Study on inter-clan conflict/war impact livelihood conditions of orphaned children and youth in Sanaag region.

Target district

Erigavo & Elafwayn districts of Sanaag Region

Duration

One Month (15th June-2022 up to 15th July-2022)

Target locations

The Target villages will be (Ceeryaan, Shidan, Elafwayne, Dararwayne, Dhabar mamac, Huluul, Laasdoomaare and Kal-Sheikh)

 

Background

In reference to a recent study by NAGAAD peace building in Erigavo & Elafwayn districts (Sanaag region), and other 6 villages under its administration, it was found that there were large number of conflict-orphaned children, who lost their parents during period of the inter-clan fighting, living in scattered areas throughout the district without proper care and education. Research also noted that un-educated, unemployed youth who had no access to any opportunities were a contributing factor to the conflicts in Sanaag region. Youth who lost a close relative to the conflict are more prone to participate in new rounds of conflicts for revenge. To our knowledge, there have not been any proper studies on these underlying conflict-contributing dynamics in Sanaag region.

To address these two conflicts contributing factors, it became necessary for Nagaad Network to do study on inter-clan conflict/war impact on war orphaned children and youth to deeply understand their livelihood conditions and priority needs in regard to their education, employment, and specific to youth’s contribution in inter-clan conflicts particularly in retaliations and revenges that can cause large scale conflicts. The study will use to inform in designing our current and future programming to address those underlying causes and promote peace and security of the conflict affected areas (Sanaag region); improve livelihoods and skills development for war vulnerable children and youth; and enhance integration of conflict affected community.

Purpose of the consultancy Firm

Purpose of this consultancy is to conduct the study on the impact of inter-clan conflict on the livelihood status of conflict-orphaned children and youth and assess their priority needs in connection with access to skills and employment opportunities.

Outcomes of the study

a comprehensive study sheds light on the effect of inter-clan conflict on the livelihood situation of conflict-orphaned children and youth in Sanaag region.

Overall objectives of the study

The overall objective of the study is to address impacts & livelihood conditions orphaned Children and Youth affected by interclan conflict in Erigavo & El-Afwayn districts of Sanaag region.

Methodologies

The study methodology will be developed by the consultancy, as well as all relevant tools and presented in the inception report, the methodology should be based different approaches (Quantitative and qualitative research) in-depth interviews, focus group discussions, observations, mapping of the locations and numbers of conflict-orphaned children and survey.

The selected Consultancy, which has been allocated a specific study, will establish the research design, including the tools, content, and sample size, in close consultation with NAGAAD and its partner.

Duties and responsibilities  

  • Conduct Key Informant Interviews (KIIs) with relevant stakeholders
  • Conduct Focus Group Discussions (FGDs) with target communities and beneficiaries
  • Preparation of evaluations tool, including evaluation questions that measure the study objectives
  • Detailed assignment costing and work plan including the methodology and tools for the study
  • Report findings presented to stakeholders and to be shared widely.

Expected outcome:

  1. Documenting the lived experiences of conflict-orphaned children and their families
  2. Explore livelihood situations of uneducated, unemployed youth and their potential roles to continuing conflicts in the region
  3. Advocate for the betterment of children’s and youth’s livelihoods
  4. Generate sets of recommendations for the different stakeholders working on peacebuilding and livelihoods support in Sanaag region.

Skills and Qualifications

Proven background and over 5 years’ experience in conducting researches.

  • Experience in design, planning and implementation of mixed-method evaluation exercises.
  • Experience in quantitative data collection and analysis, use of sound statistical methods to identify causal relationships and address threats to internal validity.
  • Experience in qualitative data collection and analysis of complex qualitative information, drawing findings from multiple sources and handling potential contradictions between data sets.
  • Extensive experience in measuring social behaviors, knowledge, attitudes in a pastoral context.
  • The consultant/team leader must have demonstrated consultancy track record and be recognized as seasoned professional in conducting evaluations/surveys with a high degree of proficiency
  • Language Proficiency: Proficiency in English and the ability to produce good quality written documents in English is a mandatory requirement of this assignment.
  • Must be able to commit their time fully throughout the consultancy period
  • Proven knowledge and experience with using humanitarian sector framework.
  • Must be able to travel in all the project target areas with varied terrain and work on tight schedules.
  • The consultancy must be locally registered and has a valid license/certificate.

Deliverables

Evaluation is expected from the following key deliverables, after conducting the impact assessment, including the following:

  • An inception report for the study with detailed methodology, tools and interview guides.
  • A final Comprehensive report that shows the overall situation of the conflict orphaned children and families in the district.
