

Prepare timely and high-quality program updates and draft donor reports on project activities in compliance with internal Save the Children requirements and any relevant external donor requirements

Conduct systematic documentation of the SAGAL project in the form of case studies, video clips, photos, lessons learnt etc.

Ensure proper filling and data storage for the project(s).

QUALIFICATIONS

University Degree in development studies, economics, social sciences or related area.

EXPERIENCE AND SKILLS

Essential

A minimum of at least 4 years’ experience in the INGO environment, including exposure to field operations in both emergency and development programs

Good understanding of livelihoods concepts and issues in both emergency and development context.

Experience and knowledge of effective financial and budgetary management of projects

Experience of INGO program cycle management, and with experience of working within a complex and matrix organization structure

Solid project management skills and a proven history of delivering results

Ability to analyze information, evaluate options and implement project plans

An in-depth understanding of national development issues in particular in relation to children

Ability to build effective working relationships quickly with a wide range of people, both internally and externally – across multiple cultures

Excellent interpersonal, communication and presentation skills

Fluency in written and spoken English

Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches.
