TOR for engagement of consultant on implementation of career fairs and guidance in secondary and technical secondary schools

In a consortium led by ADRA, and in partnership with Ministry of Education Culture and Higher Education (MoECHE), Alight is implementing SETS project in Banadir, South-West state and Hirshabelle Regions with major activities in construction and equipping of Secondary and Technical schools, training of teachers and school management, curriculum development support to MOECHE.

The project objective is to achieve expanded education and training opportunities, contributing to poverty reduction within peaceful, secure, and democratic Somalia. The project provides learners in target areas of Somalia with quality secondary and professional technical secondary school education regardless of gender, age, background, and ability. Under the SETS Expanded Action, Professional Technical Secondary schools are implemented to pilot a new and innovative approach of expanding secondary education to include technical focus in skill areas.

The actions planned to expand SETS project impact by building on gaps and lessons documented especially on the lack of transition opportunities for children completing primary education due to lack of adequate secondary schools and the need to invest more on education pathways that allow children to have an opportunity to achieve their full potential through and beyond the project implementation period.

Career fairs includes activities that impact on deliverables of the project through career guidance to students. Technical schools provide learning opportunities on agricultural, veterinary and fisheries to students studying in the different skill areas and this guidance provides students with information on skills and educational opportunities available to pursue after graduation from technical secondary schools. Students in both secondary and technical schools will also be given knowledge on writing skills including resumes and cover letters and provided with information on vast employment opportunities that suit their skill areas.

Under this activity, career guidance office will be established in schools through a consultant to provide students necessary information on career through forums, mentorship programs, clubs given special consideration to girls from marginalised category and link students to local entrepreneurs and vocational centres for practice and for easy placement after graduation from technical schools.

Alight will therefore engage a consultant to produce career guidance materials and train teachers. Teachers in schools will be trained on execution of co-curricular activities and as career guiders.

Objective of the activity

Th objectives of the assignment is to engage a consultant who will establish career offices in both secondary and technical schools and employment promotion services comprising of career guidance and job placement services to link training and employment opportunities to students from the technical secondary schools in Barawe and Balcad districts.

Roles of the consultant

The consultant is expected to undertake the following assignment

Establish career guidance offices in schools and provide training to career guidance officers.

produce career guidance materials and carry out career guidance services

Collect information from enterprises within the geographic area of the office related to the nature of the industry, size and composition of the work force of the enterprise, and working conditions including wages and hours of work of the enterprise.

Carry out exposure visit to the target districts and collect information and innovative ideas of employment promotion and services

Organise career event forums and event planning
