Background

Situation in Somalia

Somalia is facing the risk of famine. An estimated 4.9 million Somalis are affected, with 719,000 displaced in search of water, food and pasture. Over 3.5 million people lack sufficient access to water. In addition, the drought has disrupted education for 1.4 million children; of whom 420,000 (45 per cent girls) are at risk of dropping out of school. Forecasts indicate a likelihood of average to below-average rains during the April-June season1, which will exacerbate the situation. One person dies from hunger every two minutes and 15 seconds A delayed response cost over 250,000 lives in 2011

Joint Response

Drought Joint Response is an emergency response to the acute drought situation in Somalia funded by Danish Relief Alliance DRA and implemented in Somalia through IRC, CARE International, Oxfam, Tear Fund, Save the Children International, and their local partners GREDO, WASDA, WRRS, ADESO, and KAALO. The Drought Joint Response budget EUR 2.5 million covering emergency response activities in Food Security, WASH, Protection, and Cash.

Purpose

The main aim of this assignment is to shade the light on the sever situation of drought in Somalia and present the efforts made to provide humanitarian assistance implemented under the Drought Joint Response through DRA coalition members and their local partners through developing videography materials reflect this information.

Specific task of the assignment

In collaboration with Oxfam and consortium members, the consultant expected to complete the following tasks:

  1. Develop the story of the video 7 – 10 minutes as well as two short versions 30 – 60 seconds for social media reels, including identifying the required information, interviews, other materials, and shoots needed and develop a clear plan for collecting all the materials needed.
  2. Develop the questions and the information needed for each interview, review, select and edit the final transcript of the success stories to be included.
  3. Conduct the Interviews agreed previously with all agreed various stakeholders.
  4. Conduct the required shootings and filming in the field (3 – 5 locations) in collaboration with consortium members and partners
  5. Collect five humanitarian stories from the beneficiaries and provide them with 25 – 30 high quality professional photos
  6. Conduct all the translation needed from Somali to English and add subtitles in English for the entire video
  7. Present draft project and technical brief(s) to Oxfam team for review and comments.
  8. Produce final edited video and the two short reels in soft copy, with the transcript and the all the related documents developed during the process, storyline, interview’s structure …etc.

Expected Output and scope of work

  1. Final edited 7–10 minute video in soft copy reflecting the drought situation and the Drought Joint Response efforts
  2. Two short reels for social media with direct to the point messages from the original video
  3. 25 – 30 professional photos aligned with five humanitarian stories from the beneficiaries
  4. All the documents related, including storyline, interview’s structure, and success stories
  5. All raw footage both videos and quality photo gallery.

Timelines

  • 18th June 2022: Deadline for Expression of Interest
  • 23rd June 2022: Presentations and interviews with the short-listed candidates
  • 27th June 2022: Selection of consultant/ company and provide all the required data
  • 30th June 2022: Deliver the work plan including all materials needed and the plan for field shooting and filming
  • 18th July 2022: conduct all the interviews, shooting, and required work and submit the first draft of the video with the skeleton of the two reels
  • 21st July 2022: share the final comments to be included and finalized
  • 31st July 2022: Submit the final package including the video, two reels, and the other documents

Skills and Qualifications

Essential

  • University degree in the field of journalism, communications, media, or an equivalent professional certificate with clear track record
  • More than 3 years of experience working in a similar field and a good understanding of the climate challenges in East Africa
  • Strong experience in producing development work-related documentaries and publications documents with focus on audience from local and international communities.
  • Ability to produce video content in a short space of time. Must be based in Somalia/Land.
  • Must be able to supply all equipment e.g. cameras, lens, microphones …etc. to be used while shooting.
  • Bi-lingual Somali-English or work with local translators and interpreters.

Desirable:

  • Experience working with National NGOs, International NGOs and county governments
  • Experience in making compelling videos of project work and human-interest stories.
  • Flexible and agile personality and ability to work with different people from different backgrounds and adapt to changes
  • Proven experience in telling success stories in written and audio-visual materials.

  • Updated CV/ company profile with copy of related certificates and documents
  • Consultant/ company portfolio and examples of previous works
  • Detailed narrative proposal explaining the methodology, tools and equipment to be used, and the ways of working to complete the assignment
  • Detailed workplan showing the steps and timeline of the assignment
  • Detailed budget showing the daily rate and number of days required to complete each task or component plus other costs. Bidder should pay attention to taxes and logistics costs as per the following:
    1. Taxes: In Somalia tax rate is 6% tax for National consultant and 12 % tax for international consultants and this will be covered by the consultant.
    2. Logistics and travel: Financial quotation should include all the logistics, travelling, accommodation, printing … and other costs, Oxfam will not cover any additional expenses related to this assignment
