BACKGROUND

Borama Local Government is a public and semi- autonomous institution that was established in Somaliland in 1994 with the aim of: (i) Providing regular public sanitation/hygiene services;

  • Providing regular public works and urban development services for repairing and maintaining local public services facilities (health, education, water, solid waste dumpsites, markets, roads, culvert bridges, open water storm drainage systems, public street lights, local road networks etc.); (iii) Maintaining internal security-policing services (Public order services);
  • fostering local economic development ventures such as direct project investments; (v) Providing regular provision of public utilities such as urban water supply, electricity and telecommunication; and (vi) Providing municipal planning and developing local natural resources such as land development and land use systems (residential, commercial, industrial, wildlife, greenhouses, public and private recreation commonly used public facilities, etc.).

Within the framework of local government law, commonly known as Law#23, Borama Local Government is mandated to collect taxes, own source revenue from the properties and land tax, among many other revenue streams, to maintain the expenditure on social services and other public services operations.

The Land and Property Tax Revenues for Service Delivery, Reconstruction, Citizen Building and Sustaining Peace in Fragile States Project (the Land Based Financing project or LBF NORAD project) funded by NORAD is an initiative jointly implemented by UN-Habitat’s Somaliland and Afghanistan country offices as well as Land, Housing and Shelter Section in UN-Habitat’s Urban Practices Branch. The objective of the project is to ensure that good practices in land and property taxation in fragile states are consolidated, scaled up and institutionalized as a contribution to local service delivery, reconstruction, citizen building, security of tenure and sustaining peace.

UN-Habitat has the mandate, proven expertise and robust partnerships required to address both the technical issues and the political dimension of intervening successfully on land issues in infant settings. The project intervention will help to evaluate, improve and deploy land-based finance and support tools and practices to make a lasting contribution to land governance solutions.

Besides strides in property taxation, Borama is still working towards improving basic service delivery to the increasing population. UN-Habitat in partnership with Borama Local Government will provide support towards land and property taxation attaining its full potential by updating and cleaning existing property database and surveying and mapping out new properties in the city using GIS based technology. To this end, both height and area based will be factored and different valuation methods will be shared with the local government to adopt a valuation method that further strengthens municipal revenue and is also fairer for local communities. This will facilitate in engaging citizens in their tax responsibility and promoting participatory budgeting under the framework of NORAD funded land-based finance project.

The GIS consultant will be supported through an Agreement of Corporation between Borama

Local Government and UN-Habitat’s Somaliland Programme, Regional Office for Africa (ROAF) under the NORAD funded Land Based Financing Project.

The Consultant will work under the direct supervision of the Executive Secretary overall coordination and supervision of the Mayor of Borama Local Government. She or he will be in charge of managing and coordinating the update of property valuation methodologies as well as the connection of properties to building permits.

The Consultant will be paid upon successful delivery of agreed deliverables (work plan).

Responsibilities

Under the direct supervision of the Executive Secretary and, close coordination with UN-

Habitat National Programme Officer, the Local Consultant will perform the following duties:

  • Support in the assessment of registered property data and provide suggestions on how to clean it up;
  • In the selected districts, refine/clean the existing property database;
  • Provide support in validation of the GIS based data in the municipality;
  • Complete all required data collection for project reporting and implementation;
  • Ensure proactive field activity monitoring;
  • Coordinate with other experts in Borama Local Government to streamline valuation methodologies for improved property and land tax management;
  • Work with other experts in the Borama Local Government to upgrade the GIS-based property registration system that is linked to building permits;
  • Support field missions of UN-Habitat staff and assigned consultants;
  • Support in planning and coordination of meetings with Borama Local Government, UN-Habitat and other stake holders;
  • Provide substantial contributions to data collection and management, technical reports, and outreach material;
  • Provide weekly update on property cleaning and registration progress update to UN-Habitat team through the municipality;
  • Any other assignment as and when assigned by supervisor.

In addition to the above responsibilities, within the delegated authority, the GIS Consultant will be responsible for the following duties related to the below listed fields:

General Coordination Duties

  • Supervise, monitor and evaluate the work of enumerators/surveyors deployed to support GIS based property updating and registration work;
  • Coordinate GIS related activities with user departments within the municipality
  • Prepare GIS data base status reports; and
  • Serve as the municipality focal point on GIS technical matters. GIS system coordination and capacity development related duties
  • Operate and maintain GIS hardware and software;
  • Use and determine uses (assessing and understanding user needs) for GIS software and databases and providing support to other staff in the municipality on strategies to adopt continuous data updating;
  • Develop, implement and maintain internal technical standards including data safety, procedures for GIS applications;
  • Recommend and support of GIS related training programmes beyond the project duration;
  • Provide technical assistance and on job training of designated Borama Local Government staff.

GIS analytical and technical duties

  • Diagnose and solve “Troubleshooting” problems experienced by GIS application users within the municipality and during project related work within Borama municipality jurisdiction;
  • Download, convert and upload GIS data available from internal and external sources to make them usable;
  • Perform GIS data quality checks including completeness and accuracy; identify and correct errors and omissions;
  • Evaluate technological advances in GIS applications and promote the usage of appropriate applications suitable to needs of the municipality.

QUALIFICATIONS

Education

University degree in data management, geographic information science, public administration, land governance, or other related social sciences is a requirement.

Work Experience

At least 3 years proved work experience with public sector entities as well as experiences in Geographic Information System, land mapping/surveying and management, report writing and training skills.

Language

Strong written and oral skills in both English and Somali are a requirement.

Other Skills

Computer skills including the use of complex GIS database, spreadsheet, excel and specific software’s such as ArcGIS, QGIS and others are added advantage.

ASSESSMENT METHOD

Evaluation of qualified candidates may include assessment exercise which may be followed by competency-based interview. The recruitment process will be done in close collaboration of Borama Local Government and NORAD-LBF
