TERMS OF REFERENCE
CAPACITY BUILDING PROGRAMME FOR OXFAM LOCAL PARTENRS
Background:

We believe that implementing programs in partnership increases the collective knowledge, skills, reach, and experience applied to an issue or challenge. To build a partnership, Oxfam and partners hold a series of conversations in which we address shared values (ethical alignment), a shared vision (strategic alignment) and building trust to work together (operational relationship and accountability).
The Programme is planned to mobilize partners and strengthen their organizational setting in certain areas such as: advocacy, fundraising, proposal writing . This is intended to be achieved through building knowledge, capabilities, and transforming partners structurally. This component of the program is the result of the (Project Risk Management Approach) which is an internal procedure that focus in assessing risks, identifying, developing, and implementing strategies for partnership capacity development.
Objectives of the Assignment:
Oxfam is looking for experienced consultant to conduct trainings to equip and support partner staff to enhance their skills in advocacy, fundraising, proposal writing with a specific focus on influencing policy development, technical support on developing integrated proposals, developing funding Strategy. The assignment targets five partner organizations and exclusively their staff under advocacy, fundraising and program departments.
Following are also the assignment objectives:
- Carry out Focus Group Discussions and Key Informants Interviews to understand partners existing policies/procedures on advocacy, fundraising, proposal writing.
- Work on enhancing the existing polices and procedures and identifying the gabs to be filled.
- Train key partner staff on approaches to develop wining proposals.
- Training partners on Fundraising methods and develop fundraising policy.
- Ensuring partners have fundamental understanding on important of strategic advocacy and developing a sound advocacy policy.
Training Deliverables:
- Coaching 5 partner organizations in advocacy, fundraising, proposal writing.
- Supporting partner staff in developing policies and procedures in advocacy, fundraising, proposal writing.
- Training report.
Time frame:
- The assignment days including preparing the mission report shall last for 15 days. The assignment planned to start on 15th Agust.2022
Skills and Qualifications
- Familiar with /knowledge of working in the humanitarian sector and organizational policies and procedures
- Experience with conducting organizational trainings
- Familiar with /knowledge of working in a Somali context will be considered as an advantage.
How to apply
Qualified consultants -individual or institutional consultants- are invited to submit a proposal (in English) that includes the following:
- CV and cover letter, outlining experience in developing organizational policies/procedures and experience in conducting trainings to local organizations in advocacy, fundraising, proposal writing .
- Workplan and draft course outline including a summary of the content areas to be covered and daily program of activities.
- Detailed reference list indicating the scope and magnitude of similar assignments.
- Registration and other relevant statutory documents required for the institutional consultants.
- The financial proposal in USD clearly showing the budgeted cost of the work to be conducted (to be submitted in a separate document from the technical proposal) including 6% Somaliland Government tax for local consultant and 12% for the international consultant.
