The UNSOM mandate to provide policy advice, technical and coordination support to the Government on stabilisation is complex as it seeks to synchronise core thematic stabilisation lines of engagement outlined in the NSS in multiple geographic areas to support the STP and requires an increase in the joint work of MoIFAR and the work of UNSOM CRESTA/A (UN stabilisation).  There is a requirement for continued support to reinforce coherent planning to communicate a clear planning framework for civilian led activities based on critical situational analysis and cross-strand coordination to ensure successful delivery of the STP.

• Work in close cooperation with MoIFAR and the relevant State ministries and institutions to ensure internal government dialogue on coordination for stabilisation related programmes with the Somali Security Forces planning process.
• Promote linkages between the NSS and accompanying SSPs with both a broad range security and stabilisation stakeholders to identify areas of common interest and opportunities to improve overall coherence of the implementation of the STP derived from an evidence-based policy approach.
• Promote and identify linkages to development initiatives to ensure the sustainability of early recovery activities. 

Overall results expected are an improved understanding and implementation of whole of government approach to stabilisation led by the Government and backed by coherent support from international partners, which aligns with the Somali Security Forces planning process and ensures links to longer-term development initiatives.

EXPECTED OUTPUT 

CSSF, through UNSOS, supports UNSOM CRESTA/A to increase capacity to deliver in the short-term on its mandate to coordinate early recovery efforts aligned to the NSS, which in turn helps facilitate the international community’s efforts to help stabilise newly recovered areas in the FMSs.  Project implementation in the coming period will include focussing on continued support to the Federal Government implementation of the NSS across the FMSs of Jubaland, Southwest, Hirshabelle and Galmudug. In support of this phase an international consultant is required to advise BEM and CRESTA/A on the planning and coordination of stabilisation activities linked to the STP, including supporting use of information management and monitoring approaches to track stabilisation progress.

General Functions

Purpose

The consultancy will support BEM and CRESTA/A to identify options and steps to align stabilisation priorities and activities with STP and accompanying Justice and Security Roadmap. This will involve support to planning, coordination and information management initiatives with MoIFAR along with its Ministry counterparts in the Federal Member States of Jubaland, Southwest, Hirshabelle and Galmudug, as well as Banadir Regional Administration.   

Specific tasks and deliverables

Working in partnership with BEM Stabilisation Adviser and under the direction of CRESTA/A Team Leader and the Federal Government, the consultant will undertake the following tasks:

• Support the compilation of reports and analysis of the district level stability-related indicators in Jubaland, Southwest, Hirshabelle and Galmudug (FIMM)
• Provide support to joint planning initiatives with security stakeholders to ensure incorporation of stabilisation perspectives and the prioritisation of activities into future operations
• Identify areas in the stabilisation planning which require coordination and synchronistion with development initiatives to ensure sustainability of early recovery efforts 
• Assist development of risk analysis of stabilisation activities linked to military planning to guide implementation of the NSS and accompanying SSPs in newly recovered areas and areas yet to be recovered
• Support the mapping of stabilisation actors’ activities with MoIFAR and its state counterparts, including the delivery of the quarterly Comprehensive Approach to Security Stabilisation update (CAS Strand 3)
• Assess the team’s existing stabilisation information management systems and recommend means by which improvements could be made including joint platforms with FGS and FMSs counterparts
  

• Minimum of 5 years stabilisation and related analysis, coordination and planning experience in fragile and conflict affected states, experience in Somalia considered essential.
• Stability and security related information acquisition and analysis, production of reports and plans, including use of Geographic Information Systems.
• Knowledge of monitoring, verification and evaluation frameworks in stabilisation environments.
• Experience of operating in conflict areas and multi-cultural environments.
