The assignment will be 1.5 month inclusive of travel. The anticipated dates of entrepreneurship and mentorship training will be 1.5 months from 1st Dec-2022 to 15th – Jan-2023.

Responsibility for Logistics arrangements and Costs
Save the children will pay the institution fee in a lump sum and will not reimburse any incurred costs during the assignment. The consultant will cover their own Logistical arrangements and costs; including venue / accommodations of the youth with or without disability in a conducive and friendly centers.
Taxation Provisions
The entrepreneurship /innovation hub shall be responsible for all Taxes arising from the consultancy in line with the local Tax regulations applicable at the SCI contracting office named above.
Travel requirements
The Institution will cover his travel costs (tickets) and arrange local travel to field sites.
Security requirements
The Institution will comply with standard of Save the Children Security procedures, including the completion of SCI online security training prior to travel to Somalia.
1.0.INTRODUCTION
Save the Children International (SCI) is a non-governmental organization whose mission is to fight for children’s rights Save the Children International (SCI) is a non-governmental organization whose mission is to fight for children’s rights and deliver immediate and lasting improvement to children’s lives worldwide. SCI has been operational in Greater Somalia for over 40 years. Current programs straddle relief and development in various sectors including Health, Nutrition, Child Protection, Child Rights Governance, Vocational and Skills Training, Education and Food Security & Livelihoods (FSL) working in Somaliland, Puntland and Southern States of Somalia to help communities cope with drought, conflict, displacement and flooding.
2.0.BACKGROUND
Somalia has one of the highest youth unemployment rates in the world with two out of every three young Somali are employment seekers not being able to find work. Even within the country, the youth (15-29 years) have a much higher unemployment rate than the working age, Among the youth, females have an even higher unemployment rate than males. These are extremely high unemployment rates, especially considering high labour force participation rate among the youth population. Employment generation for youth is an obvious priority for the country since the youth are unable to secure employment despite actively seeking work. In Mogadishu specifically, around 72% of the unemployed youth are actively looking for a job, Youth in Somalia and Mogadishu in particular, are easy prey to armed groups and relevant affiliates who use them in criminal and harmful activities when they are idle or lack skills and opportunities in addition Somalia is currently facing severe drought resulted from the climate change that puts an increased risk of famine through at least September 2022 with an estimated 5.2 million people (or 33% of the total population) already experiencing Crisis or worse (IPC Phase 3 or higher) outcomes, including 38 000 people likely in Catastrophe (IPC Phase 5), as of May 2022, despite the ongoing delivery of humanitarian food assistance. (FSNUA technical release 4th June 202)
In response to these needs, Save the Children is currently implementing SOM-climate-sensitive skill development and youth empowerment program for Somali youth Mogadishu, mogadishu, Garowe and Hargeisa- in Somalia under GIZ project to invest skills development and job creation for the most deprived and marginalized young men and women in Somalia. For this action, currently Save the Children is working with solar power partners and key government line ministries to support: 1) Provision of gender-sensitive and market-demanded vocational training for solar energy and also planning to work with youth innovations for entrepreneurial capacity development of business-minded young people, 3) Support establishment of small businesses for young business-minded TVET graduates through the provision of kits, and facilitate linkages with employers to engage in meaningful self-employment.
The project aims to work with key private-sector businesses, vocational training centers, technical and development Institutes, and Federal Member State representatives. The project is being implemented in close synergy with other existing projects implemented by SCI including the EASE-Y Project funded by BMZ, other partners working on renewable energy including but not limited to, the International Labour Organization (ILO) and the TVET project implemented by GIZ. The project is also working closely with enterprises focusing on green energy, existing training institutions and CSOs working on renewable energy to establish synergy and complementarity and maximize collective impact to harnessing young people’s potential in the renewable energy sector. This project is gender sensitive and ensures young women’s access to hands on skills, entrepreneurship and mentorship in Solar energy installation and marketing.
Therefore, Save the children wishes to engage a competent entrepreneurship Innovation, Incubation or Training centre that can provide professional entrepreneurship, small-scale business management training and mentorship to 230 youth clients (women and men) with and without disabilities in Mogadishu and Kismayo. Apart from the entrepreneurship and small-scale business management training, the mentorship scheme is a continuation of the existing entrepreneurship support and is expected to further support business clients with and without disabilities to prepare viable business plans, training youth for pitch preparation using their business plans, follow-up, one to one consultation for Trainees receiving start-up grants and those linked to microfinance institutions (MFIs) in Mogadishu.
3.0.OBJECTIVES:
The aim of this training is to support institutional-based renewable energy TVET graduates on entrepreneurship, small-scale business management and mentorship to identify and assess viable business opportunities in their communities, invest, start and manage sustainable income generation activities through the application of entrepreneurial & business skills as well as advance both the technical and financial sections of their business plans and make a substantive analysis of specific business challenge per each entrepreneur and cluster youth into mentorship schemes based on their business models and priorities. The mentorship program also aim to reduce barriers to entrepreneurship faced by female youth in the by responding to and addressing barriers that hinder female youth’s agency and entrepreneurship opportunities, such as linkages with private sector, capital and social mobility. The mentorship hub will match a specialized mentor who will provide specialist and inclusive services to young clients, based on gender, interests, business idea, and skills. The mentoring start-up hubs /innovations shall therefore help the mentees to identify and achieve business development and personal growth goals that support business objectives.
4.0 SCOPE OF WORK:
This assignment will focus on training 230 institutional based renewable energy TVET graduates (women and men) with or without disabilities in from Mogadishu and Kismayo district on entrepreneurship, small scale business management training and mentorship sessions to identify viable business opportunities and sustainably manage business to promote household income diversification and economic growth. The duration of the training will be 33 days equivalent to 1.5 months. The training will be hosted by entrepreneurship innovation, Incubation or Training centre that can provide professional entrepreneurship, small scale business management training and mentorship sessions to 230 youth clients ( men and Women) with or without disabilities.
This training will cover key component areas of entrepreneurial awareness, competencies, enterprise management, marketing, financial management, support the mentees on development of viable business plans, / selection of good ideas based on the existing business, assessing the quality of the business plans prepared, training the youth for Pitch Preparation using their Business Plans and facilitation of proposal / business idea presentation through open, safe and fair competitions.
5.0 THE OUTCOME:
The training will empower clients to identify and assess viable business opportunities in their communities, invest, start and manage sustainable income generation activities through application of entrepreneurial & business skills, advance both the technical and financial sections of their business plans and make substantive analysis of specific business challenge per each entrepreneur and cluster youth into mentorship schemes based on their business models and priorities and finally build their personal live skills through effective communication, decision making, problem solving and self-awareness.
6.0 Methodology:
The overall training process will be highly experiential and participatory. The discourse approach involves various techniques including but not limited to Brainstorming, Interactive Q and A, Group work exercises Case study, Role play and business modeling, pitching exercises, The training will be hosted by entrepreneurship innovation, Incubation or Training centre with professional experience and capacity on entrepreneurship, small scale business management training and mentorship sessions to 230 youth clients ( men and Women) with or without disabilities for 33 days equivalent to 1.5 Months.
Specifically, innovation/business incubators will undertake the following key tasks.
a) Present an inception training/session plan complete with goals, objectives, topic and subtopics, methodology, session plans, teaching aiding, activities and expected outcomes for each presentation.
b) Prepare a training program to include entrepreneurship, business training, marketing, basic bookkeeping, business planning and live skills
c) Apply and use the Entrepreneurship manual provided by SCI
d) Deliver the training through participative methodologies.
e) Conducting a Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis of the business ideas that clients present. Mentoring institution to undertake comprehensive analysis to of the business model, challenges future trajectories and subsequently carry out a match-making exercise, connecting pool of mentors to their respective youth clients/groups Bring up experience, practises and cutting-edge business tools to youth clients and consistently provide one on one coaching and group-based mentorship to youth to realise their business dreams
f) Evaluate the mentorship trajectory and provide specialist feedback to each client based on the assessment carried on a rolling basis.
g) Develop a strong and targeted definition of the business idea, market potential, client groups, competition, business environment.
h) Assessing the economic feasibility/viability of the business idea
i) Recommends the steps and timelines for the business plan realization
j) Overarching support to youth mentorship to be pitch deck preparations and learning about investment readiness
k) Market facilitation activities to link female and male youth entrepreneurs to suppliers and buyers and promote inter-trading among cooperatives and vertical integration in identified value chains
l) Host-start up pitch competitions event attended by relevant stakeholders to select the most successful business ideas.
m) Follow-up, one to one consultation for the successful Trainees receiving start-up grants and those linked to MFIs in Mogadishu and Kismayo
n) Provide any reasonable accommodations that maybe needed by young entrepreneurs with disabilities.

7.0 Selection criteria
In close partnership, collaboration and coordination with the Ministry of education and higher education (MOEHE) and Ministry of Labour and Social Affairs (MOLSA), SCI intends to seek successful start-up business innovations/incubations, mentorship providing centre and business hubs in the private and public sectors to entail scheduled meetings, regular visits and counselling for all entrepreneurs in the programmed. The start-up business mentorship providing center will also provide feedback information to Save the Children staff on successes and issues encountered. MOLSA & SCI staff will play a pivotal role through regular monitoring and creating a performance tracker. The MEAL team will develop a performance and lessons learned framework.
· Th centre should have previous mentorship and/or coaching experience in business development preferably with other organizations.
· The centre should have adequate, accessible and conducive learning environment during the mentorship where by the mentees able to learn in gender equitable and inclusive manner
· The center should have previous experience on youth mentoring, especially female youth, supporting youth on preparing quality business plans, training youth for pitch preparations using their business plans.
· The center should have experience in pitch preparation for the youth cleints
· Specialist pool of business mentors from both genders should be made available by the winning institution at the onset of the programme
· The start-up hub/centre should have experience in following-up / mentorship after the mentees receive start-up grants or linked to micro finance in the first 6 month (2 times/month) of their businesses
· The start-hub centre should have experience in marketing, product development, business mode development for female and male youth-led start-ups, legal business advice and local networking with lenders and other entrepreneurship stakeholders including youth networks.
· Have close collaboration with the existing MFIs and banks in Mogadishu and Kismayo
· Commitment to enter into a mentoring partnership agreement and mentoring work plan established with the mentee
· Ability to undertake comprehensive business assessments and identify business challenges
· Expected to commit the time required to assist mentees with their leadership development and growth
· The centre’s team should have female representation to be a culturally and female-friendly work environment;
· Commitment to uphold the privacy and confidentiality of the mentee
· The centre should have a feedback reporting mechanism, with clear protection from sexual exploitation and abuse policy (PSEA).
· Respect and consideration for the mentee’s growth, development, and learning journey
· Ability to maintain appropriate boundaries
· The centre should show flexibility in timing and location to meet the specific needs of female entrepreneurs and persons with disabilities;
· Commitment to role model positive leadership behaviors
· Highly developed communication skills
· Ability to engage respectfully with people from diverse backgrounds and experiences
· Experience of and/or willingness to provide mentorship to youths with disabilities and make any necessary adjustments to meet the specific needs of mentees with disabilities
8.0 DELIVERABLES:
1. Administer daily feedback forms and end-of-training evaluations.
2. Coordinate the pitching process for the mentees through free and fair competition between youth with or without disability
3. Keep all competent records as per the score provided by the panels
4. Write a draft and final report –Include follow-up and implementation schedules as per provided report format.
5. Submit the attendance sheets of the 230 youth clients trained
6. Inception training/session plans
7. Support developing viable business plans- individual or group- developed.
8. A comprehensive training report after the end of the training.
9. Good activity photos
10. Case studies both videos and written from the youth clients
Skills and Qualifications
The following attributes are requirements for the selection of the innovation hub center
• Proven experience of conducting entrepreneurship and mentorship training and mentoring. Please attach copies of previous contracts
• Copy of registration certificate from the government
• Submit a Technical Proposal that clearly explains the proposed methodology/ approach, and timeframe to conduct the training;
• Submit a detailed budget for the various activities of the training;
• Submit detailed financial proposal with cost break down.
• All facilitators able to attend TOT training prior to the training
• Submit Ls4s certified TOTs by save the children
• All facilitators should have degree in economics, Business Administration or related field
• Submit CVs of the lead facilitators conducting the training including relevant qualifications
Review Criteria
The consultant must meet the above-required qualifications and experience.
ü Submit a Technical Proposal that clearly explains the proposed methodology/ approach, and timeframe to conduct the training (30%)
ü Prior experience in conducting Proven experience of conducting entrepreneurship and mentorship training and mentoring and life skill for success (Ls4) (20%)
ü Copies of the previous contracts relevant with the subject matter (15)
ü Detailed financial proposal with budget breakdown. (20%).
ü Update Company or Individual Profiles and Understanding of the TOR. (15%)

Note: For the technical analysis, a company has to score 80% and above to be considered in the financial analysis.
