MSF is an independent humanitarian medical organization providing emergency medical aid to populations in need. MSF Somalia mission is seeking a qualified person for the position below:

Job Title                              : SUPPLY ACTIVITY SUPERVISOR

Work Location                  : Based in Baidoa – Somalia.

Start date                            : As soon as possible

Length of contract            : 11 months with possibility of extension

Main Purpose:

Planning and supervising the execution of supply activities in the project for one or more areas of the supply programme (Warehouse, Procurement, Transport and Customs, etc.) according to MSF protocols and standards in order to ensure the optimal functioning of the mission.

Other tasks include, but are not limited to:

  • Ensuring an effective running of the supply activities in the project on a day-to-day basis as specified by the line manager, ensuring compliance to MSF standards, protocols and procedures. The activities can include one or more of the following areas:
  • Warehouse: Planning and supervising the execution of the Warehouse and Stock Management activities in the project ensuring sufficient stock for the effective functioning of the supply activity to avoid stock ruptures, losses and excess stocks in the project, controlling and monitoring the non-medical stocks and assets and ensures that storage is carried out under optimum conditions.
  • Procurement: Planning and supervising the procurement activities in the project ensuring an efficient and on-time purchasing.
  • Transport and Customs: Planning and supervising the execution of all activities related to an efficient clearance and shipment of goods in the project ensuring the clearing and the transport of medical and non-medical goods of the project.
  • Communicating with customers, keeping them up to date concerning their order status and prioritizing procurement and transport according to their needs.
  • Supervising, in close coordination with the HR department, the associated processes of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required.
  • Ensuring smooth running of administration and procedures related to his/her supply activity(ies)
  • Performing delegated tasks according to his/her specialty and as specified in his/her job description
  • Is a focal person on any questions linked to supply coming for the project, he/she centralises and manages all orders (including for Casuals) coming for the project.
  • Ensure that the supply tools and procedures are correctly applied.
  • Responsible for processing orders according to MSF standard procedures, sending all the orders to logistic manager for approval.
  • Responsible for local purchase according to MSF standard procedure.
  • Ensure a good follow up of consumables stocks to prevent stock ruptures, expired items, overstock and redundant items.

  • Does the reception of the food items for patients’ kitchen in the hospital and keep records of items received in coordination with medical department.
  • Freights management – Incoming and outgoing cargo – filling in the follow up form and submit the items to the pharmacy supervisor and log stock storekeeper. Prepares the waybills of the items going to Nairobi or other MSF projects.
  • Responsible of transporting the donated items to MSF projects of other partners within Somalia.
  • Manage the reception of medical and logistics items from airport to MSF warehouse/pharmacy and keep records of the handling company for sake of payments.
  • Responsible for processing orders according to MSF standard procedures (using Unified), sending all the orders to logistic manager for approval.
  • Ensure all contractors are created in the unified to be linked with their payments.

Education

Essential:

  • Bachelor or Diploma in Supply Chain

Experience

  • Essential Experience of at least two years in similar activities with NGOs
  • MSF experience within the same job/title will be an asset

Language

  • Strong written and verbal fluency in English and Somali languages is Essential.

Knowledge

  • Essential basic mathematics and use of measuring equipment
  • Essential computer literacy (word, excel)
