INTRODUCTION/BACKGROUND
Save the Children has been working in Somalia for more than 60 years. The Country Office has seen massive growth in 2017 as a result of the drought response and now has over 543 staff across 14 field offices (Boroma, Burao and Hargeisa in Somaliland; Bossaso, Garowe, Galkayo and Gardo in Puntland; Beletweyne, Adaado, Abudwak, Baidoa, Kismayo, Dhobley and Mogadishu in Central South Somalia).
Somalia’s situation is characterized by ever-changing security issues, humanitarian crises and unstable political and governing system. Children and adolescents remain the most vulnerable population group in Somalia since they live in conflict-affected zones or in humanitarian crises caused by drought, floods and cholera outbreaks. Traumatic experiences and humanitarian crises create significant psychological and social stressors that are experienced at the individual, communal and societal levels.
Save the Children has developed Mental Health and Psychosocial Support (MHPSS) strategy to promote mental health programs and respond to the Mental Health and Psychosocial needs of children and their caregivers since there are MHPSS implications in much of the SCI work across all contexts.
Save the Children staff works in harsh zones and travel to a difficult remote area to reach the most deprived children in Somalia to ensure programme deliverables are done in line with the humanitarian principles which sometimes lead to traumatic situations. In order to design fit-for-purpose solution, the organization launched employee engagement survey. The result of the survey indicated that one area the organization needs to put further emphasis is the wellbeing of the employees.
Thus, the organization wants to hire a skilled MHPSS consultant who provides support on the psychosocial matters to improve staff wellbeing, and to harmonize and standardize MHPSS processes, tools, and guidelines throughout SCI programs in Somalia Country office.
SCOPE AND OBJECTIVES
The main objective of the consultancy is to provide technical & clinical support on-the-job trainings for SCI staff, and in collaboration with all country program managers and train staff as required, on topics related to MHPSS (e.g. PFA, signs and symptoms / identification of mental health issues, stress management, protection issues.), with the objective of maximum coherence across SIC’s MHPSS cross sector framework, following national and international protocols / guidelines and best practices.
The Psychosocial Support program will mitigate the impact of chronic stress on staff, raise awareness about trauma, develop stress control mechanism, facilitate the provision of assistance to staff experiencing trauma or have work related and/or personal problems, facilitate the provision of immediate support following a traumatic incident, promote social support and other strategies aimed at improving the overall well-being of Save the Children Somalia staff.
Hence; under the guidance of the Human Resource Director, the MHPSS Consultant is expected to work on a daily basis in assisting Save the children Somalia Country Office in developing key Psychosocial approaches, consultations that the Organization can adopt to address Staff & Operational psychosocial aspects. He/ She provide training to raise awareness around mental health issues and the importance of self-care and stress management. He/ She will help staff to cultivate skills and coping mechanisms necessary in overcoming their challenges. As mental health counsellor, he/she is expected to provide the overall report related to counselling session to HR Director with key findings, results and recommendations.
Duties and Responsibilities
Mainstreaming MHPSS into Programs
- Provide continuities support to TA’s and program staff on mainstreaming and implementation of the MHPSS component of SCI programs in Somalia at all levels
- Conduct MHPSS training both internal and external stakeholders on addressing MHPSS needs of beneficiaries.
- Train program staff on clinical and psychosocial aspects of SCI program implementation in accordance with the IASC MHPSS Principles and guidelines.
- Carry out assessment of mental health and psychosocial needs of beneficiaries to identify the gaps and evidence-based interventions as required.
- In collaboration with program staff, provide Psychosocial First Aid training to front line SCI workers to build their capacity in responding to mental health emergencies and to identify symptoms of trauma and mental health challenges.
MHPSS Advice & Training – Staff Capacity building
- Provide support and advice to the leadership and managers in offices on healthy work practices and approaches on how to effectively support staff and encourage resilience.
- Conduct induction and orientation to international staff and new hires to familiarize the context of the country and psychosocial support policy and guidelines.
- Recommend suitable staff support strategies to managers during and following emergencies and other crises.
- Assess and monitor psycho-social needs and issues affecting the wellbeing of staff
- Conducti an intake interview, a mental status evaluation, a biopsychosocial history, a mental health history, and a psychological assessment for treatment planning
- Design and provide training and awareness raising activities for staff and managers on trauma as well as strengthening healthy workplace practices to the extent possible.
Group Counselling (Less than 5 pax 5-10 pax or 10-20 pax)
- Providing staff with group counselling as needed (i.e. assessment, short-term intervention, referral).
- Maintaining confidentiality in providing professional counselling to help with personal, family, and work issues.
- Contacting the affected staff member(s) and offering information about typical stress reactions, support- and referral information.
- Facilitating appropriate traumatic stress interventions, following a critical incident or traumatic event.
- Able to conceptualize staff problems from within a theoretical rationale.
- Provides a theoretical rationale for the selection and use of counseling techniques.
- Demonstrates the ability to use procedures for assessing and managing suicide risk.
- Demonstrates the ability to apply and adhere to ethical and legal standards in clinical mental health counseling such as confidentiality.
- Works cooperatively with other departments of Save the Children
Individual Counselling (One Pax)
- Providing staff with individual and/or group counselling as needed (i.e. assessment, short-term intervention, referral).
- Maintains the confidentiality of client records and information
- Contacting the affected staff in privacy and offering information about typical stress reactions, support- and referral information.
- Facilitating appropriate traumatic stress interventions, following a critical incident or traumatic event.
- Promoting optimal personal development, wellness, and mental health.
- Demonstrates the ability to apply and adhere to ethical and legal standards in clinical mental health counseling such as confidentiality
Deliverables / Outputs
- Monthly reports summarising the progress of the completion of key deliverables for the Psychosocial support.
- Analyse counselling reports and produce analytical report on the trends of the traumatic experiences and how is that related to the work itself or the working environment
- On a quarterly basis develop recommendations to improve the wellbeing of the employee to the HR director.
Required Qualification
- Advance University Degree in Counselling, Clinical Psychology or related mental health profession. Additional training or certification in Trauma and Stress Management is an added advantage.
- At least five (5) years of national and international work experience in staff support, mental health, cross cultural communications, counselling and related areas preferably gained within the international development/humanitarian aid sector.
- Able to work effectively in a multi-cultural environment.
- Ability to quickly negotiate effectively by exploring a range of possibilities.
- Ability to quickly build rapport with individuals and groups; maintains an effective network of individuals across organizational departments.
- Contributes and tries out innovative approaches and insights
- Fluency in English and Somali is required.
Evaluation Criteria
The Consultant will be assessed based on his/her relevant qualifications and experience, have done similar assignments, provide prove of previous work done on Psychosocial Support, availability / flexibility and daily rate fee provided.
