BACKGROUND

The Somali NGO Consortium is a membership organization of national and international NGOs that work together for an enabling environment for the efficient and effective delivery of humanitarian and development assistance for all Somali people.

The Somalia NGO Consortium (SNC) members have provided humanitarian and development assistance to communities in all regions of Somalia for decades. The operating environment in Somalia is highly challenging and complex, due to continuing conflict, lack of, weak or contested governance, high levels of criminality, and restricted humanitarian access to populations in need. For a long time, NGOs have encountered both security and operational challenges to their engagement in Somalia and yet have maintained their role of addressing the persistent needs of the communities they work with.

International organizations (Donors, NGOs & UN) regularly partner with national organizations to deliver assistance. Partnerships do not always include capacity development inputs for local partners, who at times struggle to build and maintain the capacity of their staff to meet the complex grant management requirements of their funders. Risk Management & Accountability (RMA) are two areas in which meeting the demands of complex systems can be a challenge. The SNC therefore wishes to hire a consultant trainer to design and deliver basic introductory courses in these important topics to approximately 30-35 NGO staff.

CONTEXTUAL ANALYSIS

For many years NGO humanitarian, development and peacebuilding partners have been delivering aid to Somali population in a challenging and hazardous environment. Despite progress, Somalia’s risk context remains fragile and challenged due to weak governance, conflict, climate change and ongoing environmental crises, limited access to support populations in need, and political and clan dynamics.

OBJECTIVES

In Somalia responding to humanitarian needs means requiring NGOs to manage risk in more nimble and proactive ways. Risk management capabilities and models vary tremendously across NGOs and humanitarian stakeholders. To address the need for continued peer learning across the NGO community.

Therefore, the Somali NGO Consortium is undertaking this assignment considering Risk management and Accountability is a main pillar in the SNC mandate. Working with members to assist in capacity building on RMA principles and strengthen their systems.

This project will roll out information and dissemination of RMA to its members with the following objectives:.

• SNC members will have committed to upholding updated NGO Risk Management and Accountability (RMA) principles. Agreed principles/guidelines available and NGO signatories committed to adhere to them.
• NGO signatories of RMA principles will have strengthened their RMA systems as evidenced by self-assessment survey.
• NGOs trained in RMA best practice & NGO guideline requirements.

RATIONALE

The purpose of the training is to provide an overview of the basic principles and methodologies for Risk Management & Accountability, with emphasis on practical application. Upon completion of the course, the participants will be able to:

1. Demonstrate knowledge of Basic NGO Risk Management and Accountability and why it is required.
2. Develop a simple Risk Register and contribute to the road map to implementation of prioritized Collective Risks for NGOs in Somalia.
3. Familiarize and appreciate the NGO Consortium Guidelines on Risk Management & Accountability and the requirements to sign on to this document.

Scope of Work

The consultant will be required to:

1. Design/administer/deliver three 1-day participatory training courses in accordance with course objectives. These courses will be delivered in three locations (Mogadishu, Kismayo and Dhusamareeb) and each course will have  30-35 NGO participants who operate in Somalia .
2. Develop key messages in relation to the joint risk register to convey to joint task force(s)
3. reduce a concise training report including recommendations for future training.

DELIVERABLES

The consultant will work closely with the Somali NGO Consortium team the  key deliverables below.

1. Submit detailed inception report clearly highlighting the technical and financial requirements.
2. Develop and submit the training themes, session plan and tools with SNC.
3. Deliver the training to the targeted participants during the training workshop.
4. Compile and submit detailed training report with key messages on the joint risk register for implementation of joint risk management initiatives.

TIMELINES

The training is planned to be undertaken as soon as the consultant is recruited. The training is planned to be held in Mogadishu, Kismayo and Dhusamareeb with a projection of conducting future training courses in Garowe, Hargeisa depending on the availability of funds. The training will be delivered in a total of three (3) days – one day for each area (Mogadishu, Kismayo and Dhusamareeb).
