  1. Background

ANPPCANSOM is Women and Child oriented local NGO that works in the Hwnanitarian and Development Sector and operates as a non-governmental, not-for-profit and non-partisan national institution. ANPPCANSOM Somalia is legal entity connected to the ANPPCAN Regional Office as one of the 28 ANPPCANS Chapters across the continent with principles policy directions aimed at effectively realizing its vision, mission and core values. The organization was founded by a team of Somali intellectuals who were concerned with the living condition of children and women in Somalia whose protective environment has been weakened more two decades of conflict resulting in the collapse of institutions at all levels. Hence, they decided to speak for and stand to support underprivileged groups. The institution is registered in Somalia (2008) as LNGO and has operational mandate in the country.

  1. Objective

The overall objective of the Field Monitors/Enwnerators is to undertake field work of data collection with different sectors such as. Health. Nutrition. WASH, Protection, BSFP, TSFP, OTP MCHN ERMS, AFS, CFW, UCT, and all relevant livelihood projects funded by USAID/BHA programs across Somalia especially South and Central Somalia.

Main Duties and Responsibilities:

  • Ensure that data collection is undertaken in line with the stipulated guidelines and procedures so as to ensure that resultant data and information is of the highest quality.
  • Ensure you submit the data collected through the I MS platfonn after every site visit before proceeding to the next.
  • Conduct prove-reading and review process on the data populated into the IMS system to ensure answers provided are corresponding to questions in the tool.
  • Address all blank spaces observed or inadequate explanations provided in the tools/checklist as may be deemed necessary including filling in the mandatory sections accordingly.
  • Participate in field monitors trainings organized and conducted by ANPPCANSOM .Mogadishu
  • Respond to comments and clarifications required by the Third Part Monitoring team leader regarding the data submitted in each data collection cycle and provide any additional information required as may be requested.
  • Carry out onsite proper document review process in line with list of required support documents, and ensure that you collect documents required according to the monitoring guideline in the course of the two-day timeframe allocated per IP site.
  • Ensure you adhere to the data collection protocols as inducted during the field monitors trainings.
  • Liaise with IT team any IMS related technical issues experienced at field level including missing questionnaires, observed discrepancies or inactive sections, and double entries while keeping the TPM team leader in the loop.
  • Take an active role in taking the photos during the data collection process.
  • Review completed forms for accuracy, completeness, and consistency immediately following data
  • Travel to fields in the regions of Somalia to collect data
  • Collect/review of documents such as training attendance sheet, and report, list of participants staff contracts any other relevant documents available at the health facility or IP office
  • Communicate and confirm if the local or/and implementing partners designate received a TPM communication (Email) raised by ANPPCANSOM Mogadishu office requesting the L/IP to facilitate the scheduled TMP activity including the site to be monitored and list of documents required either for review or collection.
  • Liaise with Third Part (TPM) Team Leader any changes/alterations (in relation to the site to be monitored or respondents to be interviewed) proposed/suggested by the IP for review and further consultation with concerned key partners.
  • Communicate and report any perceived significant and potential security threats that may affect the field monitors or/and TPM activity in target sites prior to your departure to the site.
  • Ensure that protection survivors are only interviewed by ANPPCANSOM female field monitors during the data collection process at IP protection sites.
  • Organize and manage travel arrangements while at field including managing the drivers of the vehicles hired during the data collection process.

Requirements and Qualifications.

  • University degree in public health, social sciences, statistics, planning development, and/or related
    field is required. Degree in monitoring and evaluation or research will be an added advantage
  • A minimum of 3+ years’ experience in field work and data
  • Ability to work in teams, openness to respond positively to different points of view
  • Excellent oral and written communication skills and demonstrate computer skills
  • Experience and knowledge on mobile data collection ODK
  • Willing to travel on different region across Somalia and can speak fluent Somali lapguage both MAAY and MAXAATIRI.
  • Experience in undertaking both qualitative and qualitative data
  • The enumerators will provide services when there is need.
