GENERAL MISSION – HUMANITY & INCLUSION

Created in 1982, Humanity & Inclusion/ formerly known as Handicap International (HI) is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside people with disabilities and other vulnerable groups, our actions are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. HI was the co-winner of the Nobel Peace Prize in 1997 for its role in the International Campaign to Ban Landmines.

HI started in Somaliland in 1992 by setting up a rehabilitation center and supporting a local NGO, Disability Action Network, in building their capacity and take over the management of the rehabilitation center in Hargeisa, some years later. HI’s strategy in Somalia is to support local and international actors, access to services and advocacy for the rights of persons with disabilities and other disadvantaged groups such as older persons. HI engages with development and/or humanitarian actors through partnership, collaboration and capacity development to promote inclusion, access to and participation of persons with disabilities in basic and specific services as well as in decision making processes that affect their lives.

ROLE OF THE POSITION

Considering more than two years from the declaration of the SARS-CoV2 pandemic, its current evolution, and potential scenarios for coming months as described by the WHO, this consultancy is sought for a project that aims to contribute to reinforce recovery and preparedness for health emergencies leaving no one behind, strengthening inclusive health systems, and promoting prevention for all.

Details on project and approach

1. Assessment will be done using the World Health Organization (WHO) tool on Behavioural and Social Drivers of Vaccination Tools and Practical Guidance for Achieving High Uptake’. The output will inform the design of the RCCE strategy (problem framing, coping mechanisms, messages, dissemination methods), in addition to community consultation at each phases of the process;
2. Implementation consists in a training for the team delivering inclusive RCCE activities like developing inclusive media products (radio/TV/IEC), and promoting in-presence dialogue with the community;
3. Evaluation of the process and its impact;
4. Advocacy toward authorities and health stakeholders based on the project results and evidences gathered.

Consultant – RCCE will play a key role in design, planning, implementation, and evaluation of RCCE. The consultant will play a lead role in adapting, testing, and using RCCE tools and monitoring the progress of activities to ensure a consistent and coherent execution of RCCE activities in the targeted locations.

Responsibility 1: Technical guidance

• Familiarise with the WHO tool ‘Behavioural and Social Drivers of Vaccination Tools and Practical Guidance for Achieving High Uptake’ to be used in the data collection; supervise translation, provide cultural adaptation, ensure inclusiveness for its use among persons with diverse impairments
• Design and provide training and technical assistance on regular basis to team on the inclusive use of the tool and support the documentation of these activities.
• Support the deployment of data collection in close coordination with the project manager and monitoring the progress
• Support activities for meaningful participation of persons with disabilities and community stakeholders in all phases of the project.
• Support country teams in development of RCCE material to be used by community mobilisers
• Compile all RCCE IEC material with technical guidance on how to produce accessible communication material for different groups of persons with disabilities

Responsibility 2: Operations and Reporting

• Organizes in collaboration with the Project Manager the monitoring and follow-up of the RCCE activities
• Provides all scheduled reports and other reporting requirements:
• Participates in writing the technical RCCE aspects of regular project reports (donor reports, and internal reports)
• Regular participation in team meetings, Technical Calls with HQ specialists, networking activities with partners, stakeholders, and donors under request of the project manager
• Write a report based on the data collection, extracting the key findings and recommendations both for promoting vaccination and for an inclusive use of the tool in the future

Responsibility 3: Research and learning

• As needed work closely with the inclusive health specialist in refining and facilitation Training of Trainers (ToT) the training packages for health staff
• Support the development and dissemination of lesson learning and good practices for the whole project
• Build the capacity of HI teams and other partners to develop and manage health communication activities.

Responsibility 4: Respect HI identity, rules and policies;

• Know, understand, apply and respect HI code of conduct and ethics, HI mandate and values, HI rules and operating procedure, HI policies (child protection policy, policy and mechanism for the prevention of and fight against bribery, the protection of beneficiaries from sexual exploitation, abuse and harassment policy) and make sure they are known, understood, applied and respected by the team
• Know, understand, apply and respect HI security rules and regulations and make sure they are known, understood, articulated and applied by her/his team
