Program Summary

The USAID/Somalia Bar Ama Baro program works to increase access to quality education for a targeted number of out-of-school children and youth (ages 9-16) in specific regions of Somalia. The program will work to increase student enrollment in alternative basic education learning sites, improve their safety, improve learning outcomes and enhance the Federal Government of Somalia’s capacity to regulate them. The programs key performance areas are: IR1: Enrollment in AEPs increased; IR2: Safety of AEP learning environments improved; IR3: Student learning outcomes in AEPs improved; IR4: Government capacity to regulate AEPs enhanced; and Cross-Cutting Themes: Youth civic engagement strengthened.

Rationale.

The technical support consultant will work with the DCOP-Policy, Curriculum and Government Liaison (PCGL) and with the Chief of Party and other project team members to provide technical support to the following work streams:

• Support with student attendance, retention and drop out prevention.
• Support improved community engagement.
• Support with conducting enrollment drive, and community level awareness campaign.
• Support with identification of schools and learning spaces, and identification of ABE teachers.
• Support with development and roll out of end of year exam for cohort 1 students.
• Support with students’ identification, placement test and enrollment.
• Support with any other tasks as assigned.

Duration of the consultancy 

• 9 months (with possibility for extension)

Deliverables

Monthly progress report.

Reporting and Supervision

The consultant will report to the Deputy Chief of Party – Technical.

Required skills and qualifications:

• Bachelors or master’s degree in a relevant field.
• Knowledge of local context and prior work experience in Somalia.
• Minimum of 4 years’ experience in the education sector.
• Excellent interpersonal skills.
• Fluency in both English and Somalia (spoken and written);
