Introduction and Background:

At DBG, selecting reliable and competent suppliers is crucial for the successful implementation of projects and procurement activities. This selection criteria document aims to provide a standardized approach to evaluating potential suppliers based on various essential factors. The criteria outlined below ensure that suppliers meet the necessary legal, financial and technical requirements, contributing to the overall success of humanitarian projects. The evaluation process assigns a total of 100 points, distributed across different criteria, to facilitate fair and comprehensive assessment. This evaluation applies to purchase and distribution of supplies.

150g Watermelon, 100g Tomato, 150g Lettuce, 150g Spinach, and 100g Green pepper; fresh, viable, clean, properly labelled and suitable for the local growing conditions.
2 Basic Farming Tools (Hoe, Fork Hoe, Hand Trowels, Gloves, machetes, gumboots) kit 50 Complete basic farming tool set per kit; each kit consists of:
1 hoe, 1 fork hoe, 1 hand trowel, 1 pair of durable protective gloves, 1 machete, and 1 pair of durable gumboots; good-quality, rust-resistant, and suitable for small-scale farming.
Gumboot sizes should fit the beneficiaries; the bidder will replace if different size is needed.
3 Watering can 10L pc 50 Each HH will be given one10-litre durable plastic watering can with a sturdy, comfortable handle, balanced design, and corrosion-resistant construction; fitted with a suitable sprinkler rose/nozzle for even water distribution and suitable for watering vegetable beds and seedlings.
4 16L Manual Knapsack Sprayer pc 50 Each HH will be given a16-litre manual knapsack sprayer with a durable, leak-proof tank; high-pressure hand pump; adjustable spray nozzle; comfortable shoulder straps; corrosion-resistant components; and suitable for crop-protection and agricultural inputs.
5 Empty Sacks pc 200 Durable empty sacks, suitable for vegetable cultivation; approximately 20–25 kg capacity, clean, strong and free from holes or contamination. Each HH will be given 4 pcs.
6 Seed trays/ seedling pc 200 Durable plastic seedling trays with multiple planting cells (approximately 50–72 cells per tray), suitable for nursery seedling production; reusable and easy to clean. 4 pcs/HH.
7 Organic Manure Fertilizers sack 50 50 kg sack of high-quality organic manure suitable for local soil conditions and vegetable production; well-composted, free from contaminants.

 

Mandatory Eligibility Required Documents and Technical evaluation and criteria table

These documents are mandatory ones, and a supplier will not be evaluated if the below documents are not in place.

  1. Proposal Submission Form duly completed and signed by the Company.
  2. Valid legal registration/business permit certificate from the Benadir State/Municipality of Mogadishu.
  3. Latest valid tax compliance certificate from the Somali Ministry of Finance.

Bid Documents

  1. Updated profile of the company with detailed physical verifiable contact address
  2. Bank statement covering last 6 months and showing the balance.
  3. Documents showing related previous work experience (e.g, service contract)

Selection Criteria

  1. Price ratio
  2. Delivery time (number of days/weeks from contract signing)
  3. Similar experience in distribution of agricultural inputs.
  4. Financial capacity to carry out the activity (attached active bank statement).
  5. Validity time of price quotation.
  6. Payment terms.

Points to consider during financial evaluation:

  1. Arithmetic clearance must be done for cost evaluation separately.
  2. If two suppliers quote the same amount the one with the highest technicality marks will be taken into consideration except for special circumstances which the committee needs to justify in writing in the minutes.
  3. All errors must be cleared up before any conclusion is made.
  4. The average pass mark is 60% and above, any exception to this pass mark must be justified and approved by the Executive Director.

Each supplier is evaluated based on the criteria above, with points awarded according to their compliance and documentation. The supplier with the highest total points is considered the most suitable for the tender. This structured approach ensures transparency, fairness, and a focus on quality and reliability in supplier selection, particularly suited for DBG.
