- Background
The Government of Somaliland has received a grant from the World Bank to implement the Somali Electricity Sector Recovery Project (SESRP). The Project Development Objective of SESRP is to increase access to electricity services and to re-establish the electricity supply industry in the Project Areas.
The Ministry of Energy and Minerals (the Ministry) has established a Project Implementation Unit (PIU) to carry out the day-to-day activities of project planning, coordination, and implementation of the Somali Electricity Sector Recovery Project.
The project comprises of the following four components: (i) Sub-transmission and distribution network reconstruction, reinforcement, and operations efficiency in the major load centers of Hargeisa; (ii) Hybridization and battery storage systems for mini grids; (iii) Stand-alone solar off-grid access to public institutions (Health and Education); (iv) Institutional Development and Capacity Building.
The Ministry of Energy and Minerals (MoEM) therefore intends to apply part of the proceeds of the SESRP Project to hire a consultant to work as Technical Specialist to develop preliminary designs and Sizing of SPVs for Health facilities to be electrified in Somaliland for the World Bank – financed Electricity Sector Recovery Project.
Skills and Qualifications
- Scope of Work and Responsibilities:
The scope of work for the assignment includes but not limited to the following tasks:
The Technical Specialist is expected to work with the Ministry of Health (MoH), the MoEWR and the PIU; and will be responsible to (i) conduct site assessment and data collection to present the preliminary design, (ii) Prepare a comprehensive technical design of SPV system with energy storage solutions including technical and economic feasibility, approximated site plan and layout for the selected health institutions according to applicable local and international standards, (iii) Propose the Optimal Solar PV and Energy Storage solution specifying the Total Costs Investment, optimal sizing of the Solar PV Capacity, Energy Production Capacity, Renewable Fraction, Grid usage for the selected beneficiary institutions, (iv) propose Strategy to ensure the sustainability of solar systems installed in off grid public facilities based on different possible business models available, (v) Preparation of bidding documents for Engineering, procurement and installation of solar PV system and Energy Storage Solutions, including bill of quantities with costs estimates.

- Selection Criteria:
Selection shall be based on qualifications and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:
Bachelor’s degree in Energy, Electrical and Electronics Engineering, Power Engineering or Renewable Energy. Advanced/Master’s Degree is an added advantage; Minimum of 8 years of design and engineering experience in the renewable energy sector with strong exposure to mini-grids and off-grid electrification, Strong analytical skills and experience in undertaking technical feasibility studies, design work for mini grids, SPV – BES systems and other renewable micro grids, Demonstrated ability to prepare a biding document, technical studies and developing financial and economic analysis for SPV-BESS projects with Levelized cost of energy (LCOE) and considering acceptable FIRR. The Consultant should provide at least 3 projects 3 SPV-BESS projects undertaken and Similar experience working in Fragile States and working with the government as well as World Bank projects, international organizations or projects funded by the international community.
- Duration:
The duration for the assignment is initially for six (6) months period with an extension based on project duration.
- The Ministry of Energy and Minerals now invites eligible Individual Consultants to indicate their interest in providing these services. Interested Individual Consultants must submit their Curriculum Vitae (CV) indicating that they are qualified to perform the services.
- The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Servicesdated July 2016 and revised in November 2017 and August 2018 and November 2020, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
