•  Purpose of the Consultancy

The purpose of this consultancy is to support the implementation of the Somalia component of the “Nomad Project”, which has the final aim to strengthen nutrition surveillance and services targeting vulnerable groups across borders, using innovative technology. The consultant will assist the implementation working closely with WHO Somalia country office in charge for nutrition and data management, Federal Ministry of Health, selected Federal Member States, and relevant partners in the selected areas.

•  Background

Somalia is one of the countries that struggle with the prevention and management of severe acute malnutrition. The median Global Acute Malnutrition (GAM) prevalence in Somalia has remained serious (10-14.9%) for the past four consecutive seasons. Based on the IPC analysis conducted by FSNU during the March 2022, more than 6 million people (or 38% of the total population) face crisis or worse outcomes (IPC Phase 3 or higher), including 1.7 million people in emergency (IPC Phase 4) and over 81,000 people facing IPC Phase 5 (Catastrophe).

Admissions of acutely malnourished children with complications in stabilization centres have been on the rise. As of January 2022, an estimated 1.4 million children are facing acute malnutrition in 2022, of whom 329,500 are likely to become severely malnourished. These figures are likely to increase as the nutrition situation deteriorates further in the drought affected areas. Different factors were contributed to persistent malnutrition, including limited access to food, essential primary health care including immunization, sub-optimal feeding practices and childcare, limited safe drinking water and sanitation.

This project, known as the “Nomad project” aims strengthening the nutrition information systems while improving the delivery of effective nutrition services to pastoralist communities living in hard-to-reach areas who need to access health and nutrition services across borders. The project also intends to prove how innovative technology can make a difference by providing information for decision making in order to improve access to health care for those populations.

This project targets Afar and Somali regions in Ethiopia, and border populations in Somalia, largely affected by high levels of acute and chronic malnutrition. There is limited data on the coverage, quality and efficiency of health services across these regions, especially amongst the hard-to-reach mobile pastoral communities and vulnerable populations which may need to access health services across borders. Targeting these populations, the project is expected to contribute to progress toward Universal Health Coverage.

Deliverables

•  To review annual workplan with main milestones, specific activities to be implemented and detailed budget breakdown.
•  To support the technical consultation with Federal Ministry of Health and the selected Federal Member States on operational planning, implementation of project activities and close cooperation with partners.
•  To assess the information systems for nutrition and other key health indicators in the border between Somalia and Ethiopia in the selected areas to identify indicators to be reported through a digital tool and opportunity for integration into the Somalia health information system (assessment report expected)
•  To assist the CO technical officers on strengthening the nutrition surveillance system.
•  To participate in end-of phases workshops (meeting reports expected)
•  To provide technical reports during the consultancy with updates of activities implemented and recommendations on planned activities.
•  Specific requirements

Educational requirements:

•  Essential: Bachelor’s degree in public health, nutrition areas related.
•  Desirable: Additional qualification in project planning and management and on health information

Experience required:

•  Essential: Up to 5 years of relevant professional experience and collaboration with government bodies (Ministry of Health) and partners.
•  Experience with pastoralists and nomadic communities.
•  Good knowledge on nutrition indicators and other health related indicators in Somalia.

Skills / Technical skills and knowledge:

•  Strong inter-personal, teamwork and organizational skills.
•  Exposure to digital health/health informatics solutions at the level of individual beneficiary data (Health information systems, electronic health registries, mobile data collection, decision support systems etc)
•  Good communication and report writing skills, and excellent networking skills. Proven experience in producing high-quality documents.

Language requirements:

•  Essential: Expert knowledge of English and local language
•  Place of assignment

The duty station will be Mogadishu, Somalia. The Consultant is expected to travel to selected states within the country according to the assignment requirements, upon approval by the supervisor.

•  Medical clearance

The consultant will be expected to provide a medical certificate of fitness to work

•  Travel

The Consultant may be expected. This may include missions to other states of Somalia for better coordination of assigned tasks and functions.

If travel occurred, all travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
