Duties and Responsibilities
1. Background:
The Sub-Regional office for Eastern Africa of the Economic Commission for Africa (ECA/SRO-EA) is established as one of the five sub-regional offices with the mandate to promote economic and social transformation in the continent by: a) Collecting information to prepare country and sub-regional profiles that include risk analysis for member states b) Contributing to and promoting the results of ECA’s policy-oriented research; c) Providing policy advisory services to member States, regional economic communities and sub-regional development operators to promote regional integration and sub-regional initiatives; d) Serving as facilitators of the integration activities of organizations of the United Nations system operating within the sub-region; e) Strengthening the capacity of members states, RECs and other stakeholders for policy making in favor of structural transformation, industrialization, and sustainable development. ECA’s Sub-Regional Office for Eastern Africa covers the following 14 member states: Burundi, Comoros, Djibouti, DRC, Eritrea, Ethiopia, Kenya, Madagascar, Rwanda, Seychelles, Somalia, South Sudan, Tanzania, Uganda.
It is with this background that the Ministry of Commerce and Industry of the Republic of Somalia (MOCI) has asked the ECA to provide policy advice and technical assistance in creating a Public Private Partnership Policy Framework. As laid out in the letter from Minister of Commerce and industry Hon. Khalif Abdi Omar, the technical assistance in developing a PPP Framework will be focused on Policy, Law, and Framework/guidelines with the long-term objective of realizing the benefits of the African Continental Free Trade area (AfCFTA) and WTO membership.
The request follows the plan and guidelines of the Private Sector development chapter (5) of the 2018-2019 National Development Plan (NDP) of Somalia. The chapter defines the vision, background, and objectives that are behind the need of a PPP framework as part of its private sector development reform vision. The Three (3) main components and goals that this vision lays out are: (1) A Public Private Dialogue (PPD), defined as an multistakeholder forum of discussion, policy reform consultation and synergistic body to support the economic development of the country; (2) A Public Private Partnership (PPP) Framework, including laws, and regulation to establish a framework through which engagement, attraction, and partnership with the private sector could be conducted; (3) Increased Capacity for Private sector development, pursuant to the support of the first two goals.
Consistent with the 2019-2019 NDP, the Minister’s representative and Focal person confirmed that an emphasis on the Telecommunication and Financial services sector should be made in the PPP framework. These two sectors being key in the development of the Somalian Economy, increased capacity and more elaborate policy frameworks are necessary to ensure that the state is fostering the right environment for their growth, especially the Financial services sector.
2. Duties & Responsibilities
Under the overall guidance of the Director, UNECA Sub-Region Office for Eastern Africa, the international consultant will work closely with the project officers, any other person assigned by ECA.
The tasks to be performed by the international consultant include:
1. Work closely with national focal person and to undertake consultation missions in Somalia;
2. Research and gather necessary material to support the creation of the PPP Framework;
3. Engage with the Somalia Public Private Dialogue (PPD) and relevant stakeholders;
4. Draft Legislation Proposals complementary to existing related legislation for the PPP Framework
5. Produce the PPP Framework implementation strategy for the Ministry of Commerce and Industry;
Qualifications/special skills
Academic Qualifications: Advanced university degree (Master’s degree or above) in Economics, Trade, Economic Law, International relations or related fields is required.
Experience: The candidate should have a minimum of ten (10) years of progressively responsible experience in PPP, PPP Law, Business Law, economics or related areas. Understanding of Somalia business and economic environment is an advantage.
Language: English and French are the working languages of the United Nations. For this post, fluency in English is required.
