Project Name: Provision of integrated life-saving assistance for wash to the most vulnerable communities in under-served and hard-to-reach rural areas in Dinsor district, Bay region of Somalia

Introduction

Wadajir Rural Development Organization (WARDO), WARDO is a civil society organization, WARDO has been working since 2005 in Somalia, it was established by group of Somali humanitarian and development workers who were dedicated and committed to social developments through education and youth development, agriculture and livelihoods, protection, emergency response and water and sanitation programs. WADAJIR Rural Development Organization (WARDO) is a registered and operational Non-Governmental Organization in South and Central Somalia, WARDO was registered in 2005 by the Federal Government of Somalia. The organization has its main office in Mogadishu and Baidoa, with regional offices in the other 4 FMS of South and Central Somalia (Jubaland, Galmudug, Southwest, and Hir-Shabelle).

Context analyses

The protracted humanitarian crisis in Diinsoor is multi-layered and complex. Limited development coupled with recurring climatic shocks, such as the persistent La Nino impact and the preceded drought, and flash floods give rise to high levels of need among affected populations. According to the Somalia WASH Cluster, Diinsoor is classified among districts facing severe to extreme WASH stress, with traditional sources such as shallow wells and berkads frequently drying out. OCHA reports that over 19,800 cases of acute watery diarrhea/cholera occurred in 2024. The WASH Cluster estimates that lifesaving sanitation services in Diinsoor are reaching only a fraction of those in need, driving significant public health risks. National reports note that approximately 6.6 million people across Somalia face water shortages, In a preliminary assessment conducted by WARDO – during the period of work with SHF in Diinsoor, WARDO came to know that these recurring adverse events had scaled up further mile in the inaccessibility of safe and potable water due to the exposure and vulnerability of the local community, it furthermore brought poor hygiene and sanitation in the overcrowded areas, malnutrition and improper health services and facilities, the La Nino impact is very alarming and persistent, and preceding El Nino floods increased people exposure to all forms of natural disasters.

Activity description

Lot 1

WARDO proposes to rehabilitate one publicly owned shallow well to enhance safe and sustainable access to water. The rehabilitation process will include well protection, the installation of a solar-powered pumping system, and the construction of a 15m³ elevated storage tank to improve water yield and pumping efficiency while protecting against contamination. The solar system will feature eight photovoltaic panels (450 W each), a 2.0 kW submersible pump, a 3 kW pump controller.

Lot 2

Construction of new water systems Standard Activity: New water points construction WARDO proposes the construction of two (2) strategically located water kiosks, designed to serve at least 2,000 individuals. These water points will be connected to the extended water distribution system outlined in activity

Lot 3

Standard Activity: Rehabilitation of water systems WARDO proposes to install a 500-meter water distribution pipeline to extend water from the rehabilitated shallow well described in Activity 1.1.1 to nearby communities. This pipeline will facilitate direct connection to the proposed water kiosks under Activity 1.1.3, thereby enhancing community access to safe and clean water.

The deadline for submitting the tender documents is on or before 4:30 PM EAT on 31th August 2025.

The Tender documents should be addressed to WARDO offices – in sealed envelope marked: CBPF-SOM-25-S-NGO-36444 “construction of 1 shallow well with solar pump along elevated tank and 2 kiosk FOLLOWING 500 meter PIPELINE installation.

Any tender received after this deadline will not be considered.
