Role Purpose:

Under the general guidance of project coordinator, the medical doctors will be responsible for providing day-to-day consultation and care to RAS population at their respective locations. The incumbent will closely work with the project assistants, project coordinator, RAS leaders and the hospital management to ensure effective health services to RAS are provided.

Contract Duration: 6 Months with possible extension.

Qualifications & Experience

  • Bachelors Degree in Medicine and Surgery
  • Two (2) years experience in primary health care activities
  • Experience in humanitarian response especially for refugee population
  • Strong organizational, interpersonal, and communication skills
  • Fluency in Arabic, Amharic or Oromo language is an added advantage
  • Good understanding of refugee health programming
  • Experience with international NGOs in humanitarian response

TEAM/PROGRAM: Health LOCATION: Qardho, Galkacyo, Garowe & Bossaso
GRADE: 4 CONTRACT LENGTH: 6 month initial with possible extension
CHILD SAFEGUARDING:   

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: Under the general guidance of project cooridnator, the medcial doctors will be responsibile for providing day-to-day consultation and care to RAS population at their respective locations. The incumbent will closely work with the project assistants, project coordinator, RAS leaders and the hospital management to ensure effective health services to RAS are provided.
SCOPE OF ROLE: Temporary Medcial Doctors 

Reports To: Project Coordinator

Dimensions: Save the Children works in various regions within Somalia with current staff establishment of approximately 450 staff and an annual budget of more than 100M USD

KEY AREAS OF ACCOUNTABILITY: 

  • Responsible for the daily consultation of medical cases from the RAS community at the designated outpatient clinic(s) located at the hospital(s)
  • Take detailed history, investigate, make diagnosis and prescribe appropriate medciations to RAS patients while ensuring rational drug use
  • Provide proper counseling and health education to patients about their conditions
  • Clear document any medical event such as drug reaction and conduct pharmacovigilance to filter counterfeit products in circulation
  • Conduct triaging of patients and attend to critical ones first
  • Arrange specific days to review chronic patients (epileptic, diabetic, hypertensive etc), provide refill or change medciation for continuum of care
  • Determine the patinets who require specialist review based on merit such as emergency life threatening conditions, advance complication of a disease e.t.c
  • Notify immediate supervisor on cases with medical emergency, those requiring specialist review and cases referred outside Puntland
  • Adhere to the standard protocols and guidelines in patient management
  • Review cases referred from peripheral clinics and link complicated medical/surgical cases to the respective specialist
  • Conduct ward rounds for inptaient cases from the RAS community and update their file
  • Gather patient complaint, provide feedback and link them to the appropriate services
  • Take accurate notes as a legal record, for use of other healthcare professionals and to facilitae reporting
  • Establish and maintain a database for patinets suffering from chronic conditions
  • Ensure that approparate medical records are available and in use.
  • Support in drafting weekly report for donor update
  • Coordinate ambulance request and ensure emergency cases are referred on time especially during the night
  • Ensure the patinets receive prescribed medication and report instances of drug stock-outs at the hospital
  • Undertake comtinous professional development and be abreast with current medical technology and research findings
  • Support coordination of medical camps and make necessary follow-up of cases after the event

QUALIFICATIONS AND EXPERIENCE 

Essential

·       Bachelors Degree in Medicine and Surgery

·       Two (2) years experience in primary health care activities

·       Experience in humanitarian response expecially for refugee population

·       Strong organizational, interpersonal, and communication skills

·       Understanding righst-based approaches and participatory concepts and practical experience in humanitarian settings

·       Sensitive to issues affecting children and committed to Save the Children’s Child Safe Guarding policy

Desirable 

  • Fluency in Arabic, Amharic or Oromo language is an added advantage
  • Good understanding of refugee health programming
  • Experience with international NGOs in humanitarian response
