TERMS OF REFERENCE

Consultancy to develop National Standard Healthcare Waste Management Guideline Handbook

Date: 01. February. 2022

  1. Background

Federal Government of Somalia, Ministry of Health and Human Health has with the UNICEF Somalia towards the development of HCWM guideline sound hazardous health care waste and chemicals products management. The project intends to protect human health and the environment by managing the risks posed by production, segregation, transportation, and final disposal of infectious healthcare waste/preventing the release of U-POPs and toxic compounds originating from the unsafe management of health care waste.

The linkages between sound chemicals management, waste management in general and health care waste leads to emissions of intentionally produced persistent organic pollutants posing risk to human and the Environment.

This specific consultancy relates to the product as follows:

The objective of the project pertaining to HCWM is to protect human and environmental health through sound management of hazardous health care waste. The project will develop health care waste management standard guideline to build capacity at national, county and HCF level on the best practices to improve the management and treatment of HCW wastes. These efforts will be further enhanced by drafting and disseminating technical guidance on HCWM, officially endorsed by the Ministry of Health and Human Health Federal government of Somalia strengthening the legislative and policy framework governing HCWM at national and county level, as well as improving HCWM awareness and education. Poor segregation results at the same time in:

  • higher disposal cost for the hospital (due to the higher volume of hazardous waste to be treated),
  • higher infection risk (due to larger volume of hazardous waste which are improperly disposed of)
  • Higher release of U-POPs, dust, and toxic substances in the atmosphere (due to the fact that plastic-containing wastes are often improperly incinerated or open burnt because this is the cheapest and most immediate option available to the hospitals).

The project will therefore ensure that wastes are minimized and properly segregated, stored, transported, treated and disposed. This will be done mostly by establishing and enforcing HCW management unit’s national and standard guide at National, subnational, regional and in the HCFs level.

Outcome 1: Personnel of hospital facilities and control authorities at national and state levels to have enough guidance to manage healthcare waste in an environmentally sound manner.

Outcome 2: Implementation of best available technologies and best environmental practices.

  1. Objective of assignment

The objective of this consultancy is to develop healthcare waste management guidelines and standard operating procedures on healthcare waste management and packaging all together with other policy documents into a handbook on healthcare waste management guideline.

  1. Specific objectives
  1. Review Healthcare waste Management literature in line with WHO Blue Book on healthcare waste management
  2. Develop Health Care Waste Management guideline that align Somalia context and in line with best available technologies (BAT) and best environmental practices (BEP) and international principles for guidance of all stakeholders.
  3. Scope of Work

The scope of this consultancy covers review of the current Injection Safety and Medical Waste communication Strategy and toolkit with a holistic view of healthcare waste management, review of the current Healthcare Waste Management Guidelines and Standard Operating Procedures in line with WHO Blue Book on healthcare waste management and I-Rat tool, and developing a handbook of healthcare waste management that contains all policies, guidelines and standards on healthcare waste management.

The consultant will be required to undertake the following:

  1. Submit an Inception report detailing the understanding/ interpretation of the TORs; the methodology of carrying out the assignment; work plan and implementation schedule as agreed upon with MOH.
  2. Conduct specific field visits and meetings to the targeted teams and facilities for stakeholder inputs for the reviews.
  3. Deliverables

The following are key deliverables for the assignment

  1. Plan of work by week 1
  2. Inception report submitted 3 days after signing of contract.
  • Final agreed upon inception report by week 1
  1. Review of literature on healthcare waste management guidelines and Standard Operation Procedures and develop draft guideline.
  1. Presentation for stakeholders meeting for the validation of the draft guideline.
  1. Final Handbook on healthcare waste management Standard Guideline (1 hard and soft copies) to be submitted to MOH.

  1. Reporting Modalities

The Consultant will work under the overall guidance of the Team Leader, of MoH Environmental Health unit with day-to-day supervision and in close collaboration with UNICEF Somalia Country Office.

  1. Duration of Consultancy

The assignment is expected to take 40 working days.

  1. Program of Work

The consultant shall split time to cover the work schedules as follows:

  1. Qualification and Education

Experience Education

  1. Advanced University degree in, Environmental Health/ Public Health, environmental protection and management, chemical and industrial engineering, and other relevant fields.
  2. A good understanding of MoH responsibilities under on the subject, Somalia context, and background experience.

Experience

  • At least 5 years’ experience in healthcare waste management, municipal and hazardous waste management
  1. Knowledge of and experience with implementation of the multilateral environmental agreements such as the Stockholm, Basel, Minamata and other related conventions and agreements is an asset;
  2. Experience in national or international project implementation of Health care waste management is an asset;

Competencies

  1. High level written and oral communications skill in English and Somali.
  2. Must be a results-oriented team player with excellent interpersonal skills, including enthusiasm, tact, diplomacy and high integrity; Concise and analytical thinking;

iii. Professional in working with government counterparts, team player; and,

  1. Must be able to communicate effectively in English and Somali languages (verbally and in writing) in a cross-cultural environment.
  2. Ability to work with minimal supervision.

  1. Remuneration
  • The successful consultant will be paid on MoH FGS terms and condition for the relevant contract modality; and
  • Payment will be done against a disbursement schedule as outlined in the contract and based on receipt of clearly defined deliverables with a specific timeline.
  • Transport for field will be part of the remuneration agreed.

EVALUATION

Method: cumulative analysis method will be used to evaluate proposals.

The evaluation Criteria as shown below shall be used to evaluate all the proposals received. The award of the Individual Contract shall be made to the individual contractors whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Assignment.
