II. Background Information

The Ministry of Education, Culture & Higher Education of the Federal Government is responsible Establishing quality education system for all Somali citizens that o.ers equal opportunities and promotes respect for human rights and observes Islamic principles as articulated in the provisional Constitution of the Federal Government of Somalia (2012) and the National Education Policy (revised in 2023). The Overall goal of the education sector is to ensure that all girls and boys have access to quality early childhood, basic and primary, secondary, technical and vocational, higher education, and complete with relevant and e.ective learning outcomes. The strategic goals of the sector are governed by the National Development Plan (2020-2024), the Education Sector Strategic Plan (2022-2026), the Somali Partnership Compact (2023-2026).

 

As part the primary role of MoECHE to expand access to equitable, inclusive and quality education, it is leading the implementation of the Global Partnership for Education (GPE) grants, funding the System Transformation Grant (STG), the Girls’ Education Accelerator (GEA) and System Capacity Grant, in collaboration with the Federal Member States Ministries of Education in Jubaland, Southwest, Galmudug, Hirshabelle, Puntland States and Banaadir regional administration, CARE and SCI as grant agents.

 

The objective of the GPE funded programs is: (a) improving equitable access to education; (b) improving the quality of education outcomes for all Somali children; and (c) strengthening the education system capacity for better service delivery. The GPE program aims to address the needs of large numbers of out-of-school children in Somalia, with a focus on children from vulnerable communities such as IDPs, pastoralists/nomads, urban poor, and children with disabilities, and with a particular emphasis on girls.

 

III. Position Summary

 

The federal Ministry of education, culture and higher education of the Federal Government of Somalia is seeking to recruit a highly qualified and experienced Teacher Development Advisor. He/she will be embedded in the MoECHE O.ice in Mogadishu with frequent visits to the FMS Ministries of Education. The Teacher development Advisor will support the Ministry in the design, harmonization and implementation teacher development programs including in-service and pre-service programs and continuous teacher development programs.


IV. Key responsibilities

 

  • Support the Ministry in ensuring an integrated strategy to support teacher quality improvement across all subsectors.

 

  • Undertake a situation analysis of teacher training in FGS, teacher training curriculums and clearly mapping stakeholders in teacher training

 

  • Support the dissemination and implementation of Teacher Policy and National Teacher initiative.

 

  • Support and provide advice and instructions to all the teacher training activities in the GPE-funded programs and ensure the complementarity of the teacher training activities in other projects.

 

  • Support the government-paid teachers recruitment process, training and deployment.

 

  • Establish minimum standards for teacher professional development and inclusive education interventions across the education projects in Somalia.

 

  • Build the capacity of MOECHE and FMS Ministries of Education in the quality delivery of teacher professional development and inclusive education components.

 

  • Support the review of teachers training modules developed under the other education programs. This will lead to updating and revising materials.

 

  • Provide support to harmonization of teacher coaching and mentoring tools at school level to improve teachers’ foundational skills and improve their instructional approaches in classrooms.

 

  • Support in the implementation of teacher education and inclusive education components providing coaching to ensure a focus on relevant activities and achieving desired outcomes.

 

  • Develop a capacity building strategy and plan for teacher training institutions at FGS and FMS

 

  • Design, develop, and support activities related to teacher education development i.e trainings mentoring/coaching for teachers in areas such as e.ective pedagogical techniques; experiential/hands-on learning methods including practicums; content knowledge advancement; academic quality standards; educational material development.

 

  • Ensure that teachers’ development and inclusive trainings program activities are of high quality, e.ective, and customized to the needs and realities of primary teachers in Somalia.

 

  • Provide advisory service in holistic improvement of the teaching profession, teachers’ registration and licensing.

 

  • Ensure that teacher training programs and trainings have cross-cutting topics that promote inclusive education,

 

  • Support Teacher development department to develop work plans, lead implementation of teacher development activities,

 

  • Carry out any additional tasks assigned by the Ministry.

 

V. Authority

The Teachers Development Advisor will report to the Director of Teachers Development Department.

VI. Key Qualifications

 

  • Advanced degree in Education, Education Administration, Curriculum Development, Organizational Development, or a related field

 

  • A minimum of eight (8) years of experience in integrated teacher development and training

 

  • A deep understanding of the teacher development, and primary education landscape in East Africa, including with local governments, higher education institutions, schools, and nongovernmental organizations (NGOs) providing teacher professional development services
  • Experience in implementing education in emergencies settings, including pastoralist education, conflict/crisis a.ected context

 

  • E.ective verbal and written communication, multi-tasking, organizational, and prioritization skills

 

  • Demonstrable attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required.

 

  • Excellent interpersonal and cross-cultural communications skills

 

  • Ability to work independently and as a virtual team member.

 

  • Experience working in similar contexts (post conflict/fragile) and familiarity with assessment of social/gender norms in similar contexts.

III. Position Summary

The Federal Ministry of Education, Culture and Higher Education of the Federal Government of Somalia is seeking to recruit an Education Statistics Technical Advisor. He/she will be embedded in the MoECHE

Office in Mogadishu from where he/she will support in statistical analysis and data management in the education sector.

The primary function of this post is to lead the improvement of quality, availability, accessibility and use of education data. This post guides the core areas of development and enhancement of measurement methodologies, data processing, data analysis and reporting, capacity development and technical support to FMS.

IV. Key responsibilities

  • To provide an essential framework to be used in the collection, preparation, recording and use of education statistical data.

  • Provide technical advice on survey design, instruments, data-processing and analysis of quantitative and qualitative data collection;

  • Contribute to the on-going improvement in data availability and quality.

  • Support in the analysis of the outcome/impact level education data to help inform policy decisions.

  • Provide technical inputs to the methodological development of indicators for measurement and monitoring of education interventions.

  • To oversee design of instruments, data collection, analysis and reporting.

  • To oversee education data interpretation, identifying main trends.

  • To support preparing policy briefs, creating data visualization and presentations to MOECHE

  • To ensure the availability of relevant, accurate, quality, and timely education data for the Ministry.

  • To ensure quality assurance of data and analytics for reporting purposes.

  • Support dissemination of education data and other products in different forums and mechanisms.

  • Undertakes other assignments assigned by the Ministry.

V. Authority

The Education Statistics Advisor will report to XXXXXXXX.

VI. Key Qualifications

  • Advanced degree in Statistics, Mathematics or other relevant discipline.

  • Minimum 5 years of experience in education statistics and other areas of applied statistics, information systems, sample surveys, data analysis, and data interpretation use in the education sector is required.

  • Strong computer skills and strong expertise in statistical analyses (familiarity with data processing and data analysis software, particularly SPSS, Stata).

  • Knowledge of the Somali education sector is essential.

  • Effective verbal and written communication, multi-tasking, organizational, and prioritization skills

  • Demonstrable attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required.

  • Excellent interpersonal and cross-cultural communications skills

IV. Key responsibilities

Program Implementation (60%):

  • Develop project quarterly and annual work plans working closely with all stakeholders.

  • Track the progress of quarterly implementation plans across the FGS and FMS.

  • Manage the day-to-day implementation of program activities.

  • Support the MOECHE and FMS MOEs in ensuring smooth implementation of the project and compliance to agreed results, reporting and evaluation targets.

  • Consolidate project progress reports, record challenges and lessons learnt during the implementation period in accordance with reporting format and procedures as specified in the project document;

  • Jointly undertake with the relevant official site/field visits to monitor and evaluate the progress of the project deliverable;

  • Identify and provide viable recommendations to address any shortfalls observed with project deadlines and deliverables.

  • Attend and organize relevant meetings to support the implementation and coordination of project activities, as requested by the MOECHE

Program Communications and Reporting (40):

  • Assist in drafting the quarterly/annual reports and assist in the development of any other major deliverables.

  • Develop communication and reporting strategy for GPE-funded programs and create information -sharing platform for all stakeholders;

  • Support the development and implementation of community outreach and mobilization strategy to accelerate the implementation of program activities;

  • Publish monthly report, bulletin fact sheets about the program, capturing the progress and achievements and using Ministry page and other social media hubs;

  • Actively participate in activities and events of constructions groundbreaking, infrastructure handover, etc. and prepare the statements/ press releases,

  • Compile complaint and feedback from programs stakeholders, beneficiaries and advise on the possible actions/interventions;

  • Participate in field visits to programs target locations, and provide advice and instructions to enhance project visibility.

  • Collect, compile, and document good practices and challenges in the form of Program Briefs, Case Studies, Human Interest Stories, advocacy notes, AV films, etc.

  • Carry out any additional tasks assigned by the Ministry.

V. Authority

The Programme Implementation Technical Advisor will report to the MOECHE Director General for Basic Services.

VI. Key Qualifications


  • Bachelor’s degree in education, project management, communication, journalism, social sciences, international relations, or related fields.

  • A minimum of 5 years’ experience in project implementation, management, communication and media and/or a relevant field,

  • Effective verbal and written communication, multi-tasking, organizational, and prioritization skills

  • Demonstrable attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required.

  • Excellent interpersonal and cross-cultural communications skills

  • Ability to work independently and as a virtual team member.

  • Experience working in similar contexts (post conflict/fragile) and familiarity with assessment of social/gender norms in similar contexts.

IV. Key responsibilities

  • Scrutinize and ensure that all payments made and related to GPE, are well documented, supported and conforming to the minimum documentation requirement as per donor regulations and the National law/regulations.

  • Conduct a monthly review of all GPE payments and ensure that documentations related to GPE that may arise out of the monthly financial review are followed up and addressed conclusively.

  • Prepare monthly & quarterly budget monitoring reports (burn rates) for the Ministry of Education, and FMS MOEs continuously flag any areas of over and underspending in close coordination with the project implementation plan.

  • Prepare high quality, compliant, and timely consolidated financial reports in line with the reporting schedule.

  • Provide capacity building trainings to FMS MOEs finance officers.

  • Assist with planning of GPE Project Specific Audits both Internal and external.

  • Assist and coordinate the retrieval of Audit documents as per the Audit Samples.

  • Maintains copy of sub-contract and related records in the respective files for a good audit trail.

  • Support both FMS MOEs in setting up a good filling system and train FMS staff.

  • Provide monthly project finance update to the senior project team.

  • Perform any other duties as assigned by the MOECHE.

V. Authority

The Finance Advisor will report to the DG Operations in MOECHE.

VI. Key Qualifications

  • A University degree in Commerce, Accounting or Business Administration (Finance or Accounting option) from a recognized university.

  • A minimum of 5 years of experience in relevant financial field, professional accounting and financial management.

  • Demonstrated experience in working with government and particularly prior experience working with Treasury Single Account.

  • Excellent knowledge and understanding of generally accepted accounting procedures.

  • Experience of systems audit and articulating/implementing recommendations.

  • Good personal organizational skills, including time management, and ability to meet deadlines and work under pressure.

  • Computers literate, proficient with excel and computerized accounting packages.

  • High level of integrity and ability to work as part of a professional team.
