CHILD SAFEGUARDING: Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
Save the children international Somalia country office is seeking a Supply Chain Manager for the anticipating Damal Caafimad Health Project.
The Supply Chain Manager will be responsible for the overall responsibility for the supply chain activities of Damal Caafimaad Project. S/he will provide leadership and technical support in the execution of supply chain operations of the project with a view to facilitating the efficient and timely delivery of all goods and services required.
S/he will ensure that all supply chain and related policies and procedures of the Save the Children and donor are strictly adhered. She/he will also support the local partners’ staff in capacity building and strengthening and ensuring compliance with contractual obligations.

Dimensions: Save the Children works in several regions in Somalia/Somaliland with a current staff complement of approximately 650 staff

KEY AREAS OF ACCOUNTABILITY:
Procurement
- Quantification of project goods / service requirements
- Support to finance in preparation of project budgets
- Support to program development in preparation of risk assessments
- Scheduling of procurement / budgets – in line with program delivery activities
- Preparation and submission of project Procurement Plans
- Initiate and manage all procurement tasks in line with schedule in project PP:
- Drafting of Invitation to Bids and procurement notices
- Advertisement of procurement / tender processes
- Execution of procurement process from advertisement to Bid Evaluation Report
- Drafting and finalization of Bid Evaluation Reports
- Execution of the tender award and drafting of contracts

- Contract management
- Payments processing and invoice reconciliation
- Management of supplier relationships /performance
- Facilitate procurement systems reviews / audits
- Procurement reporting and tracking of Key Performance Indicators
- Ensure that all procurements or the project are conducted in an efficient and transparent manner, in line with procurement policy & scheme of delegation of SCI and donor requirements.
- Work with project team to ensure that both local and international procurements request are placed in line with the procurement plans and in a timely manner
- Monitor performance of procurement teams as well as suppliers and ensure that measures are in place to deal with delays and non-performance.
- Ensure that Framework Agreements are developed for local procurements in the Area Office.
Inventories and Stock Management
- Ensure that all procured materials are properly stored and recorded and that all warehouse policies conform to SCI policies and procedures.
- Perform regular checks to ensure that the movement of inventories to or from the warehouses is accurately documented; authorized and necessary paperwork is done as per procedure.
- Ensure that warehouse staff record movement of supplies in Total Inventory Management (TIM) and that the data in TIM matches with the with physical stock balances
- Plan for and supervise monthly stock inventories and ensure that effective stock keeping system is in place.
- Analyze project storage needs and ensure that adequate and appropriate and warehousing facilities is secured
Asset Management
- Ensure that the records of Assets and Equipment for the project are maintained in line with the Assets management policy.
- Coordinate with the logistics staff to ensure that all the changes to the assets & equipment’s locations, conditions are reflected timely and correctly.
- Ensure that the assets that are issued to staff are authorized, recorded and necessary paperwork exists as per the policy of Save the Children.
- Ensure regular physical check of assets and submission of monthly asset reports
Freight Management and Customs Clearance
- Ensure that custom clearance is obtained for all incoming goods as well as goods that are being transported to the field offices from the relevant government agencies.
- Ensure efficient management of supplies transportation within the Area of operation.
- Ensure that accurate documentation takes place in relation to the movement of items between locations.
Filing and Reporting
- Implement standard Save the Children logistic procedures systems for the project
- Ensure that monthly logistics reports are produced and disseminated on time.

- Ensure that all paperwork is kept according to the policies and procedures of the organization and filed neatly with supporting documents in respective files.
- Undertake any other reasonable duties requested by the Area Representative or the Head of Logistics.
Project Management Support
- Participate and provide technical Supply Chain support in the design, development, and bidding stages of projects
- Support monitoring of Supply Chain performance as part of on-going project management processes
- Contribute to scheduled and adhoc project reports
- Assist with complex and multi-disciplinary problem-solving using knowledge in own field of specialization

QUALIFICATIONS AND EXPERIENCE
Essential
- Master’s degree in procurement / logistics / Supply chain management
- Advanced diploma or higher qualification in Procurement & Supply from the Chartered Institute of Procurement & Supply (CIPS UK) or comparable professional body
- A minimum of eight years of supply chain management experience, preferably primary level health service delivery
- A demonstrated record of ensuring availability of supplies, preferably essential medicines in complex environments
- Demonstrated experience in conflict-impacted, fragile settings. Experience in Somalia is strongly preferred
- Experience developing operational and supply chain capacity in required
- Detail oriented with excellent record keeping skills
- Experience with transport management systems
- Willingness to travel to a remote, rural area
- Experience implementing and overseeing stock keeping systems
