Background
MNC03 is the country department managing the Egypt, Yemen, and Djibouti country programs. The WBG is a major development partner for all three countries. A rich program of knowledge and analytical work underpins our engagement in all three countries. In Djibouti, IDA has provided a substantial resource increase leveraging of grant resources  with a strong emphasis on supporting host communities and refugees. There is a growing program to address social vulnerabilities and support enhanced governance, institutions building for policy making, and regional integration and connectivity under the Horn of Africa Initiative. The current portfolio is about USD 250 million.

The MNC03 program is managed out of the Egypt country office. The Egypt Country Office has about 80 staff and works as a regional hub for some other functions also. The Yemen program is headed by a Country Manager currently based in Amman (plans to move to Yemen when security situation permits). The Djibouti Country Office is headed by a Resident Representative reporting to the Country Director based in Cairo.  The Resident Representative is supported in Djibouti by a Senior Economist, a Senior Governance Specialist, a Senior Procurement Specialist, an Operations Officer, Operations Analyst and Program Assistant.
The Djibouti Office is looking to recruit a high-performing, Team Assistant – to be based in Djibouti – reporting directly to the Resident Representative. The Team Assistant is an integral part of the Djibouti Country Office Administrative and Client Support (ACS) team. (S)He will provide administrative and client support to the operational Staff. The job implies frequent interaction with other institutional units, staff in other locations (locally and internationally), Government officials, consultants, and external organizations.
Roles and Responsibilities
  • Planning and managing events for the office and for visiting missions:
     

    • Draft and disseminate invitation letter and agenda, follow-up confirmation, register participants, and make sure all required documentations are accurately recorded proactively.
    • Identify cost items and prepare budget estimates for the event and Select appropriate vendor and reserve venue
    • Follow-up approval and secure booking – Provide logistic support for regional and international participants
  • Provide full support to GPs activities at the office:
    • Administrative, logistic, and general office support to all visiting missions
      • Provide tasks teams with operational and administrative procedures
      • Ensure effective support for visiting mission inquiries about hotels, transportation, local security clearances
    • Work closely with Senior staff
    • Liaise with internal and external clients, stakeholders, partners, and beneficiaries to arrange meetings for missions
    • Provide logistic support for missions, such as transport (car rental), accommodation, and travel requests.
    • Handle VC and audio conference requests through eservices and ensure connection in close collaboration with IT staff
  • Provide full Administrative and RM support:
    • Receive and register all incoming invoices
    • Ensure accurate transmission of invoices to relevant parties following the RM process
    • Be a liaison between the bank and the RM team
    • Liaise with vendors to ensure invoices are received on time and follow-up with RM colleagues to make sure payments are prepared accordingly
    • Ensure physical and electronic archive of documents (correspondences, invoices, payments, reports, ect…) through physical archive and WBDocs
  • Back up for the Program Assistant
    • Support to the Resident Representative
      • prepare meeting for the ResRep
    • Office running
      • handle administrative tasks

Selection Criteria

  • Bachelor’s degree Management, Accounts, Commerce, Business, IT or other related field with 2 years of experience, or equivalent combination of education and experience
  • Minimum of 6 months experience of relevant WBG experience
  • Positive work attitude and teamwork, willing to help colleagues even outside of prescribed responsibilities, ability to maintain a clear head under pressure, and ability to work under tight deadlines
  • Highly organized; does not let items fall through the cracks nor need to be reminded of tasks
  • Self-starter, who pays attention to detail, is well organized and focused, and works with minimal supervision
  • Accepts new challenges and responsibilities to develop self, understand the big picture and benefit the corporation
  • Ability to function independently as well as in a team with a high degree of motivation, flexibility and reliability
  • Familiarity with WBG policies and procedures
  • Strong communications skills, both verbally in in writing letters, e-mail, and meeting minutes/summaries; strong overall interpersonal skills
  • Fully fluent in English and French, both verbal and written
  • Advanced working skills in multiple software applications (Outlook, Word, Excel, and PowerPoint)
