TERMS OF REFRENCE FOR THE CONSULTANT LEADING THE REVSION OF THE MIDWIFERY CURRICULUM (BA) SOMALILAND
Introduction and background
Since the start of professional nursing in Somaliland, beginning with Edna Adan Ismail, among others being trained in the UK, and the development of the Hargeisa School of Nursing, much has changed. The first nursing curriculum was developed in 2001 marking a great milestone for the Somaliland health system. This was followed by a degree-level programme in nursing at Amoud University in 2006, a national diploma-level nursing curriculum in 2009, and a registered nurse to BSc. programme in 2013.
Similar achievements were made in midwifery education programmes, established by Edna Adan Ismail in 2010 and national training curricula for post-basic and community midwives in 2011. A nationally harmonised nursing and midwifery degree curriculum, in which THET was involved, was finalised and implemented in November 2015. However, over the past six years major gaps in the technical content and timeframe have become evident. These have been identified and prioritised by Somaliland stakeholders in a national nursing and midwifery stakeholder event in 2018/19 and recent scoping exercises undertaken for UKPHS.
This project will review and strengthen the national degree-level nursing and midwifery curricula, building on THET’s extensive experience. Our approach in working with national consultants, who will be leading the revision, and Somaliland key stakeholders through technical review workshops will ensure local ownership and sustainability. Additional support and technical guidance will be provided by NHS volunteers guided by our partners King’s Global Health Partnerships, ensuring the revised curricula are in line with international standards and regulations
Tropical Health and Education Trust (THET)
THET is a global health organisation that has been managing programmes to strengthen health systems and Human Resources for Health (HRH) for 30 years and it has been working with Somaliland partners for the last 20 years. THET’s work focuses on capacity development at the institutional, organisational and individual levels. This includes working with Ministry of Health Development (MoHD), Health Regulatory Bodies, Health Professional Associations, Health Training Institutions, Hospitals, Community Structures and other health facilities to strengthen the capacity of health service managers, health workers and the health systems within which they operate.
THET runs health system and health workforce strengthening programmes in Ethiopia, Myanmar, Tanzania, Uganda, Zambia and Somalia/Somaliland and under the Health Partnership Scheme (HPS), has provided training, advice and support to more than 200 partnerships between UK and Lower- and Middle-Income Health institutions across over 30 countries in Africa, Asia and the Middle East. THET’s approach supports locally developed and owned solutions to healthcare challenges.
Project overview
Since the national Midwifery curriculum was revised and harmonized last 5 years ago international academic standards have changed. To ensure midwifery education is in line with the latest international standards and strengthened regular revision is required. Under this project the consultant, in collaboration with King’s College Health Partnership (KCHP) volunteers, key national stakeholders and the MoHD revise the latest curricula. To ensure full acceptance in the new revised resource and confidence in teaching, the consultant will lead two workshops with national key stakeholders and design and lead a Training of Trainer (ToT) with identified Nursing and Midwifery school faculty and the MoHD.
The assignment
The purpose of this assignment is to lead the revision of the Midwifery undergraduate curriculum in close collaboration with key stakeholders and international King’s College Health Partnership technical volunteers. Within the six-month period it is expected to have updated BSc Midwifery curriculum according to international standards.
Objectives of the Midwifery Curriculum revision
The objective of this assignment is to align the Somaliland undergraduate midwifery school curriculum to the latest international standards, strengthening the education system in Somaliland and midwifery education nationally. This will be achieved through key informant interviews, Focus Group Discussion, and extensive desk review.
The main objectives of the assignment are;
The revision of the nationally harmonised BSc Midwifery curriculum in close collaboration with key stakeholders and KCHP volunteers and ensuring full-buy in.
Leading national workshops for feedback and harmonisation with key stakeholders.
Design and delivery of Training of Trainers for Midwifery school faculty, MoHD and other key stakeholders.
Deliverables
Key Deliverables Expected:
The main assignments for the Consultant are as follows:
Review the National BSc Midwifery curriculum through extensive desk review of relevant national and international documents to ensure full incorporation of international standards including WHO strategic directions for nursing and midwifery (2021-2125), WHO December 2020 Labour Care Guide and Essential care for Labour and Birth (from Helping mothers survive series), Laerdal Global Health and new born’s during labour and respectful maternity care with focus on the White ribbon Campaign and RMC charter.
Conduct KII and on-going consultation with key stakeholders in Somaliland with support of THET. Key stakeholders should include MoHD, CHE, SLMNA, Nursing and Midwifery Schools and others as identified.
Design and deliver workshops with key stakeholders to discuss the first draft ensuring full national ownership, the consultant will share event report.
Draft revised curriculum in collaboration with the KCHP volunteers.
Incorporate the feedback from key stakeholders and share the draft with the KCHP volunteers.
Conduct stakeholder meeting for the second draft of curriculum, Finalize curriculum for endorsement by the MoHD and CHE .
Design a ToT for Midwifery Schools faculty and deliver the training to ensure all staff feel confident in teaching the newly revised curriculum.
Submit training report.
The consultant
Required Education Skills and Experience
At least have master’s degree in Midwifery, Academic background in teaching Midwifery Education.
Proven experience in the design/revision/harmonisation of Midwifery curricula.
Proven knowledge in international Midwifery curricula standards and learning outcomes.
A minimum of 10 years in-depth knowledge and experience of the Somaliland health sector or similar country setting.
Proven knowledge of broader health service delivery of Somaliland and East Africa in general
Sound understanding and application of relevant training and mentorship concepts, methodologies, and tools.
Ability to travel to interview key stakeholders.
Excellent spoken, written and communication English and Arabic/local language skills.
Good leadership, communication, and facilitation skills.
The applicant should have NHPC license
Consultancy Timeline & Payment
The work is to begin in August and will be completed January 2022. Total level of effort anticipated to be between 1-2 days a week. Approximately 1,200 USD monthly salary contribution.

Terms
THET will cover some local travel cost for project purposes. Consultant is responsible for their own insurance and relevant government taxes.
The selected experts/consultants must be available to provide appropriate levels of input at various stages throughout the assignment delivery.
The consultant must comply with the THET and J&J rules and procedures related to security. THET is fully committed to the safeguarding of all children and at-risk adults from all forms of violence. The successful candidate is expected to commit to THET Safeguarding Policy and guidelines for the duration of employment.
