 1.0   Background

Candlelight for Environment, Education and Health (Candlelight) received funding from the Somalia Humanitarian Fund (SHF) to implement a project titled Emergency supply of safe water, sanitation, and hygiene services among drought-affected households in Buuhoodle district of Togdheel region. The overall objective of the project is to increase access to safe water, sanitation, and hygiene services among the most vulnerable settlements and communities in Buuhoodle district of Sool region.

To achieve the above objective, the project; Emergency supply of safe water, sanitation, and hygiene services among drought-affected households in Buuhoodle district of Togdheer region aims to; 1) Provide and restore sustainable access to safe and equitable WASH services in targeted locations (including non-IDP men, women, boys, and girls) and 2) Deliver life-saving WASH assistance to reduce acute needs among most vulnerable settlements and communities (including men, women, boys, and girls) in a dignified manner.

Specifically, the project aims at restoring sustainable access to safe and equitable water supply through rehabilitation of four (4) high yielding water points (boreholes), installation of one (1) desalination unit on a strategic borehole in Buuhoodle town and providing two (2) rounds of cash for water to 1300 households especially in the rural IDP communities with each household receiving $34 per month through mobile money transfer. The project also seeks to promote communal and personal hygiene and sanitation through construction of 120 latrines (15% of which should be user-friendly for PwDs), conducting hygiene and sanitation awareness in all target communities and further distribute 1600 hygiene kits including female-specific hygiene items (sanitary materials). Finally, the project will further build the capacity of WASH committees to be able to sustainably Operate and Maintain the rehabilitated water sources.

The project will be implemented across eight (8) villages in Buuhoodle district including Buhoodle, Caroweyn, Cudanley, Ceegag, Dhilaalo, Horufadhi, Qabri Huluul and Sool Jogto villages. It’s anticipated that the project will reach out to at least 29,166 drought affected and vulnerable people in IDP and host communities.

2.0 Objectives of the Post Distribution Monitoring (PDM)

Following the implementation of the different components of the project Candlelight seeks to recruit a consultant to conduct a Post Distribution Monitoring (PDM) of the project.

The overall objectives of the PDM include:

  1. To assess the appropriateness, effectiveness, usage and the impact of the Cash for Water, hygiene kits including female-specific hygiene items (sanitary materials) to the recipient beneficiaries.
  2. To asses usage of the latrines in the different communities
  3. To assess the effectiveness of Candlelight’s Accountability system

3.0 Methodology

3.1 Design & Tools

Detailed design of the PDM methodology will be done by the consultant. The design should take into account all activities implemented in all locations. Both quantitative and qualitative methodologies should be employed during the assessment. Candlelight recommends the use of technology e.g., Kobo for questionnaires to capture quantitative data.

3.2 Work plan

The consultant will prepare a plan that will operationalize and direct how the whole exercise will be carried out. Candlelight will be involved in providing input into design and review of tools and the report. The work plan will clearly describe the timing for;

  • The development of and inception report with PDM assessment tools
  • Recruitment and Training of data collectors
  • Fieldwork (Data collection and Analysis)
  • Report writing and dissemination of results.

3.3 Report Structure

Title and Opening pages (front page)—should provide the following basic information:

  1. Name of the project
  2. Time frame of the PDM and date of the report
  • Project location (Region and District)
  1. Candlelight and SHF logos
  2. Acknowledgments

Table of Contents-including boxes, figures, tables, and annexes with page references.

List of acronyms and abbreviations

4.0 Scope of Assignment

The consultant(s) will design and conduct the Post Distribution Monitoring assessment and set out the benchmarks according to project indicators taking into account the different project components. The consultant will also present the findings to Candlelight. The consultant shall have to carry out the following and other specific activities during the PDM assessment process:

  1. Review of key documents that include the proposal documents, log frame, work plan and other documents thought necessary.
  2. Design of PDM assessment
  3. Produce an inception report with a detailed work plan and methodology to be used, a description of how data will be collected including the sampling frame, data collection and analysis tools will be presented to project team prior to the exercise to ensure room for changes where needed.
  4. Develop an implementation plan
  5. Conduct training of enumerators
  6. Conduct field data collection and analysis
  7. Presentation and discussion of main findings with Candlelight on initial results report of PDM assessment
  8. Draft and submit final report

5.0 Timeframe

The assignment is expected to commence in December 2022 with the final report expected in January 2022. The Consultant should be able to undertake some of the tasks concurrently to fit within the planned timeframe, without compromising the quality expected.

6.0 Authority and Responsibility

Candlelight MEAL team will oversee all the related tasks. The MEAL Officer and Project Manager will be responsible for the overall coordination of all the PDM tasks with the Consultant.

7.0 Support from Candlelight

Candlelight will be responsible for the following:

  • Recruit the external Consultant and finalize the consultancy agreement
  • Share all necessary documents to the Consultant
  • Provide input for study methodology, data collection tools and report.
  • Review inception and draft reports and provide feedback to the Consultant
  • Coordination and communication with the Consultant throughout all phases
  • Approve and sign off final report

8.0 Budget and Payment Schedule:

The consultant is expected to provide a detailed budget for carrying out the study in US Dollars including consultancy fees which will be paid as in instalments as follows.

Skills and Qualifications

The Company or consultant engaged to undertake the assignment must fulfil the following requirements:

§  Minimum of a master’s degree in research of Social Science, or any related field

§  Proof of experience in conducting assessments and/or baseline/ end-line/ PDM assessments in WASH, food security, or other relevant fields.

§  Proven experience in research methodologies, and other approaches (including quantitative, qualitative and participatory)

§  Good writing skills, including coherent and consistent documentation

§  Ability to work rapidly, in person and or remotely, with team members in various locations.

  • Proposed data management plan (collection, processing and analysis).
  • Proposed timeframe detailing activities and a work plan.
  • Team composition and level of effort of each proposed team member (include CVs of each key team member).
  1. A financial proposal with breakdown of costs quoted in US dollars.
