TERMS OF REFERENCE FOR SHORT-TERM CONSULTANT FOR REVISION OF EB/IB TVET CURRICULUM AND DEVELOPMENT OF AN INTEGRATED DUAL TVET CURRICULUM

  1. Introduction

Save the Children International (SCI) is a non-governmental organization whose mission is to fight for children’s rights and deliver immediate and lasting improvement to children’s lives worldwide. SCI has been operational in Greater Somalia for over 40 years. Current programs straddle relief and development in various sectors including, Health, Nutrition, Child Protection, Child Rights Governance, Vocational and Skills Training, Education and Food Security & Livelihoods (FSL) working in Somaliland, Puntland, and Central South Somalia to help communities cope with drought, conflict, displacement, and flooding.

Somalia has one of the largest proportional youth populations in the world. The current estimation shows 73 percent of the Somali population is aged under 30. Within this group, internally displaced youth and young returning refugees and girls are among the most marginalized, and at-risk groups. Young people from the poorest and most deprived families, especially girls and IDP in Somalia, find it challenging to transition to working as they lack the required life skills. Without work, girls are more at risk of poverty, early pregnancy, early marriage, inability to access health care, and unable to invest in their own families, among other factors preventing the realization of their rights.

SOM – Economic And Social Empowerment of Youth in Somalia (EASE-Y); Is a three years project funded by BMZ – Federal Ministry for Economic Cooperation and Development aiming at the Economic and Social Empowerment of Youth (EASEY) in Somalia. The project will support the economic empowerment of several young people not in employment, education, or training (NEET) who live in Mogadishu, Garowe, and Baidoa towns. Employers greatly value life skills, becoming even more critical with the rapidly changing nature of work to help address the unique challenges facing vulnerable youth from IDP and host communities in the target locations by targeting those youth most in need of assistance designed to 1) build skills in technical and vocational education and training that are more resilient to climate change, 2) pro-vide linkages and engagement with the private sector that result in income-generating opportunities including wage and self-employment; and, 3) engage youth in building transferrable life skills to help them succeed in their new environment, contributing to both social and economic empowerment with target 50% young women, and 15% youth with disabilities among its beneficiaries. This project is gender-sensitive and ensures young women’s access to hands-on skills and mentorship.

Dual TVET is an integrated TVET system that combines enterprise-based education with institutional based education, bridging the gap between education and markets through hands-on skills offered by enterprises. This ensures successful transition of youth to practical fields, keeps them challenged with market dynamics and ultimately help them with acquainting with the practical demands of the modern work structure and market opportunities.

2.0 SCOPE OF WORK

This exercise aims at reviewing the existing curriculum of both the IBTVET and EBTVET curriculum used in the project and come up with a combined Dual TVET curriculum which will be used for the Dual TVET component of the project. This exercise will ensure integration of the two systems in an approach that is sensitive to the scope, client context, market systems, and the overall outcomes and expectations of the project. A Dual TVET curriculum with an occupational based approach (directly linking youth to their future occupations after graduation) should be commissioned by an experienced consultant and is expected to reflect on the needs and priorities of target clients, training companies/enterprises and training institutions. This exercise will be primarily a desk preparation but will involve consultations and field data collections from target institutions, enterprises, youth, and The Somalia TVET directorate. Specific target locations for consultative meetings/interviews include Mogadishu, Baidoa and Garowe.

  1. Overall Objective

The purpose of this consultancy is to review the existing Institutional-Based (IBTVET) and Enterprise-Based TVET (EBTVET) to generate an integrated, custom made Dual TVET curriculum for SC Somalia. The curriculum should be exclusively based on the priorities of target clients, market systems and the future of work of Somalia. The developed curriculum should contain at least two documents; a training manual (main text) and a facilitator’s guide.

3.2 Specific objectives

  1. Review the existing EB and IB TVET manuals, including a thorough analysis of the relevance of content, pedagogical landscape, relevance to market demands and materials which will be adapted to develop a custom-made, level one CBET Dual TVET curriculum.
  1. Combine other desk study analysis including project documents and other TVET related assessments including Tracer studies to provide substantive inputs and insights to the development of the new curriculum
  • Conduct consultative meetings/ interviews of both KIIs and FGDs with existing TVET providers, project team, TVET directorate, companies providing apprenticeships and other relevant bodies/institutions to harvest information to obtain inputs on lessons learned, gaps, and potential content/inputs for the curriculum
  1. Collaborate with MOLSA/ MOE during the curriculum development process, ensuring that the new Dual TVET curriculum is aligned with the national training priorities and national Qualification frameworks for the TVET sector.
  1. Present the revised curriculum to the relevant authorities including the TVET directorate and do the required changes and adjustments to ensure it fits the overall strategic framework of TVET in each project location. Share the final reviewed curriculum to Save the Children for final review and approval.
  1. Conduct a comprehensive training needs assessment from target clients including existing TVET providers (EBTVET and IBTVET) pertaining to the content and pedagogical requirements of the Dual Curriculum and subsequently deliver induction/orientation training to target EB/IB training institutions. The training should be participatory and shall use experiential learning and client-centred approach
  • Present training materials, complete curriculum with training tools including trainers guide, participants manual, and other necessary materials/tools to Save the Children team.

  1. Methodology:

The overall curriculum review and adapting process will primarily be a desk study but will contain set of qualitative data collection stages to develop a substantive, user-centred curriculum. The steps mentioned below will be an integral part in the process.

  1. An inception report containing the methodology, work plan, and tools to be used during the curriculum development process
  1. Review existing desk material including current IBTVET/ IBTVET curriculums/tools, project documents, VET frameworks, and other necessary market research reports. This review process provides substantive inputs to the new curriculum by not only combining the two systems but also taking stock of market dynamics, operational gaps, lessons learned, good practices, content adjustment needs and other necessary pathways to substantively develop a custom made and user centred, Dual TVET curriculum.
  • FGDs and KII from relevant TVET providers (EBTVET and IBTVET), project teams, VET directorate, and other necessary stakeholders to further provide inputs and adjustments to the curriculum.
  1. Validate the adapted curriculum from the TVET directorate in each project location, SC team, and other relevant stakeholders to finalize the review process and present the adjusted curriculum to SC for final approval.
  1. Upon rollout of the training, the training will be participatory in nature and combines both theoretical and practical approach to create an optimum outcome for the target participants.
  2. DURATION OF THE ASSIGNMENT:

The duration of this assignment overall is 25 days, including preparation and report writing. Specific schedules will be agreed upon with the selected consultant

  1. QUALIFICATION AND EXPERIENCE OF THE CONSULTANT
  • Advanced University degree in education, learning psychology, or Pedagogy.
  • At least 7 years’ experience in curriculum development, education sector research and analysis, and/ or TVET framework development
  • Experience in client-centred training development and facilitation.
  • Demonstrated experience and proven record in undertaking similar assignments
  • Excellent ability to present ideas clearly and succinctly
  • Substantive interpersonal, organisational and communication skills
  • Excellent computing skills including Ms PowerPoint, word, and other applications
  • Extensive knowledge and experience in entrepreneurship and market systems
  • Previous technical assignments in youth economic empowerment including youth-focused research will be an added advantage

8.CODE OF CONDUCT

A contract will be signed by the consultant before commencement of the action. The contract will detail terms and conditions of service, aspects on inputs and deliverables. The Consultant will be expected to treat as private and confidential any information disclosed to her/him or with which she/he may come into contact during her/his service. The Consultant will not therefore disclose the same or any particulars thereof to any third party or publish it in any paper without the prior written consent of Save the Children. Any sensitive information (particularly concerning individual children) should be treated as confidential.

An agreement with a consultant will be rendered void if Save the Children discovers any corrupt activities have taken place either during the sourcing, preparation and implementation of the consultancy agreement.
