Job Description
The purpose of the clerk position is to assist in the day-to-day implementation of the Shelter, WASH and other infrastructure projects and conduct daily site supervision for the construction works as per approved drawings, BOQ and specifications.
Generic responsibilities
- Adhere to NRC policies, tools, handbooks and guidelines.
- Assist with the implementation of the support function portfolio according to plan of action.
- Prepare and develop status reports as required by management.
- Ensure proper filing of documents.
- Promote and share ideas for improvement of the support function.
Specific responsibilities
- Conduct needs assessments for effective planning and implementation.
- Participate in preparation of tender and contract documents for the projects including Drawings, Bills of Quantities, and Request for Quotations, etc.
- Assist in preparation and distribution of tender documents for construction.
- Mobilize communities moving to the new sites developed for reintegration
- Supervise NRC’s ongoing 1,000 Shelters construction projects on assigned site.
- Conduct set out points and survey work for minor and major roads.
- Ensure adherence to the set standards at the construction sites, including those for safety, materials security, and human respect.
- Ensure that the construction work is completed in good time and that the set budget is adhered to design and BOQ.
- Provide inputs to the design and implementation of the project information gathering tool and project activity manuals.
- Participate in identifying, designing, and implementing necessary awareness raising activities, work sessions and trainings to the local communities and organizations.
- Ensure that provision of temporary shelter, emergency response, permanent Shelters or other activities are implemented in accordance with NRC norms and standards.
- Prepare field reports on construction progress, identifying gaps and bottlenecks that can obstruct proper implementation of activities.
- Ensure adherence to Environmental and Social Management Plan (ESMP) standards
Required Qualifications and Experience:
- Diploma in civil engineering or construction management with at least 4 years of site supervision and site management experience or a degree with at least 2 years of experience in a national/international NGO or construction firm.
- Previous experience working with shelter, WASH, and other infrastructure construction projects.
- Experience from working as a Project clerk in a humanitarian/recovery context.
- Documented results related to the position’s responsibilities.
- Proficiency in English and fluency in the local Somali language.
- Good communication and interpersonal skills. Particularly seeking a positive individual with strong communication skills, who can effectively communicate and guide the community during construction, build trust, and demonstrate confidence.
- Ability to work independently and as part of a team.
- Fluency in English, both written and verbal.
