Professional Video Producer

  1. Background and justification

Somali Joint Response (SOMJR under the “Dutch Relief Alliance” – an NGO Alliance) is a consortium project delivering a multisectoral integrated humanitarian response, focusing on the following sectors: Nutrition, WASH, Health, Food Security and Livelihoods, Protection. Cash transfers play an important role throughout the response. Beneficiaries of our actions are IDPs, agro-pastoralist and pastoralist communities living in IPC 3/at risk of IPC4 areas, many of them in remote hard to reach areas, with limited access to basic services. The consortium consisting of 4 INGOs and 8 LNGOs, with a presence in Somaliland, Puntland and South Central Somalia.

The SOMJR integrates the DRA’s strategic objectives: 1) more accountable humanitarian action, 2) innovation and learning, 3) collaboration for effective responses, 4) more effectively supporting locally led responses. Accountability and localization are the key objectives and drivers of the consortium, and considerable budget and resources have been allocated to support joint initiatives in these areas.

The objective of this consultancy is to produce visibility product in photos and documentary video type documenting for the Somali Joint Response organizations. The consultancy will require traveling  to project locations and consultant/company accessibility in working  in Somaliland, Puntland and South Central Somalia.

The documentary video is to highlight implemented activities for SOMJR including interventions that made a lasting impact on the lives of the target beneficiaries and locations. The video will document the project activities sites, target beneficiaries thoughts and reflections.

Therefore, Oxfam is looking for experienced consultancy that can provide highly external videography/photography services to produce video footage and high-resolution photos capturing implemented interventions and impact case shows.

The consultant will work in close collaboration with senior staff from Oxfam in the communication  department , as well as SOMJR  organizations communication and  project staff.

  1. Scope of the work

With the aim of highlighting the support provided by the joint DRA project, SOMJR plans to produce a series of multimedia materials, which include:

  • 10 human-focused short videos designed for digital platforms highlighting the impact of SOMJR’s work through the DRA funding support.
  • Location of the filming would be Awdal -Baki District , Marodijeh- Hargeisa, Sanaag- Eirgavo District , Bari- Bosaso , and Banadir region- Karan District. (specific villages would be shared separately)
  • The videos should be designed to captivate a global audience and donors and raise further awareness on the situation in Somaliland/Somalia. The style of the videos should be quite visual with a clear linear narrative approach that delves into detail about the humanitarian in the country, what SOMJR partners are implementing to overcome the challenges, how they do so, and how those around them are able to support. They should also contain elements of emotion and retain a human aspect.
  • A set of high-resolution photographs (minimum resolution of 2000 x 3000 pixels; 6 mega pixels with zero compression in JPEG and/or PNG formats), according to Oxfam photography guidelines.
  1. Activities and methodology

The selected consultant should work closely with the SOMJR partners program and communication teams to understand the specific issues, actions and articulate these problems and success within the treatment or storyline devised.  The end product should resonate with both a global audience via social media but also a localized audience who understands the issue presented as one of concern for those living within the country.

  • The consultant will film, edit and produce high-end quality videos, and take high-resolution photographs.
  • The consultant will coordinate with the SOMJR project team to ensure coverage and interactions with beneficiary populations and local partners.
  • SOMJR team will identify in advance the local beneficiaries and actors to be featured in the video and audio-slideshow.
  • The consultant will supply all filming and editing equipment and will agree to provide, if requested, transmissions of rough edit selections before final packaging.
  • Video format, transmission, captioning must be closely coordinated with Oxfam Communication Team.
  • On assignment completion, the entire video and photos taken will be transferred to portable drive with copies left with Oxfam with complete shot list.
  • Oxfam/ SOMJR organizations has first selection rights to all originals taken on this assignment with non-exclusive concomitant world rights in all media in perpetuity.
  • Provide captions with locations and names for photos depicting 1-2 persons and small groups that don’t fall under the category of “mass.” Date when photo was captured, and other relevant information should also be provided. All information, including complete name of photographer should be embedded in the metadata.
  • The consultant will use consent forms provided by Oxfam /SOMJR organisations to respect identity of beneficiaries and will go by the Ethical reporting for Children principles.
  1. Deliverables
  • 10 fully edited, high quality short format videos of a duration of 2-3 minutes and ready to be broadcasted in Somalia accompanied, in line with Oxfam standard operating procedures for web content and video production submission. Treatment, storyboard, and updates should be provided throughout each stage of the development of the video.
  • Original (not manipulated or compressed) photos with minimum resolution of 2000 x 3000 pixels; 6 mega pixels with zero compression. JPEG and/or PNG formats.
  • A set of at least 60 edited/optimized photos with the original files retained.
  • Signed consent for photos depicting 1-2 persons and small groups that don’t fall under the category of “mass”.
  1. Qualifications

The candidate should possess the following qualifications and experience:

  • An advanced university degree (Master’s) in Communication, Journalism, Public relations
  • Minimum eight (8) years’ experience progressively responsible and relevant professional work experience in communication, print, broadcast and new media
  • Professional Audio-Video Producer with adequate equipment
  • International professional experience working with Oxfam or comparable organizations or international media
  • Pre-cleared candidates in the Oxfam roster for audio-video production is an asset.
  • Experience in developing videos that are shared globally through social media.
  • Experience with projects featuring children
  • Experience in developing short form video clips and/or documentary style videos.
  • Experience with global campaigns targeting a social media demographic.
  • Experience with utilizing the latest technology in terms of camera.
  • Experience in covering humanitarian and development issues.
  • Ability to assimilate and communicate complex visual messages in an engaging and child-friendly manner.
  • Proven experience in working in a Somali  and knowledge of context.
  1. Performance indicators for evaluation of results

Timeliness, Accuracy, Initiative, Image quality and attention to details

  1. Payment Terms:

The consultant will be paid in US dollars at the end of his/her assignment upon submission of invoices, certification of the deliverables and satisfactory completion of the assignment.

  1. Time frame:

Time frame of conducting activity will be 10-15 days  within the consultancy duration from 25th  November up to 10th  December 2021.

  • The financial proposal in USD clearly showing the budgeted cost of the work to be conducted (to be submitted in a separate document from the technical proposal) including 6% Somaliland Government tax for local consultant and 12% for the international consultant.
  • The selected consultant will be provided with all related information required to conduct the consultancy.
