Background

Situation in Somalia

Somalia is facing the risk of famine. An estimated 4.9 million Somalis are affected, with 719,000 displaced in search of water, food and pasture. Over 3.5 million people lack sufficient access to water. In addition, the drought has disrupted education for 1.4 million children; of whom 420,000 (45 per cent girls) are at risk of dropping out of school. Forecasts indicate a likelihood of average to below-average rains during the April-June season1, which will exacerbate the situation. One person dies from hunger every two minutes and 15 seconds A delayed response cost over 250,000 lives in 2011.

Joint Response

Drought Joint Response is an emergency response to the acute drought situation in Somalia funded by Danish Relief Alliance DRA and implemented in Somalia through IRC, CARE International, Oxfam, Tear Fund, Save the Children International, and their local partners GREDO, WASDA, WRRS, ADESO, and KAALO. The Drought Joint Response budget EUR 2.5 million covering emergency response activities in Food Security, WASH, Protection, and Cash.

Purpose

The goal of this assignment is to build the capacity and the knowledge of the Drought Joint Response partners staff in the area of Cash and Voucher Assistance programming through the delivery of Core CVA Skills for Programme Staff course training in person in Garowe for 20 – 25 people.

Expected Output and scope of work

  1. Deliver customized Core CVA Skills for Programme Staff course to the context of Somalia and climate related crisis similar to drought in English language
  2. Provide a report about the training including recommendations for the trainees and their organizations

Timelines

  • 18th June 2022: Deadline for Expression of Interest
  • 23th June 2022: Selection of the consultant
  • 16th July 2022: prepare for the workshop and arrive to Garowe
  • 17th – 21st July 2022: conduct training workshop in Garowe
  • 28th July 2022: share the final report

Skills and Qualifications

Essential

  • University degree in the field of economic, international relations, or an equivalent professional certificate with clear track record
  • More than 5 years of experience working in humanitarian response delivering CVA programs
  • Certified trainer from Cash Learning Partnership

Desirable:

  • Previous experience in working in Somalia and East Africa context
  • Knowledge of climate related crisis and drought and cash response in similar contexts

How to apply

Expression of Interest EoI submitted should include the following to be considered, any incomplete package will not be considered in the evaluation

  • Updated CV/ company profile with copy of related certificates and documents
  • Consultant/ company portfolio and examples of previous works
  • Detailed narrative proposal explaining the methodology, tools and equipment to be used, and the ways of working to complete the assignment
  • Detailed workplan showing the steps and timeline of the assignment
  • Detailed budget showing the daily rate and number of days required to complete each task or component plus other costs. Bidder should pay attention to taxes and logistics costs as per the following:
    1. Taxes: In Somalia tax rate is 6% tax for National consultant and 12 % tax for international consultants and this will be covered by the consultant.
    2. Logistics and travel: Financial quotation should include all the logistics, travelling, accommodation, printing … and other costs, Oxfam will not cover any additional expenses related to this assignment
