Organizational Setting and Reporting
This position is located in the United Nations Support Office in Somalia (UNSOS) and based in Mogadishu. The United Nations Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the security programmes and activities of the United Nations System. Under the overall management of the Principal Security Adviser of UNDSS Integrated Security Workforce, Somalia, the incumbent will report to the Chief Security Officer through the Close Protection Coordinator.
Responsibilities
Within delegated authority, the Close Protection Officers will be responsible for the following duties:
- Advise the Chief Security Adviser/Chief Security Officer on close protection operations.
- Prepare mission close protection policy, direction, guidelines and standing operating procedures.
- Develop close protection training programs for all mission close protection staff and, as required, for protected persons (Principals).
- Conduct personal protection tactics and techniques training.
- Perform resource-mobilization and maintenance duties.
- Develop close protection requirements and incorporate them into the mission-budget process.
- Operate and maintain close protection equipment.
- Supervise the Close Protection Unit, where required.
- Coordinate with Host Country authorities and other relevant authorities on close protection operations, where required.
- Produce security risk assessments for the Principal, the Principal’s residence and office and for specific activities of the Principal, recommend risk mitigation measures and implement these measures, as directed by the leader of the Close Protection Unit.
- Coordinate and conduct close protection operations for the protected persons while on duty, in accordance with UN personal protection standards.
- Perform other duties, as assigned.

Job – Specific Qualification
A valid driver’s license is required. Relevant training in military or police procedures and practices along with training in self-defense techniques is required UNDSS Close Protection Supervisor Certification is desirable. (and will be expected for future advancement in this field). Certification in UN weapons training and training in investigation technique is desirable. Training in martial arts and/or specialized security practices, high standard of physical fitness, is desirable.
Work Experience
A minimum of eight years with high school diploma or equivalent technical or vocational certificate is required. A minimum of five years of progressively responsible experience in close protection with a national, private or international security organization is required. A minimum of two years of experience in close protection management at least at the level of a close protection team leader with a national, private or international security organization is required. At least one year experience and exposure at the international level and in a conflict or a post conflict environment is required. Experience and proficiency in the use of close protection weapons, communications, surveillance equipment, and vehicles is required. Experience in close protection of one or more principals, static and mobile protection, close protection command post operations, close protection response techniques, and conduct of close protection training are desirable.
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in English (both oral and written) is required.

Organizational Setting and Reporting
This position is located in the Acquisition Management Section of Supply Chain Management Service pillar within the United Nations Support Office in Somalia (UNSOS), based in Mogadishu. The Acquisition Planning Officer will report to the Chief of Acquisition Management Section.
Responsibilities
Within delegated authority, the Acquisition Planning Officer will be responsible for the following duties:
- Prior to budget formulation, liaises with technical units to prepare their projected demand in order to establish the mission’s annual demand plan (i.e. draft acquisition plan) based on mission priorities;
- Consolidates and compares budget projections and demand plans from technical units through review of stock holdings, consumption patterns, procurement cycle times, requirements and forecasts of internal and external customers;
- Liaises with UN Global Service Centre (UNGSC) and/or UN headquarters regarding the submission of the mission’s demand plan as input for the consolidated global acquisition plan;
- Monitors mission requisitions in assigned categories to ensure purchase requests are based on forecast plan; Liaises with counterparts in other Missions on item availability prior to making decision to acquire new items either for replacement or additional requirements;
- Initiates actions leading to the implementation of the Mission Acquisition Plan, taking into account different sourcing options, including global and regional systems contracts, local market and other conditions, logistics forecasting, inventory holdings, stockouts, consumption patterns, supply schedules, and supply chain data quality assurance ongoing assessment and prioritization of operational supply chain requirements;
- Contributes to planning, development and management of the acquisition process for various services and commodities (e.g. information technology and communication equipment, vehicles, medical equipment and supplies, food rations, fuel, construction and building maintenance materials, stationery and office supplies, furniture and fixtures, accommodation and office equipment etc.), including materials resource planning and coordination of transportation requirements and consolidation of inbound deliveries, service contracts requirements and maintenance plans of assigned services, taking into account the different procurement methods, lead times and sourcing options available;
- Contributes to the execution of internal controls over acquisition activities and support functions;
- Advises recipient entities and technical units periodically on the progress of acquisition activities and detailed status of implementation of the acquisition plan, including a full range of procurement and other supply chain issues encountered, providing them with support and guidance at all stages of the procurement cycle, and prepares the quarterly review for submission to UNGSC and DOS;
- Meets regularly with internal stakeholders to review the Mission Acquisition Plan based on changing priorities and emergencies as related to the assigned materials/services groups to ensure an efficient and cohesive approach to managing areas of mutual interest;
- Carries out programmatic/administrative tasks necessary for the functioning of the Section, including review of cost estimates from technical units, monitoring performance parameters and critical indicators and reporting on work programme performance;
- Prepares a variety of internal mission Standard Operating Procedures (SOPs), guidelines and instructions governing the acquisition planning and requisitioning process; contributes to the preparation of global SOPs, guidelines and instructions governing the procurement process, including delivery and payment;
- Devises and maintains a computer-based system to track Mission-procured Contracts during their lifecycle allowing their timely extension as well as providing detailed statement of expenditures;
- Prepares integrated, timely and accurate reports to monitor and track all aspects of the Mission supply chain to ensure an uninterrupted supply of goods and services so as to meet operational requirements;
- Oversees and ensures compliance & quality assurance with focus on data integrity while generating periodic reports and effective monitoring of Supply chain key performance indicators (KPIs);
- May provide guidance to and supervise new/junior staff;

SCOR-P certification is desirable. Certified Supply Chain Professional (CSCP) training in a reputable or accredited institution is desirable. Training in Project Management methodology from an accredited body (e.g.PRINCE 2 Practitioner Level) is desirable.
Work Experience
A minimum of five (5) years of progressively responsible experience in supply chain management, acquisition planning, procurement, or related area is required. Experience in Supply Chain, Acquisition Planning and Requisitioning in UN or similar international organization is desirable. Experience with MRP (Materials Requirements Planning), ERP (Enterprise Resource Planning) , e.g. SAP ECC (ERP Central Component), or SRM (Supplier Relationship Management) in the areas of production planning, scheduling, inventory control, procurement and logistics processes is desirable. Experience managing supply chain in a highly complex operations in a conflict or post conflict environment is desirable. Technical experience in data analysis is desirable Experience in leading, coordinating and preparing annual demand plans for a large international organization taking into account different sourcing options, category management and inventory holding is desirable. Experience in developing standard operating procedures, guidelines on acquisition planning and requisitioning process and use of computer based system to track and monitor organizational wide procured contracts during their life cycle is desirable.

Job 3: CHIEF SECURITY OFFICER – Mogadishu, Somalia

Organizational Setting and Reporting
This position is located within the United Nations Support Office in Somalia (UNSOS). The Chief Security Officer (CSO) reports through the Principal Security Adviser (PSA) to the Designated Official. The incumbent shall be accountable and responsible for all operations related to the security and safety of UNSOS personnel, eligible dependents and properties at the duty station in accordance with the terms outlined in the Reference.
Responsibilities
Within delegated authority, the Chief Security Officer will be responsible for the following duties ;
- Budget preparation by the Mission in relation to the security component of the Mission’s budget estimates,
- Recruitment, deployment and performance management of Mission security personnel, ensuring the Security Section is properly staffed and compliant with all relevant human resources rules and regulations;
- Application of performance management and career management of the Mission’s safety and security workforce;
- Identification of training and associated budget requirements for the Mission’s safety and security workforce;
- Serve as primary advisor to the Mission on all aspects of safety and security management, ross utilization of security assets, crisis readiness and preparedness that affect civilian staff members, dependents, their facilities, assets and operations of the Mission;
- Application of the United Nations Security Management System policies to the Mission.
- Supervising all Units within the Security Section in the efficient discharge of their duties;
- Participating in the Security Coordination Cell so that all security officers working for different UN and affiliated organizations at the duty station, including mission appointed security officers, work together to further inter-agency security coordination;
- Assisting with country-specific threat and risk assessment processes with particular emphasis on the introduction of a risk management methodology that is fully integrated with programming and operations, including the implementation of risk mitigation measures;
- Overseeing the collection, interpretation and analysis of security information, as it pertains to the security of UN system staff and operations, including the identification of problems and merging trends, and the establishment of country-specific early-warning systems;
- Ensuring that security considerations are integrated into the mission country level programmes and operational planning, programme/project designs and delivery modalities, including required security management and response capabilities and resources;
- Establishing and coordinating an efficient 24-hour Emergency Response System; and coordinating with UN agencies operating in the area of responsibility of the field mission;
- Monitoring and evaluating office physical security measures, and conducting security surveys of installations and facilities; and coordinating the implementation of security arrangements by the guard force management, as recommended by the security risk assessment;
- Responsible for premises and residence related assessments and measures, including developing and implementing the Residential Security Measures and promoting understanding and support for security requirements, standards and procedures;
- Overseeing adherence to security policies and procedures, including preparation, maintenance and updating of country-specific security and contingency plans; supervising compliance and implementation of security standards;
- Establishing and maintaining dialogue with UN focal points, local authorities and international organizations to coordinate efforts in the event of natural disasters and during mass casualty incidents; and coordinating the response to emergency and crisis situations;
- Overseeing the establishment of 24-hour response mechanisms to security-related incidents involving UN staff and oversees establishment/maintenance of fully functional emergency communications system;
- Maintaining liaison with various mission components and specialized UN agencies, international organizations, relevant government agencies, as well as embassies and NGOs;
- Establishing and maintaining contacts with national security agencies with a view to obtaining the best possible protection for staff members;
- Ensuring that the PSA is kept regularly updated in a timely manner on security developments, and that required reporting is competed in a timely and efficient manner;
- Undertaking direct investigations involving the death of a staff member/family member under suspicious or unclear circumstances, including the investigation of abductions and other staff consequences.
- Directing an in-country security training programme to ensure that all staff members employed by the Mission and their dependents receive local security training, as required;
- Supporting VIP visits and delegations in coordinating logistical and administrative support to the delegation; and
- Obtaining, studying and implementing all security policy promulgated by the Inter-Agency Security Management Network;

Work Experience

Organizational Setting and Reporting
This position is located in the Field Technology Section (FTS) of the United Nations Support Office in Somalia (UNSOS). The Chief, Geospatial, Information and Telecommunications Technologies (Chief FTS) will be based in Mogadishu and reports to Chief, Operations and Resources Management, UNSOS.
Responsibilities
Within delegated authority, the Chief, Geospatial, Information and Telecommunications Technologies (Chief FTS) will be responsible for the following duties:
- Provides policy guidance to Senior Management of the mission, on conceptual strategy development and management of the implementation of overall strategies, policies and procedures;
- Plans and oversees the management of activities undertaken by the Section; coordinates with other Field Missions on matters related to ITC operations and support; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Section;
- Manages and supervises the work programme of the Section under her/his responsibility; coordinates the work effected by the Section; provides programmatic and substantive reviews of drafts prepared by others;
- Provides advice and guidance to the mission senior management on Information Management strategies, policies, and general practices in order to streamline and secure information and data used by the mission.
- Plans and prepares the inputs for the work programme of the Section; provides leadership, guidance, and mentoring for the senior staff, and fosters teamwork and improved communications among all staff of the Section; coordinates and oversees delivery of ICT training to staff and other users in the mission.
- Takes the lead in the preparation of the mission’s ICT budget; coordinate the generation of reports to the relevant UNHQ finance and budget review bodies as required;
- Ensures that the outputs produced by the Section maintain high-quality standards; that reports are clear; objective and based on comprehensive data; ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
- Recommends innovative business improvements through the introduction of new technologies; provides leadership on introducing technological changes, and ensures proper change management procedures and guidelines are in place and adhered to;
- Serves as the main liaison, and represents the service; Ensures effective coordination with various UN agencies in order to maximize possibilities of inter-agency collaboration in the field of ICT.
- Manages the acquisition of goods and services; coordinates needs assessments and the establishing of benchmarks, and the preparation of SOWs and RFPs in coordination with the Procurement office to establish and manage contracts.
- Ensures proper inventory control and asset management of ICT systems and services in coordination with the Mission’s Property Management Unit.
- Serves on various committees and review bodies within the mission as required.
