Human Appeal has 7 International Field Offices across Africa, Asia and the Middle East (Iraq, Lebanon, Pakistan, Palestine, Somalia, Turkey, and Yemen). Human Appeal Somalia Field office programme operations are based in Mogadishu, Gedo region and previously Bai region, with programmatic focus in the sectors of; WASH, Shelter, FSL, Education/Child Sponsorship, Protection and Health & Nutrition.
BACKGROUND OF THE PROJECT
Provision of clean and potable water to the neediest people in Gedo region is a lifesaving project that will contribute to the decrease of water scarcity in the target areas. As a result of HA Somalia’s visit in the target locations and with reference to UNOCHA’s press release about the current drought, HA Somalia will arrange a water tracking activity that will mainly reduce the risk of water scarcity. HA Somalia will contract local water supply tanker(s) who will fetch the water from the nearest water well and supply it to the needy villages through tanker/tracks. To ensure an effective implementation process, HA Somalia will send some of its programme staff to the target locations to monitor the process of the water tracking and ensure that the water reaches the right beneficiaries. The tanker/track will supply the water to the target locations by pouring it to already established catchment and water wells then will supply to the target locations.
PURPOSE OF THE ASSIGNMENT
As a result of the implementation of the aforementioned project in Bula-Hawa, and Dolow Districts of Gedo Region, and the fact that Human Appeal has no established sub office in the target location, it is indispensable to hire a temporary project focal point to take care of the remaining activities of the project.
KEY ACTIVITIES OF THE ASSIGNMENT
Under the direct supervision of the Programme Manager of HA, the WASH focal person will carry out the following key tasks: As the formal Focal Point of the mentioned project, is
required to monitor the day-to-day project activities that is taking place in Dolow and Belet-Hawa IDPs and host community.
Take the leading role of the implementation of the project in close coordination with the target community representatives, local authorities and Dolow and Belet-Hawa Ministry of Humanitarian and Disaster Management.
Provide guidance to the vendor based on the work plan given by Human Appeal to ensure that the project implementation is in line with the work plan of the project.
Represent Human Appeal in all coordination meetings held by the line ministries, local authorities or any other government entities and make formal reporting about the outcome of the meeting.
Attend humanitarian clusters where possible for the purpose of coordination and information sharing with other humanitarian actors; and then make formal feedback about the outcome of the meeting.
Develop case studies, success stories and photos where necessary to demonstrate the positive impact of the project intervention.
Develop the progressive and activity completion report and share with HA Somalia Country Office in Mogadishu.
Provide (Geographical Information Data) of the operation area using GIS tools. Carryout any other duties required within the project

Skills and Qualifications
Bachelor’s degree in Public Health, Environmental Health with minimum 3 years’ experience or Diploma in Public Health with 5 years’ experience.
Practical experience in implementing project with community participation approaches
Excellent English communication skills (both oral and written). Somali language is needed and Arabic language is desirable.
Conversant with area and knowledge/Skills (GIS) Geographic information System Excellent report writing and editing skills.
Ability to work independently, exercise judgement and flexibility in a very challenging environment.
Excellent command in computer skills Demonstrated organizational skills.
Strong team leadership and conflict resolution skills, adaptability and interest in capacity building.
Ability to relate to and motivate team members effectively. Highly reliable, able to consistently meet tight deadlines.
Desirable Skills:
Strong on assessments and case management.
First- hand knowledge of IDP Camps in the area of assignment
Solid understanding of the political context in Somalia, including security and economic situation of the operation area.
Excellent cross-cultural awareness.
Understanding mainstreaming issues of Gender equity and Protection in WASH
Experience working in security-sensitive environments and enforcement of team security protocols is an asset.
Familiarity with the inter agency standing Committee (IASC) guidelines for interventions in humanitarian settings.
