Terms of Reference for capacity building for DBG staff in Mogadishu Somalia
- Introduction
CARE International and DBG are currently collaborating in the implementation of the “Humanitarian Partnership Platform (HPP)”. The HPP forms part of CARE International’s capacity development support to DBG to enhance its operational and programming capacity. As part of the efforts to develop its institutional capacity, DBG has proposed a set of interventions that targets program development, and enhancement of operations both at its headquarters and in the field. Broadly, the HPP interventions components cover the following areas:
- Conducting a rapid needs assessment in key program sectors including education, livelihood, WASH, food security and protection in Galmudug and Benadir regions of Somalia
- Conducting training for DBG program staff on advanced programming in Somalia context, strategic planning, leadership and management and networking with other partners.
- Undertaking capacity building to strengthen DBG’s operational functions and to scale up service delivery in the following support and trainings areas:
- Upgrade of financial systems and tools through the purchase of a modern financial management software application.
- Purchase scanner, essential office equipment and furniture.
- Training in use of new financial software and hands-on coaching on use of new software
- Training of DBG finance staff on financial management, Donor compliance and advance excel trainings.
DBG is therefore seeking the services of an experienced consultant/consultancy firm on a short-term basis to undertake two sets of trainings for its operations staff on; i) Quick books (updated version) and ii) financial management (Grants Management and Donor Compliance). The ideal consultant/consultancy firm must have extensive years of experience in facilitation and delivering diverse training programs, experience in training materials development and institutional capacity building.
The consultant/consultancy firm will work closely with the DBG team and will facilitate the two sets of trainings for the operations staff.
- Objectives of the assignment
The main objective of the assignment is to enhance DBGs institutional capacity by equipping staff members with the necessary programming knowledge and operational skills to enhance the delivery of its joint programs supported by CARE International and other development partners. More specifically, the training seeks to:
- Enhance the capacity of the operations staff in the use of the new financial software (Quckbook updated version), financial management with a focus on grants management and donor compliance.
- Scope of the training assignment
The scope of the assignment will include the following:
- Preparatory activities
- Make contact with DBG program and operations teams to familiarize with the areas of training needs prior to the training and make necessary logistical arrangements for the trainings;
- Prepare training materials and handouts for the various training components identified.
- Training activities
- Training operations staff in the specified days.
- Facilitate discussions on challenges experienced in operations in the Somalia context.
- Reporting activities
- Prepare a detailed training report.
- Support to ensure the training evaluation are documented, collected and analyzed and included in the overall training report.

- Training delivery methods
The consultant is expected to train the staff on the two components identified through a participatory and trainee-centered approach. The consultant is however encouraged during the preparatory stage to explore with the staff what would work for them and to tailor the training material development to their needs: The following are suggested as possible training methods:

- Instructor led training through presentations
- Role playing
- Case studies

Logistics: The consultant’s travel from base and in the field (project districts) including airport tax, food, and accommodation will be covered by DBG.
- Consultants profile
The consultant should have the following essential skills and knowledge:
- Understanding of the development context of Somalia and aspects of institutional capacity building for local NGOs.
- In-depth understanding of development context of Galmudug and Banadi regions.
- In-depth knowledge of and technical experience in training facilitation for finance software applications and Microsoft spreadsheets
- Substantial knowledge and experience learning methodological approaches and tools and strong skills in facilitating trainings on, generating debate and engagement.
- Strong interactive facilitation skills and an adaptive, dynamic instructional approach to ensure learning remains tailored to specific staff needs
- The ability to communicate technical subject matter (in oral and written form) to staff with varying technical knowledge and skills.

- Which should include: (i) profile of the Consultant/firm to be involved in undertaking the assignment, (ii) brief technical capacity of the consultant/firm to undertake the assignment with particular emphasis on previous experience in this kind of work; (iii) Understanding of the TOR and the task to be accomplished, (iv) Methodology to be adopted to deliver the assignment and (v) a draft work and plan.
Financial proposal
- Including consultancy fees and field travel, accommodation and transport cost; stationeries and supplies needed, but will be taken care of by DBG.
