CHILD SAFEGUARDING:
Level 4: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting the country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
Start Network is made up of more than 50 aid agencies across five continents, ranging from large international to national NGOs. Together, our aim is to transform humanitarian action through innovation, fast funding, early action, and localization. Somalia as approximately 20 other INGO as well as local and national organisations.
We’re tackling what we believe are the biggest systemic problems that the sector faces. Problems including slow and reactive funding, centralized decision-making, and an aversion to change mean that people affected by crises around the world do not receive the best help fast enough, and needless suffering results. Our work focuses on three areas to change the system: localization, new forms of financing, and collective innovation.
As Start Network MEAL officer, you will work closely with colleagues across Start Network to ensure that Start Network’s DRF work and processes are monitored, accurately recorded, and communicated to all key stakeholders. The MEAL Officer will report to the Start Network DRF Coordinator/ Advisor. The position sits within Save the Children as Programme Host to the Start Network in Somalia.
The role holder will be responsible for monitoring the delivery of ARC Replica activities and other DRF-related activities at the country level, coordinating with implementing partners, and liaising with Start Network members on ARC Replica and Start Ready to communicate monthly reporting updates and other data requests as needed. The role holder will also support with additional learning and evaluation elements of the ARC Replica/DRF projects as needed.
The purpose of the MEAL role is to strengthen the DRF strategy in Somalia through coordinating information management and reporting, and by leading internal learning among Start Network’s members in Somalia – leading to the improvement of the quality and growth of Start Network’s program in Somalia, to reduce and mitigate harm and loss of forecastable crises.
SCOPE OF ROLE:
Reports to: Start Network DRF Coordinator
· Supporting and building the capacity of Start Network staff and partners in MEAL issues including taking ownership of required data collection tools/formats from implementing teams, and translating that into donor reporting templates.
- Undertake routine data quality verification and quality program monitoring using program quality checklists, compiling findings and sharing them with respective program teams
- Participating in the development of tools and guidelines for data collection, collation, and reporting; managing a project-level data compilation for donor and country office reporting specifically indicator performance tracking for individual projects; systemically checking this data for quality, accuracy, and consistency, and providing feedback as necessary.
- Coordinate the sharing of learning related to M&E practices.
· Supporting and collaborating on situation analysis, needs, and baseline/end-line assessments, and providing support when internal/external reviews, evaluations, and lessons learned exercises have to be conducted.
- Maintaining a tracking spreadsheet for M&E activities and events – baselines, assessments, reviews, evaluations – tracking trends and recommendations, progressing their implementation where appropriate
· Maintain a Monthly Action Plan Tracker to follow up on action points agreed in monitoring reports.
· Capacity to conduct data analysis on large datasets, statistically analysing the change in indicator scores using suitable software.
· Support the Start Network MEAL team to develop an end-project report that should clearly spell out recurrent issues, findings, and successes from evaluations.
· Provide a monthly summary of key findings and recommendations to the Start Network.

Skills and Qualifications
QUALIFICATIONS AND EXPERIENCE
Essential
· Background of implementing effective M&E systems and/or accountability mechanisms in in humanitarian and developmental responses
· Demonstrable track record in data tracking and evaluation, with the ability members on M&E methodology and analyze and disseminate information to a range of stakeholder audiences.
· Computer literacy, particularly in Word, Excel, and PowerPoint.
· Excellent planning, coordination, and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities.
· Strong communication and interpersonal skills in English, with experience working in multicultural, multi-location, values-driven teams.
· Willingness to work and travel in often difficult and insecure environments.
· Commitment to Save the Children values.
Desirable:
· University degree in Monitoring and Evaluation, social sciences, statics, social work, social administration, development studies, or another relevant academic discipline with 3 years’ experience.
· Background of implementing effective M&E systems
· Working knowledge of data/statistical programs e.g. SPSS/STATA
