TERMS OF REFRENCE FOR THE CONSULTANT LEADING THE REVISION OF THE NURSING CURRICULUM (BA) SOMALILAND

Introduction and background

Somaliland has reached many important milestones since the years of conflict and increasingly takes its place in the world as a forward-looking, democratic and hard-working society. Despite the great strides forward however, maintaining the health of the population remains a challenge that has impact on individuals, families, communities and the whole economic development of the country. Health problems affect all members of Somaliland society however the greatest cause for concern is for the health and wellbeing of children and childbearing women. With very high infant1 and maternal mortality rates despite substantial progress this issue affects every community.

Since 2001, with the development of the first specifically Somaliland nursing curriculum, the pace of change has quickened with other nursing programmes and then a degree-level programme commencing at Amoud University in 2006, a national Diploma-level curriculum and programme opening in 2009, and a registered nurse to BSc. programme in 2013. Similar developments have been made with midwifery programmes established by Edna Adan Ismail, then a registered midwife to BSc programme in 2010, and national training curricula for post-basic and community midwives in 2011.

These developments have been accompanied by a national curriculum in 2013 for ‘front-line’ lay Community Health Worker

Many personnel from Somaliland universities (Amoud, Burao, Edna Adan, Hargeisa, Nugaal), Institutes of Health Studies (Burao, Hargeisa, Las Anood), clinical areas and organizations such as the National Health Professions Commission and Somaliland Nurses’ and Midwives’ Association have contributed their ideas and expertise to the development of the Somaliland National BSc. Nursing curriculum. UK-based Nurse/Midwife specialist consultant and Ministry of Health supported the development of a national BSc Nursing curriculum, approved and validated nursing degree.

Tropical Health and Education Trust (THET)

THET is a global health organisation that has been managing programmes to strengthen health systems and Human Resources for Health (HRH) for 30 years and it has been working with Somaliland partners for the last 20 years. THET’s work focuses on capacity development at the institutional, organisational and individual levels. This includes working with Ministry of Health Development (MoHD), Health Regulatory Bodies, Health Professional Associations, Health Training Institutions, Hospitals, Community Structures and other health facilities to strengthen the capacity of health service managers, health workers and the health systems within which they operate.

THET runs health system and health workforce strengthening programmes in Ethiopia, Myanmar, Tanzania, Uganda, Zambia and Somalia/Somaliland and under the Health Partnership Scheme (HPS), has provided training, advice and support to more than 200 partnerships between UK and Lower- and Middle-Income Health institutions across over 30 countries in Africa, Asia and the Middle East. THET’s approach supports locally developed and owned solutions to healthcare challenges.

Project overview

Since the national nursing curriculum was revised and harmonized last 6 years ago international academic standards have changed. To ensure nursing education is in line with the latest international standards and strengthened regular revision is required. Under this project the consultant, in collaboration with King’s College Health Partnership (KCHP) volunteers, key national stakeholders and the MoHD will harmonize and revise the latest curricula. To ensure full acceptance in the new revised resource and confidence in teaching, the consultant will lead two workshops with national key stakeholders and design and lead a Training of Trainer (ToT) with identified nursing school faculty and the MoHD.

The assignment

The purpose of this assignment is to lead the revision of the nursing undergraduate curriculum in close collaboration with key stakeholders and international King’s College Health Partnership technical volunteers. Within the six-month period it is expected to have a harmonised, updated nursing curriculum according to international standards.

Objectives of the Nursing Curriculum revision

The objective of this assignment is to align the Somaliland undergraduate nursing school curriculum to the latest international standards, strengthening the education system in Somaliland and nursing education nationally. This will be achieved through key informant interviews, Focus Group Discussion and extensive desk review.

The main objectives of the assignment are;

The revision of the nationally harmonised nursing curriculum in close collaboration with key stakeholders and KCHP volunteers and ensuring full-buy in.

Leading national workshops for feedback and harmonisation with key stakeholders.

Design and delivery of Training of Trainers for nursing school faculty, MoHD and other key stakeholders.

Deliverables

Key Deliverables Expected:

The main assignments for the Consultant are as follows:

Review the National BSc Nursing curriculum through extensive desk review of relevant national and international documents to ensure full incorporation of international standards (including Nursing Now campaigns and WHO strategic directions for nursing and midwifery 2021-2125) and share summary of curriculum changes aligned with international standards and rational of changes and additions.

Conduct KII and on-going consultation with key stakeholders in Somaliland with support of THET. Key stakeholders should include MoHD, CHE, SLMNA, Nursing Schools and others as identified.

Design and deliver workshops with key stakeholders to discuss the first draft ensuring full national ownership, the consultant will share event report.

Draft revised curriculum in collaboration with the KCHP volunteers.

Incorporate the feedback from key stakeholders and share the draft with the KCHP volunteers.

Conduct stakeholder meeting for the second draft of curriculum, Finalize curriculum for endorsement by the MoHD and CHE .

Design a ToT for Nursing Schools faculty and deliver the training to ensure all staff feel confident in teaching the newly harmonised curriculum and submit training report.

The consultant

Required Education Skills and Experience

At least have master’s degree in nursing and Academic background in teaching Nursing Education

Proven experience in the design/revision/harmonisation of nursing curricula.

Proven knowledge in international nursing curricula standards and learning outcomes.

A minimum of 10 years in-depth knowledge and experience of the Somaliland health sector or similar country setting.

Proven knowledge of broader health service delivery of Somaliland and East Africa in general

Sound understanding and application of relevant training and mentorship concepts, methodologies, and tools.

Ability to travel to interview key stakeholders.

Excellent spoken, written and communication English and Arabic/local language skills.

Good leadership, communication, and facilitation skills.

The applicant should have NHPC license

Consultancy Timeline & Payment

The work is to begin in August and will be completed January 2022. Total level of effort anticipated to be between 1-2 days a week. Approximately 1,200 USD monthly salary contribution.

Terms

THET will cover some local travel cost for project purposes. Consultant is responsible for their own insurance and relevant government taxes.

The selected experts/consultants must be available to provide appropriate levels of input at various stages throughout the assignment delivery.

The consultant must comply with the THET and J&J rules and procedures related to security. THET is fully committed to the safeguarding of all children and at-risk adults from all forms of violence. The successful candidate is expected to commit to THET Safeguarding Policy and guidelines for the duration of employment.
