Position Location: Hirshabelle state of Somalia, with possible travel to other locations in Somalia upon required

Background
Somali Women Development Centre is a non-governmental and non-profit making organization that was established mid-2000, Since then, SWDC has worked with a range of partners, donors and Governments that include UN agencies and INGO, grantees to implement programs and activities that promote equal rights for women to ensure they have an active role in the Somali community through enhancing their social, political, economic and cultural participation.

SWDC is working to improve the situation of women in Somalia. SWDC’s guiding vision is that belief and wants a holistic, transformational socioeconomic empowerment, based on well-being, equality, social justice, and a powerful voice against women’s poverty.  SWDC envision a society in which women’s contribution to all aspects of life is recognized, rewarded and celebrated – in leadership, in care and in production; all women have freedom of choice, self-confidence, and freedom from exploitation; and no woman has been left behind.

SCOPE OF ROLE:

The main purpose of this role is to lead on ensuring the quality and accountability of our work, bringing immediate and lasting changes in the lives of children, women, PWDs and the minority as well.

Duties and responsibilities for Sub-Cluster Coordinator:

  1. Coordination of state Sub Cluster Coordination and Supporting Protection Service Delivery in Hir-shabelle state of Somalia:
  • Organize and facilitate monthly meetings with child protection partners (including relevant counterparts from state, regional, district or municipal authorities) in line with the Principles of Partnership, ensuring that state SC AoR meetings are consultative and result oriented.
  • Strengthen local coordination systems and structures by establishing site-based coordination mechanisms or focal points, as necessary.
  • Work with different clusters such as WASH, Nutrition, Education, Health, CCCM, FSL, etc to ensure that protection is mainstreamed in the sector.
  • Ensure service delivery is driven by the Strategic Humanitarian Response Plan (HRP) and Protection cluster AoR, strategic priorities and provide recommendations to the national SC AoR to address emerging needs based on evolving situations
  • Be part of all Coordination forums in the state to represent GBV SC, these may include Protection cluster, clusters, PSEA, MHPSS, Government forums etc. to promote engagement of relevant humanitarian actors including government actors and other partners in the field.
  • Support further SC response monitoring, including by participating in Donor (UNHCR) monitoring missions conducted in the area, or identifying other protection partners for joining these missions

  • Maintain the profile of child protection within the broader protection structure and identify key actions across clusters for improved child protection integration
  • Assess capacity gaps that hinder quality and/or coverage of GBV prevention and response interventions
  • Adopt, apply and adhere to common standards and guidelines, specifically the protection context and other inter-agency guidelines
  • Support resource mobilization initiatives by identifying funding requirements and available gaps
  • Promote strategic partnership and increase participation of local actors in coordination
  • Seek complementarity and synergy with development actors and promote system-based approach
  • Develop strategy for effective communications with affected populations on GBV services, risk mitigation strategies, and to promote gender equality
  • Draft key messages and advocacy notes to promote consistent communications that emphasize the life-saving nature of GBV-related interventions in the crisis-affected context
  • Develop location specific GBV working group work plans in line with the outcomes of the GBV Strategy for Somalia.
  • Ensure that partners submit their bi weekly updates, GBVIMS monthly reports, 5W reports using the kobo system, Training reports, Safety Audit reports and all other assessment reports on matters of GBV
  • Establish a system for information sharing and dissemination, including for advocacy purposes
  • Develop and regularly update an inter-agency M&E framework to guide work of GBV coordination body and support accountability
  • Develop strategy for effective communications with affected populations on GBV services, risk mitigation strategies, and to promote gender equality
  1. Strategic Planning:
  • Contribute to the development of the national protection and Humanitarian Response Plan (HRP) inputs, based on local situation analysis
  • Provide inputs to emergency funding allocation processes, such as UNHCR, MRP joint implementation, UNICEF, and related processes.
  • Identify state-specific priorities and benchmarks to feed into the national SC AoR operational plan
  • Support the National Protection Plan in developing and implementing its strategy
  • Clarify funding requirements for the protection response in the State, helping the national SC AoR to set priorities and improve access to funding.
  1. Strengthen the Capacity of protection team in response, preparedness and contingency planning:
  • Assess coordination, programmatic, and institutional capacity building needs of members
  • Develop a capacity building strategy/plan to support local capacity and coordinate the implementation of the plan
  • Organize and facilitate learning events, supported by local members and/or the national SC AoR
  • Contribute to SC AoR contingency planning through the identification of key c protection preparedness actions and actors at the state level
  1. Informing humanitarian strategic decision-making:
  • Coordinate, oversee and support data collection, analysis and sharing of protection needs assessments and capacities through coordinated assessments and secondary data reviews
  • Ensure that all protection assessments are conducted accordingly, particularly in cases of new emergencies, and or key protection concerns are reflected in multi-sectoral assessments and other assessments
  • Alert the national protection Plan AoR about gaps in the Protection response
  1. Monitoring and reporting of the response:
  • Through routine situation and response monitoring, identify and analyse protection needs and service coverage and quality gaps, ensuring access to safe and other relevant protection services
  • Review progress against the state-specific benchmarks and agreed results and address gaps
  • Promote CP AoR situation and response (e.g., 5Ws) monitoring tools to minimize duplication and ensure complementarity
  • Contribute to and widely disseminate SC AoR products and resources among state SC AoR members.

  1. Integrate Accountability to Affected Populations (AAP) in protection response:
  • Promote confidential, safe, and age-appropriate feedback and reporting mechanisms in line with national standards
  • Promote SC AoR methods to inform communities of SC services, ensuring children and families have access to age-appropriate information on child protection risks and available services
  • Promote the engagement of children/families in end-user monitoring to improve accountability
  • Work with actors engaging with children and families to have code of conduct and child protection policy that is displayed and well-communicated in child friendly language
  1. Monitor and evaluate SC AoR performance:
  • Encourage members of the State SC AoR to participate in Cluster Coordination Performance Monitoring (CCPM) to assess SC AoR performance against core cluster functions
  • Contribute to the CCPM plan of action to address gaps in coordination
  • Reinforce and establish GBV working groups or focal points in collaboration with CSO’s, partners and government Line Ministers to ensure GBV programing and information is for the whole state.
  • Carry out any other duties assigned by the program coordinator.

The key results have an impact on the reputation and standing of the organization’s interventions in the country. High quality information material and well-organized public events enhances SWDC position as a strong organization.

  • The Sub Cluster Coordinator’s duties include:  liaison and coordination with other organizations (coalition building), training and sensitization, strategic planning, and monitoring and evaluation.
  • The Sub Cluster Coordinator will use the IASC Guidelines for GBV Interventions in Humanitarian Settings and companion materials (orientation and training guides, planning worksheets, etc.) to facilitate planning, coordination, monitoring and evaluation of GBV initiatives.

Skills and Qualifications

Education:

  • Bachelor’s degree from a reputable university in international relations, peace and conflict studies, international law, or a related field. A master’s degree is preferred.

Work Experience:

  • Recommended a minimum of 6 years’ management and/or Sub Cluster Coordination experience in a both emergency and development contexts, preferably with solid experience in more than one of the SWDC priority sectors: Protection, Legal Aid, Human rights, Peace and Justice governance and emergencies.
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Strong results orientation, with the ability to challenge existing mindsets
  • Experience of solving complex issues through analysis, and definition of a clear way forward
  • Ability to present complex information in a succinct and compelling manner
  • Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies

      Language Requirements: Spoken and written fluency in both English and Somali
