| Overview of position | The Security Pact agreed by Somalia and its international partners envisages stabilisation activities as a key element of a comprehensive approach to security, which is incorporated in the revised Somali Transition Plan (STP), the new National Development Plan (NDP) and accompanying Mutual Accountability Framework (MAF) commitments agreed at the Somalia Partnership Forum (SPF) held in October 2019. The coordination of the National Stabilisation Strategy (NSS) led by the Ministry of Interior, Federal Affairs, and Reconciliation (MoIFAR) is the key support element within this overall framework and is supported by the State Stabilisation Plans (SSPs) developed by the Federal Member States (FMSs) Ministries of Interior (MoI) in Jubaland, Southwest, Hirshabelle and Galmudug states.Continued joint military operations and accompanying stabilisation efforts to deliver on commitments outlined in the STP include consolidation of Operation Badbaado 1 and development and implementation of Operation Badbaado 2 & 3. Security focused elements of the STP will need to be synchronised with stabilisation planning and related activities, particularly those focused around early recovery, local governance and strategic communication.
The UNSOM mandate to provide policy advice, technical and coordination support to the Government on stabilisation is complex as it seeks to synchronise core thematic stabilisation lines of engagement outlined in the NSS in multiple geographic areas to support the STP and requires an increase in the joint work of MoIFAR and the work of UNSOM CRESTA/A (UN stabilisation). There is a requirement for continued support to reinforce coherent planning to communicate a clear planning framework for civilian led activities based on critical situational analysis and cross-strand coordination to ensure successful delivery of the STP. |
| Role objectives | Based on the increased demand it is proposed to deploy a UK Conflict, Stability and Security Fund (CSSF) Stabilisation Adviser post to support UNSOM CRESTA/A’s work in assisting MoIFAR, and FMSs to synchronise planning of early recovery related activities within the framework of the STP process. This will involve the following tasks:
Overall results expected are an improved understanding and implementation of whole of government approach to stabilisation led by the Government and backed by coherent support from international partners, which aligns with the Somali Security Forces planning process and ensures links to longer-term development initiatives. EXPECTED OUTPUT CSSF, through UNSOS, supports UNSOM CRESTA/A to increase capacity to deliver in the short-term on its mandate to coordinate early recovery efforts aligned to the NSS, which in turn helps facilitate the international community’s efforts to help stabilise newly recovered areas in the FMSs. Project implementation in the coming period will include focussing on continued support to the Federal Government implementation of the NSS across the FMSs of Jubaland, Southwest, Hirshabelle and Galmudug. In support of this phase an international consultant is required to advise BEM and CRESTA/A on the planning and coordination of stabilisation activities linked to the STP, including supporting use of information management and monitoring approaches to track stabilisation progress. General Functions Purpose The consultancy will support BEM and CRESTA/A to identify options and steps to align stabilisation priorities and activities with STP and accompanying Justice and Security Roadmap. This will involve support to planning, coordination and information management initiatives with MoIFAR along with its Ministry counterparts in the Federal Member States of Jubaland, Southwest, Hirshabelle and Galmudug, as well as Banadir Regional Administration.
Specific tasks and deliverables Working in partnership with BEM Stabilisation Adviser and under the direction of CRESTA/A Team Leader and the Federal Government, the consultant will undertake the following tasks:
