Peace and Security Cluster
The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients. The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.UNMAS
United Nations Mine Action Service (UNMAS) is a division of the Office of Rule of Law and Security Institutions (OROLSI) in the Department of Peacekeeping Operations (DPKO). UNMAS is mandated by the United Nations General Assembly (RES/68/72) to ensure an effective, proactive and coordinated response to the problem posed by a wide range of explosive hazards. Legislative mandates also recognize UNMAS technical expertise in responding to threats posed by unsecured and unsafe conventional weapons and ammunition stockpiles. As an office within DPKO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates.
UNMAS as a component of the United Nations Support Office in Somalia (UNSOS) provides explosive hazard management capacities, including mitigation, to ATMIS as part of a logistical support package. Non-lethal tactical advice and analysis are delivered by UNMAS technical advisors located in each ATMIS Sector Headquarters and at ATMIS Force Headquarters, who support ATMIS planning and operations. UNMAS support includes both enabling (“operate in spite of IEDs”) and response (“defeat the device”). As a component of the UN Mission in Somalia (UNSOM) UNMAS also supports the Federal Government of Somalia, including the Somali Police Force, Somali Explosive Management Authority and National Security Advisor.
Functional Responsibilities
*CANDIDATES WITH NO UN OR UNOPS EXPERIENCE ARE ENCOURAGED TO APPLY *Qualified female candidates are strongly encouraged to apply Under the supervision of the Logistic and Asset Management Analyst, he/she will be responsible for the following main duties:
- Implement a logistical plan to manage a smooth Customs process and delivery for all imported goods to Somalia, or domestic shipments, in coordination with the procurement team and the asset management team.
- Arrange customs clearance, releases of UNMAS/UNOPS imported supplies, materials, and equipment.
- Liaise with relevant governmental authorities and stakeholders on all logistics needs to ensure smooth delivery of UNMAS/UNOPS shipments.
- Coordinate with UNSOS Director’s office for all arriving shipments and ensure that all necessary Note Verbale approvals are timely approved for customs clearance.
- Coordinate with UNOPS suppliers, shipping agencies, and customs clearance agents to ensure safe and fast release and collection of goods and storage in line with INCOTERMS set in the contracts.
- Check and ensure the correctness of shipping documents received from UNOPS suppliers in compliance with UNOPS requirements.
- Represent UNOPS with all relevant authorities in Somalia for customs clearance and import approvals.
- Receipt and inspection of all delivered assets from contractors, suppliers under the supervision of the Logistics and Asset Management Analyst.
- Manage inspection of all stores and equipment for correct quantity, quality, damage, completeness, and serviceability, with direction from Logistics and Asset Management Analyst.
- Ensure that a register for assets, non-expendable property and equipment Purchase Orders is established and maintained/updated on an ongoing basis.
- Ensure all assets and equipment received are stored safely, correctly, and securely depending upon the item classification.
- Ensure any discrepancies are fully investigated and resolved using the Loss and Damage process.
- Process entry and exit clearances for shipments arriving and/or being sent to various sectors across Somalia.
- Process Cargo Manifest requests for UNMAS/UNOPS shipments and deliver cargo to Movement Control Unit of the UNSOS mission for onward shipment.
- Maintain an accurate shipment tracking sheet and update the procurement team on the shipments expected dates and any challenges encountered with the suppliers.
- Ensure all stored assets are securely kept, protected from elements, well-organized, and properly accounted for.
- Prepare and submit logistical reports as requested by the supervisor.
- Implement and maintain sound asset management and inventory control system in accordance with UNOPS Asset Management policy.
- Ensuring all UNOPS drivers are adhering to UNOPS driving and safety regulations.
- Assist in the Asset verification exercise carried out on regular basis and upon request from the Logistics and Asset Management Analyst.
- Update stocks records on weekly basis and advise each project pillar on what equipment is available
- Ensure that the stores are well arranged and items requiring special conditions e.g. ACs are well stored in AC containers.
- Perform any other relevant duties required by Supervisor.

Education/Experience/Language requirements
a) Education:
- First Level University Degree (Bachelor Degree or equivalent) with two years of relevant experience; OR
- High School (Secondary or equivalent) with six years of relevant experience is required.
b) Experience:
- Relevant experience is defined as experience working in Logistics, Asset Management, Cargo Management, Supply Chain Management or Support Services.
- Computer Literacy is required.
c) Language:
- Fluency in English (speaking, writing, and reading) is required.
- Fluency in Somali (speaking, writing and reading) is required.
