- About KASMODEV
KasmoDev is a development consulting firm, working in the Eastern and Horn of Africa countries. The organization provides Human Resources resolutions and direct programme delivery for government, private sector, and international non-governmental clients.
KasmoDev is partnering with The Swedish Program for ICT in Developing Countries(SPIDER) in supporting the Ministry of health Somalia in implementing a program meant to strengthen the capacity of the country’s health information system to supply quality and reliable information for decision making Health Alliance Digital for Development and Action (HADDA) program funded by SIDA .In the first phase of the project(July 2020 to January 2021), detailed HMIS baseline and technical assessment was conducted which has produced a set of recommendations which will be implemented in the second phase(September 2021-February 2022).
- About the HADDA program
The purpose of the HADDA programme is to support the Ministry of Health, Somalia to apply and utilize digital development tools for the planning, management, and strengthening of the health system in Somalia and ultimately increase the capacity and quality of health service delivery and support robust evidence-based decision making in Somalia.
The vision is to enhance government capacity in strengthening the health system using digital tools for data and knowledge sharing that will in turn enhance the capacity of healthcare workers and policy makers to plan, manage and provide quality, accessible and equitable healthcare for all in Somalia, through collaboration and an interoperable system approach.
The project is piloted in Banaadir region and 2 federal member states of Puntland and Galmudug.
- The objective and scope of the consultancy.
The primary objective of the team leader position is coordinate the day-to-day activities of HADDA program ensuring planned technical outputs for the project period are met on time and on budget. The team will also play lead role in recruitment of HIMS consultant and technical experts as well as project reporting.
3.1 Specific responsibility and Tasks
The specific tasks of the consultancy are:
- Provide technical support to FMOH in drafting HMIS policy, strategy and Monitoring and Evaluation Framework. Work closely with the HMIS consultant to realise this critical milestone.
- Coordinate the overall project activities with MOHs ensuring relevant stakeholders are properly engaged. Work closely with SPIDER, MOH and other stakeholders through the Technological Coordination Committee (TCC) for eHealth Systems.
- Support the MOH through the Technological Coordination Committee (TCC) for eHealth Systems in developing a road map for an integrated digital electronic medical record (EMR) and software requirements specifications.
- Support MOH through the Technological Coordination Committee (TCC) for eHealth
Systems selecting health facilities for ICT Infrastructure improvements based on agreed upon selection criteria.
- Ensure procurement requests for the needed ICT equipment for selected health facilities is developed and approved through the steering committee.
- Support the IT expert for HADDA in developing health facility ICT Equipment
deployment plan and documentations on the use and installations of the digital equipment.
- Support MOH in the development/revisions of HMIS training materials.
- Participate and contribute to the Technological Coordination Committee (TCC) for eHealth Systems meetings and activities.
- Prepare and submit project progress reports (monthly and end of project).
- Key Deliverables
The following are the expected deliverables from the consultancy within the specified time.
- Well-coordinated project activities.
- Project progress reports
- Recruitment of HMIS experts and HMIS consultant.
- ICT equipment deployment plan and EMR road map.
- Health facilities for ICT and digital health deployment.
- Revised HMIS Training materials.
5.Competencies
- Ability to work with limited supervision and maintain flexibility in working hours.
- Demonstrate the capacity to work with multiple stakeholders and create consensus around the key deliverables.
- Demonstrate ability to meet deadlines and closely coordinate with FMOH. o Fluency in English and excellent communication and interpersonal skills. o Ability to work and deliver under intense pressure.
o Strong analytical and writing skills.
- Requirements of Consultant
KasmoDev expects the consultant to have the following skills and experience:
o Master’s degree(minimum) in health information system, general medicine, epidemiology, public health, healthcare management or related program in a recognized university.
- At least 6 years’ experience in managing health service delivery and programming. o Good understanding of the context and the health system for Somalia.
