Job Description

For the implementation of its medical program in Somalia, MSF Mudug Project in Galkayo is looking for:

Job Title                             : Supply Chain Supervisor

Level                                    : Level 06 on MSF salary scale

Work Location                : The position is based in Galkayo North  Town, Mudug Region, Puntland with

frequent visits to Galkayo south to support MSF supported departments in Galkayo South Hospital and Outreach teams.

Start date                          : Aug 2022.

Length of contract        :  12  months   fixed   term  contract   with  possibility   of  extension   based   on

performance and operational need (Includes 3 month probationary period)

The selected candidate will be reporting to the Hospital Facility Manager (Hierarchical) and Project All round Logistics Manager/DepLogCo Supply (Functionally).

Main Tasks include, but not limited  to:

Planning, coordinating, supervising and monitoring on a day-to-day basis the implementation of the

supply activities in the project as specified by the line manager, ensuring compliance to MSF standards, protocols and procedures. Including the following tasks:

Order Management:

Prepare the weekly order monitoring/follow up, provide accurate information on, and submit it to all stakeholders.

Encodes the request to be routed to the local purchase and order Field order to the capital Ensure the physical reception are done within the stipulated timelines (7 working days) and

report shared back to the coordination for follow up of missing/pending items.

Prioritize the procurement activities as well as the optimum quality of goods purchased and follow up the administrative procurement (comply in the procedure set in the supply guidelines)

Ensure the coherent figures (amount and value) in procurement documents are coherent with the related invoices

Perform the market study/Assessment and ensure more suppliers are brought onboard. Prepare validated supplier list (with ranking) with potential capacities.

Stock Management:

Ensure that the stock cards are properly filled in by the Medical/logistic storekeeper and updated on any movement. (IN & OUT)

Ensure the alert of the expiring items are prepared by the storekeeper

Check the loans, donation documents and if they are documented accordingly by Medical/logistic storekeeper

Perform the destruction of rejected items in accordance with the national regulations, analyze the cost of destructions, prepare the destruction certificate, and share with Logistic manager.

Supervise the Received, issued equipment, material, supplies, and ensure proper stock records were done at the warehouse.

Analyzing of project inventory trends and develop recommendations for optimal inventory

levels.

Ensure the project UniField instance is clean and weekly/monthly checkups properly done. Follow up of all overdue documents in UniField and ensure neccesary decision taken timely. Follow up with Coordination team (Warehouse team) for all unavailable incoming shipments,

which need to be processed.

Ensure UniField users at the project level observe the ethical use and management of the instance.

Follow up of all unprocessed loans and donations in the system and communicate directly with the relevant users from the other projects to ensure all overdue processes completed on time.

Plan and supervise purchase order process and review purchase orders and contracts for conformance with MSF Somalia policy and SoPs.

Communicate & Resolve incorrect Purchase orders, invoices, shipping errors, and quality issues.

Keep all communication lines with the Hospital Facility manager, project all round logistic manager and liaise with technical support from coordination supply team (DepLogCo or Supply Log)

Monitoring of supply activities for various departments implementing Authorization table & other approval approval requirement.

Conduct & Attend regular meetings with Medical team at project level to ensure and update. Coordinating and leading the team under his/her responsibility including the definition of each person’s tasks (daily supervision and checking the quality of their work), drawing up working

schedule (Supply activity officer and purchasing clerk).

Supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required
